VILLAGE OF MEAD BOARD OF TRUSTEES MEET JANUARY 8

The Village of Mead Board of Trustees met January 8 at 6:00 p.m. at the Village Office.  Answering roll call were Trustees Guyle, Wielage and Wimer.  Absent were Chairman Mayfield and Trustee Miller.  Also present were Clerk Moline, Utilities/Maintenance Supt. Raver and Police Chief Carlson.  Guests were Ben Day and Burneil and Mark Ecklund.  Wielage was elected to serve as Chairman Pro Tempore.

SCHEDULED GUEST:  Ben Day with Olsson Associates and Wastewater Project Engineer, updated the Board on findings of borings and soil samples at the proposed site for the retention lagoons.  Input was heard from Burneil and Mark Ecklund.

POLICE REPORT:  The Monthly Police Report was presented.  A complaint regarding the safety of a vacant house was discussed.

UTILITY REPORT:  Raver reported on water tank and current status of the wells.

CLERK REPORT:  Moline reported an issue with a homeowner on a reported building project.

LIBRARY REPORT:  Kuhr reported on unpaid fines and submitted her resignation.

NEW BUSINESS:  The One and Six Year Street Plan was reviewed.  The following action was taken:  approved Resolution 13-01, $33,897.20 loan with the Bank of Mead for expenses for the Wastewater Project until the Municipal Bond is secured; Resolution 13-03, Special Designated Liquor License to Mead Fire Department at the Mead Park, with alternate location at the Mead Community Building, during Mead Days, June 14, 15 and 16; Special Permit to Mead Days Committee to close designated streets during Mead Days, June 14, 15 and 16 and 5% wage increase to Clerk/Treasurer.

The meeting was adjourned at 8:34 p.m.

NOW HIRING - VILLAGE OF MEAD LIBRARY DIRECTOR

The Village of Mead is seeking a qualified individual for the Mead Library Director.  Position will be part-time at 15-20 hours per week.  A love of books and reading is required.

Qualifications include, but are not limited to: 

· Willing to learn library operations;
· Computer knowledge to include, Word, Excel, Outlook, Google Chrome or Internet Explorer, e-reader experience a plus but not necessary;
· Ability to maintain confidentiality;
· Ability to lift, stand and bend as part of the job;
· Ability to work with the public;
· Maintain effective working relationship with boards and employees.  Must be a self-starter.  Required skills:  organizational, time management, excellent communications, goal oriented and able to meet deadlines.

SNOW REMOVAL

Village Ord. 5-311 requires that following a snowfall of 2” or more, it shall be unlawful to park or stand any vehicle on any street within the congested district (Vine St. from 3rd St. to 5th St. and 4th St. from the alley adjacent to Blocks 24 and 33 to Vine St. and from alley adjacent to Blocks 25 and 32 to Vine St.), between the hours of 11:00 P.M. and 7:00 A.M. of the following day.  All vehicles must be removed promptly from the designated “Snow Emergency Route” that is marked by signs.

On all other streets, parking shall be restricted to the north and west sides of the streets on even numbered days of the month and the south and east sides of the streets on odd numbered days of the month until the streets have been cleaned.

BUILDING GUIDELINES for Village and one-mile extraterritorial residents   .   .   .  

Prior to beginning a construction or fencing project, please be aware that an APPLICATION FOR A BUILDING PERMIT must be approved by the Mead Planning Commission.  Please complete the application and return it to the village office the Thursday prior to the meeting.  When application is made, you will be placed on the Planning Commission agenda.  The Planning Commission meets at 7:30 p.m. on the fourth Monday of the month, excluding December.  You can pick up the application form at the Village Office, call and one will be mailed or emailed to you, or you can find a copy on the village website @ www.meadnebraska.net.

Construction items excluded are accessory buildings less than 150 sq. ft. and residential sidewalks and driveways.  A fence is required prior to erecting a swimming pool, spa or hot tub.  An application must also be approved by the Commission if you are planning to relocate or demolish a building.

If action is taken prior to the approval of the Building Permit, the fee will be doubled PLUS a penalty fee of $100.00.

You are also required to contact Digger’s Hotline prior to disturbing soil.  The telephone number is 800-331-5666 or 811.  A timeline must be followed to allow utilities to be located.

SEWER PROJECT

At this time the sewer project is in the planning stages.  We are seeking the construction of retention lagoons through Municipal Bonds.  Engineers are in the designing stages with a location to construct the lagoons currently being considered.   An update on the project will be presented at the February 12 meeting at the Village Office.  It is scheduled for  presentation at 7:00 p.m.

COMMUNITY SURVEY REPORT

Results from the Community Survey completed in August 2012 indicate that 74% of the surveys were returned.  Thank you for taking the time to complete the surveys.  Village engineers have indicated that numbers have not been released as of this time as to what guidelines will need to be met for qualifying grants and/or low interest loans.  Future projects may then be considered.

 2013 BASEBALL / SOFTBALL FORMS ARE DUE!!!

 If you plan  to participate in the Mead Baseball / Softball Programs this summer, please get your applications in NO LATER THAN JANUARY 31st!  This will enable teams to be formed, coaches contacted and equipment purchased.  The cost is Age 8 and Under $35.00 and Ages Over 8 $45.00.  Forms can be dropped off at the Bank of Mead, Village Office or Mead Public Schools.

Promoting Positive Text Messaging Habits

Text messaging is simply part of everday life for most adolescents.  Most parents would agree it is their children's first choice of communication.  That being said, it does not take much to prove that excessive text messaging can have serious mental and physical consequences for our children.  Healthy boundaries set by parents will reap bountiful positive results in the long run.

Issues caused by excessive text messaging:

                Disruption of the learning process – 64% of teens text during class.
                Bad sleeping habits – when texting occurs around the clock, fatigue results from interrupted sleep.
                Antisocial behavior – texting is a shallow form of communication and it prevents teens from learning to read other's emotions and respond empathically.
                Self-Esteem Issues – teens who consistently text to receive instant advice from    friends do not develop coping skills for normal everyday situations.
                Cyberbullying – the impersonal nature of texting allows it to be a popular vehicle for harassment.
                Sexting – sending sexually explicit content ultimately causes emotional pain and is illegal.  
                Behind the Wheel – texting while driving is extremely dangerous!
                Addiction – texting is the first and last thing many teens do in a day.  Many teens say they cannot live without their phone. 

What Parents Can Do:

                Talk to your teens – discuss proper cell phone and texting use before issues arise.
                Set Limits – appropriate boundaries need to be set during school and at home.  For example, your family may decide “no texting during meal times, religious events, or after certain hours.”
                Monitor your teen's texting – read texts occasionally for appropriateness.  Keep an eye on your cell phone bill.
                Avoid being a “Helicopter Parent.”
