Village of Mead Board of Trustees Hold Meeting
 
The Village of Mead Board of Trustees met at the Village Office on August 11 at 6:00 p.m.  Present were Chairman Guyle; Trustees Havelka, Nicola and Wimer.  Absent was Trustee Wielage.  Also present were Clerk Moline, Utility/Maintenance Supt. Raver, Police Chief Carlson, Library Director Moseman and Ass’t. Library Director Van Ackeren.  Also present were Ed Schroeder, Dale Rawson, Denise Patocka and Jenny and Andy Carritt.
 
A BUDGET WORKSHOP was called at 6:05 p.m.  Accountant Schroeder reviewed the 10/1/15 through 9/30/16 budget.  Discussion was held by the Trustees and public.  The workshop was adjourned at 6:45 p.m. with the budget to be finalized at a later date.
 
SCHEDULED GUESTS:  Mead Public Schools Supt. Rawson and Board Chair Carritt discussed a future proposal of selling district property to allow for housing.  Four phases of development were presented.
 
REPORTS:  Utility/Maintenance Supt. - Raver reported water volume concerns at N. Third Circle, DHHS Deficiencies Notice, repairs at wellhouses, street repair, 2 and 10 Year Water System Plan, meter maintenance and burn site evaluation.   A bid was received from Big Red Home Improvement to replace sidewalk in the downtown area.  Police/Zoning Admin./Nuisance Officer - The monthly report and zoning violation was discussed.  Planning Commission - The July 27 Regular Meeting minutes and Permits issued were re-viewed.  Permits being:  15-09, Alma Lutheran Church to demolish and construct a garage at the parsonage and 15-10, Aaron and Sherri Seamann to erect a privacy fence.  Library - The minutes of the July 15 Library Board Meeting were reviewed.  Clerk - Moline reported status of the Community Survey and need to adjust starting morning hours on specific mornings for a month.
 
UNFINISHED BUSINESS:  Action was taken to discontinue the community recycling service.
 
NEW BUSINESS:  Action was taken to approve Use of Section 8 Housing Choice Vouchers; approve Jerome Moline as Substitute Dumpmaster; established rate of $150.00 hour, minimum of one hour, to mow residential and commercial properties; adopted Ordinance 668, amend Chapter 3, Article 1, Section 3-116.02, Placement of water wells; adopt Ordinance 669, 25-year agreement with OPPD to conduct a retail electric energy supply business with the village and accept bid of $9,000 from Big Red Home Improvement to replace sidewalk along the east side of Vine St. from Third St. to Fourth St. and reset four decorative lights.
 
Discussion centered on a delinquent water/sewer account, request from Bob Hannan to hire older generation to help with maintenance needs, tree concern blocking vision at an intersection and payment for tires.
 
The meeting adjourned at 8:26 p.m.
 
Village Office CLOSED September 7 to observe Labor Day
 
The Village Office will be closed September 28 - October 2.  Plans are to open the office on Saturday, October 3.

MEAD PUBLIC LIBRARY NEWS

BACK TO SCHOOL
We wish all students, families, and staff a positive start to the new school year.  Mead Public Library provides a quiet and supportive location for completing homework, so please stop by to study.
 
FALL LIBRARY HOURS
Effective September 1-December 31, the library will move to fall hours:
 
Tuesday 10:00 am-1:00 pm  and  5:00 pm-8:00 pm
Wednesday 2:00 pm-6:00 pm
Thursday 12:00 noon-6:00 pm
Friday 9:00 am-2:00 pm
Saturday 10:00 am-2:00 pm
Closed Sunday and Monday
 
For fall, Story Time will move from Tuesdays to Thursdays at 4:00-4:45 pm. On Thursday, September 3, we will be reading Beatrice Doesn’t Want To. All ages are welcome for the story, activity, and snack. Coffee Time will continue to be every Tuesday from 10:00 am-11:00 am.
 
THANK YOUs
Thanks to patrons for donating books, Liz Gibney for providing treats for story times, and Friends of the Library for weeding and cleaning-up the garden grounds this month.  We appreciate the time Natural Resources District (NRD) staff spent with us on August 13 sharing a program on reptiles and thank Shyla Bidrowski for bringing her pet hedgehog to the library on August 5. Twelve kids attended this special meet and greet and enjoyed the hedgehog cupcakes Shyla had made for the event.

Friday, September 11-“Oldie but Goodie Movie” for adults at 10:00 am.  Coffee and snacks will be provided.
Saturday, September 26-Family Lunch at 11:00 am-11:45 am with a Family Movie to follow at 12:00 noon.  RSVP to the Library 2 days before by calling 402-624-6605, texting 402-320-8105, emailing MeadLibrary@outlook.com or stopping by the library.  Please bring a rug or blanket for children (chairs available for adults) and your own covered drinks.  Movie is rated PG.
 
MEAD PUBLIC LIBRARY BOARD
Meetings of the Board are open to the public.  The next meeting is September 16 at 6:30pm at the library.
 
BOARD OF TRUSTEES HOLD SPECIAL MEETING -
     A Special Meeting of the Board of Trustees was held August 18 at 6:00 p.m. at the Village Office.  Present were Chairman Guyle; Trustees Havelka, Nicola and Wimer.  Absent was Trustee Wielage.  Also present were Clerk Moline, Utility/Maintenance Supt. Raver, Police Chief Carlson and Planning Commission Chairperson Weible.  Also present were Jerry Johnson, Levi Durnal, Jim Halbmaier, Jason Felty, Dale Rawson, Kacee Weible and Gabriel Gonzales.
     SCHEDULED GUEST:  Jerry Johnson discussed the clean-up process at 1020 Co Rd M.  He asked that the board consider appointing 1-2 members of the Board of Trustees, along with the Village Nuisance Enforcement Officer, to form a team with Mr. Johnson and two additional, concerned gentlemen to go onsite and review what needs to be removed in order to satisfy the nuisance and zoning violations prior to the August 31 deadline.  The board informed Mr. Johnson that they will not participate in partaking as a committee to review the site.
    Action was taken to approve a request from Windstream to place buried communications facilities on public right-of-way within corporate limits at 603 S. Cedar St.
     BUDGET WORKSHOP:  A Budget Workshop was called at 7:12 p.m.  Discussion centered on department budget requests for the 10/1/15 through 9/30/16 fiscal year.  The Workshop adjourned at 7:30 p.m.
     The meeting was adjourned at 7:30 p.m.

 Thank you to everyone for completing their Community Surveys.  The surveys have been forwarded to Southeast Nebraska Development District who will compile the results to see if the village qualifies for grants or low interest loans for future projects.
