VILLAGE OF MEAD BOARD OF TRUSTEES
 

The Village of Mead Board of Trustees met November 12, 2013 at the Village Office at 6:00 p.m.  Present were Chairman Guyle; Trustees Havelka, Miller, Wielage and Wimer.  Also present were Clerk Moline, Utility Supt. Raver, and Library Director Black.  Also present were Ed Schroeder and Ben Day.

 

Accountant Schroeder presented the 10/1/12 through 9/30/13 Audit Report.  The Audit Report was approved.  Engineer Ben Day updated the board on the Wastewater Lagoon Project.  Sewer rates were reviewed.

 
REPORTS: 
Library:  The October 16 meeting minutes were presented.  The library will serve as a drop off center for a family’s needs following a recent fire.  An Old Fashioned Christmas Party is planned for December 8.
Planning Commission:  The minutes of the November 28 meeting were reviewed.  Discussion was held on possible amendment to the front yard depth in the Single-family and Multi-family residential districts.
Police:  The monthly police report was reviewed.
Clerk:  Moline reported meter maintenance, recent training with Thoroughbred Utilities and upcoming vacation.  An inquiry was made and agreed upon to consider amending the months to average the winter sewer rate to align with Thoroughbred Utilities software.
 
Action was taken to approve Ordinance 640, Amend 5-311, Parking: Snow Removal.  Plans for the Christmas Party were finalized.
 
The meeting adjourned at 7:52 p.m.
 

 

SANTA CLAUS IS COMING TO TOWN .  .  .

A special guest will soon be coming to Mead.  Santa Claus will be arriving at Mead Elementary School on Wednesday morning, December 18th at 10:00.  Following his visit at the school, he will journey downtown to visit children  at Mead Public Library, 316 S. Vine St. Visitation time at the Library is 11:00 until 11:30.
 
 

MEAD PUBLIC LIBRARY NEWS by Nancy Black, Library Director

 
On October 31st the Mead Public Library was pleased to present a book for best storybook costume to a young "Charlie Brown" at the community center.  Thank-you to Denise Patocka, Library Board President for assisting with the judging.  Please like us on Mead Public Library Facebook page to see a picture of the presentation!
 

The Mead Public Library is very happy to announce a new program available to all library card holders that live within the city limits of Mead, NE.  We now have available a HOMEBOUND DELIVERY SERVICE for those patrons who due to an injury or illness are unable to come to the library.  Please phone the library director Nancy Black on Tuesday or Thursday from 2:00 - 6:00 to request materials (books, DVDs, magazines) to be delivered or picked up.  The service will run on a BI-WEEKLY SCHEDULE, remember renewals are always an option.  If you live in Mead and do not have a library card but would like to sign up for the service please call the library on Tuesday or Thursday and make arrangements with Nancy Black the library director.

 

The Food 4 Fines program here at the Mead Public Library collected more than $20.00 in food for the Mead Backpack Program.  Thanks to everyone who came in and took care of those pesky little fines with food donations.

 

The Mead Public Library will host an "Old Fashioned Christmas Event" on Sunday December 8th, 2013 from 6:30 - 8:00 p.m. at the library.  There will be Christmas stories read, cookies to eat, crafts to work on, a place to work on your letter to Santa...and don't be surprised if Mr. & Mrs. Santa Claus don't make a guest appearance!  Please bring 1 canned food item or a pair of mittens to donate to the Mead Backpack Program.  'Tis the season to give to those who are in need.  Families welcome or parents drop off the children so you may wrap gifts at home.

 
Don't forget Story Time on Tuesdays 4:00 - 4:30 and Saturdays 11:30 - NOON, we will be reading Thanksgiving stories until December (then Christmas stories) and doing holiday crafts...and snacks.  See YOU at the library!

NEW GUIDELINE FOR SNOW REMOVAL
Please be aware that the Board of Trustees has approved a new code for snow removal.  After a snowfall of two (2”) inches or more it shall be unlawful to park or stand any vehicle on any street within the Village of Mead until the street has been cleared.  CODE 5-311
 
Any vehicle parked in violation of any traffic regulations or any vehicle parked so as to obstruct the free movement of traffic or to cause a traffic hazard, or any vehicle parked on any street or alley obstructing the removal of snow may be immediately removed upon order of the Police Department.  CODE 5-304
 
All sidewalks within the municipality shall be cleaned within twenty-four (24) hours after the cessation of the storm.  CODE  8-201

 CONGRATULATIONS! To the Mead Raiders Volleyball Team and Coaches for qualifying for the State Volleyball Tournament.  We are proud of you!

