VILLAGE OF MEAD BOARD OF TRUSTEES MEET MAY 13
The Village of Mead Board of Trustees met May 13 at 6:00 p.m. at the Village Office. Present were Chairman Guyle; Trustees Havelka, Wielage and Wimer. Absent was Trustee Miller. Also present were Clerk Moline and Utilities/Maintenance Supt. Raver. Guests were Jody Weible, Levi Durnal, Jeannette Johnson, Patricia Starr, Gabriel Gonzales and Terry Miller.
GUESTS: Jeannette Johnson, representing Mead Community Group, invited the board to attend "Responsible Beverage Service Training" on May 29. Saunders Co. Emergency Manager, Terry Miller, presented information on LEOP. Gabriel Gonzales was present to discuss a nuisance complaint.
REPORTS: Utility/Maintenance Supt. Raver reported pumping of water into the lagoons, roof damage at the Village Office and cleaning a culvert to enhance water flow. Clerk Moline reported meters requiring maintenance, delinquent utility account, sale of 65 pet licenses to date and Clean Up Day scheduled for May 31. The Police Report, Library Report and Planning Commission Report were reviewed.
NEW BUSINESS: Action was taken to approve an Interlocal Agreement with the City of Wahoo to spray mosquitoes. Discussion was held on the nuisance ordinance regarding removal of unlicensed/junk vehicles, partnership for tree branch removal from the dump and request from Mead Fire Dept. to seek Special Designated Liquor Licenses by the municipality. Conditional Use Permits were presented for annual review.
The meeting was adjourned at 8:13 p.m.

REMINDERS TO RESIDENTS
Please be aware that the parking of partially dismantled, non-operating, wrecked, junk or discarded vehicles (currently licensed or unlicensed) are to be stored in an enclosed building or in an appropriate storage place or maintained out of public view. All grass and weeds are to be maintained at a height no greater than 12". All dogs are to be kept on leash when off property owner’s property and all excrement removed from public or another homeowner’s property. Homeowners are required to trim tree branches to a height of at least 14’ above the surface of a street or sidewalk abutting their property.
ALMA LUTHERAN VACATION BIBLE SCHOOL will be held June 2 - 6 from 1:00 - 3:30 p.m. Kids age 3 to going into 6th grade are invited to join us! We will have activities, snacks, and music every day. Registration is available on Alma’s website at www.almalutheran.com. Hope to see you there!

POOL - SPA - HOT TUB GUIDELINES
Prior to erecting a swimming pool, you must adhere to the following guidelines: Any pool, spa or hot tub containing at least 18" of water is REQUIRED to be enclosed by a fence with a minimum height of 4’ and maximum height of 6’, with no opening greater than 4" or larger. All gates are to be locked when not in use. Hot tubs and spas are not required to have fencing if they have locking tops and are kept locked when not in use. All chemicals and supplies must be stored in a secure area. Pools, spas and hot tubs are not permitted to be drained into the sanitary sewer system. Drainage is permitted into the storm sewer provided the chemicals contained in the pool, spa or hot tub are first diluted.
Prior to beginning any construction or fencing project, please be aware than an APPLICATION FOR A BUILDING PERMIT must be approved by the Mead Planning Commission. Commercial and Industrial applications must also be approved by the Board of Trustees at their monthly meeting. The Planning Commission meets at 7:30 p.m. on the fourth Monday of the month, excluding December, (third Monday of the month of May if Memorial Day falls on the fourth Monday).
Construction items excluded are accessory buildings less than 150 sq. ft. that meet variance requirements, residential sidewalks and driveways. An application must also be approved by the Planning Commission if you are planning to MOVE OR DEMOLISH A BUILDING.
If a project is started prior to approval of the Building Permit Application, the fee will be doubled PLUS a penalty fee of $100.00.
You are also required to contact Digger’s Hotline at 811 prior to disturbing soil. Expect a timeline to have the utility lines located prior to starting to dig.
CROSS-CONNECTION CONTROL:
▪ Cross-connection: Any actual or potential connection between the public water supply and a source of contamination or pollution.
▪ Backflow: The flow of water or other liquids, mixtures, or substances into the distributing pipes of a potable supply of water from any source or sources other than its intended source. Backsiphonage is one type of backflow.
▪ Backpressure: Backflow that occurs when the pressure in an unprotected downstream piping system exceeds the pressure in the supply piping.
▪ Backsiphonage: Resulting from negative pressures in the distributing pipes of a potable water supply.
Where Can Cross-Connections Occur?
Cross-connections can occur at many points throughout a distribution system and a community’s plumbing infrastructure. Cross-connections can be identified by looking for physical interconnections (or arrangements) between a customer’s plumbing and the water system. Some specific examples of backflow incidents that can occur are:
▪ Lawn chemicals backflowing (backsiphoning) through a garden hose into indoor plumbing and potentially into the distribution system.
▪ Backsiphonage of "blue water" from a toilet into a building’s water supply.
▪ Carbonated water from a restaurant’s soda dispenser entering a water system due to backpressure.
▪ Backsiphonage of chemicals from industrial buildings into distribution system mains.
▪ Backflow of boiler corrosion control chemicals into an office building’s water supply.

The Mead Days Committee is looking for donations for Bingo or cash donations. Donations can be dropped off at the Bank of Mead and made payable to Mead Days 2014. All proceeds from the weekend go to the youth programs, Fire Department or back into the community for improvements. NE Games & Parks and OPPD will be joining us for presentations at Summer Reading Camp this year! & Parks will do a "hands on" presentation about NE animals and OPPD will do a presentation about how electricity works & safety!

The Teen/Tween Fashion Party was considerably smaller this year. did welcome 6 guests and our "Friendly Fashionista" April did sell a couple items. at the Mead Public Library sincerely hope you will consider joining us next year in 2015 for the annual Fashion Party!

Looking for some new ideas of things to do with your kids or children of friends and/or family this summer over the break from school? Here's a few to get you started!
*Share customs and rituals from your own background. Invite kids to help you with a craft project or meal that highlights one of your cultural traditions.
*Stretch a child's thinking abilities by taking him/her to a new place. i.e. bird sanctuary, candy manufacturer, or an age appropriate concert. Let the child experience sounds, sights, tastes, textures and smells of the new place.
*Encourage children to write letters to the editor of the local newspaper about issues that are important to them.
*Enroll in a community education class with your child and learn a new skill together.
*Offer to help a parent by taking a toddler to explore a new place such as a park or a store.
*Hold a neighborhood book swap. Ask neighbors to donate books they have read and invite everyone to come and find new books.