 

 Thank you to the members of the Mead Fire / Rescue Department for hosting the Annual Halloween Party and the Mead Community Group for sponsoring “Trunk or Treat”.

 

 Winter sports are beginning at Mead Jr-Sr High School - The Jr. Varsity and Varsity Boys and Girls basketball teams begin their seasons on December 6 at 3:30 vs Johnson County at Mead.  There is also a Spaghetti Feed sponsored by the Mead FFA that evening in the commons.  The Jr. High Boys Basketball games began November 19 against Cedar Bluffs.  The Jr. High Girls Basketball season begins January 13 against Cedar Bluffs.  Come and support the teams!

 

 Mead Community Group December Notes

WE NEED YOUR HELP TO CONTINUE!!!!

The Mead Community Group is looking for new members to join our group.  In an effort to involve more of our area parents we will be trying a new time for our monthly meetings.  For the next two months we will be holding our meeting in the evening.  We will be meeting December 12th and January 14th -- each evening at 7:00 PM at the Mead High School Commons.  Please join us.

 

Mission: The Mead Community Group exists to promote an environment for raising healthy families through positive attitudes, perceptions and behaviors.  It continues to grow in its efforts by focusing on ways to make Mead a healthier community for all, targeting at-risk behaviors among our youth.

 
We wish to thank the Mead Public Schools and the Mead Firemen for their continued support of our efforts and activities.

*Hosted the elementary and high school program "Rachel's Challenge", a program to promote kindness and anti-bullying.
*Distributed CD called "Computer Cop" at Mead Days Parade and Parent-Teacher Conferences.  This is a parents tool to monitor children's computer usage.

BOARD OF TRUSTEES MEET OCTOBER 8

The Village of Mead Board of Trustees met October 8, 2013 at the Village Office at 6:00 p.m. Answering roll call were Trustees Guyle, Miller, Wielage and Wimer. Also present were Clerk Moline, Utility/Maintenance Supt. Raver and Police Chief Carlson. Guest was Shawn Havelka.

 

Moline called the meeting to order and was appointed Chairman Pro Tempore. Havelka was appointed and took his oath of office as a member of the Board of Trustees. Gary Guyle was approved as Chairman of the Board at which time he took over the meeting.

 

REPORTS:

UTILITY/MAINTENANCE SUPT. - Raver reported street maintenance east of the Community Bldg., quonset burglary and window covering at the park restrooms.

POLICE REPORT: Carlson presented the monthly police report along with discussion on scheduled removal date of a garage in town, use of breathalyzer for Mead Homecoming and break-in at the quonset.

CLERK REPORT: Moline sought clarification of Code 9-201, Building Permits in the Ag zoning district and Code 3-110, Late Fees for Water/Sewer Usage. Discussion was held on two delinquent accounts. Moline reported Ed Schroeder had completed the annual audit on October 8.

PLANNING COMMISSION REPORT: The September 23 meeting minutes were reviewed.

LIBRARY REPORT: The minutes of the August 21 and September 21 board meetings were reviewed.

 

Action was taken to approve Resolution 13-14, Special Designated Liquor License to Mead Volunteer Fire Dept. for a Game Feed at the Community Bldg. on February 22, 2014; Resolution 13-15, Loan with the NE DEQ for the Wastewater Lagoon Project and Resolution 13-16, Loan with the Bank of Mead for engineering, attorney and appraisal services and well for the Wastewater Lagoon Project.

 

An update was read from Roberta Havelka for Kids Corner Day Care reporting upgrades to the depot. Raver is to investigate the possible need for a new water heater at the depot. Miller reported a parking space has been eliminated at Miller Apartments. A concern from a citizen regarding a dead tree was discussed and agreed that this concern is between the homeowners as this does not involve village property. Possible sites for the Christmas Party were discussed.

 

The meeting was adjourned at 7:23 p.m.

Village Office Closed November 28 and 29

 

VILLAGE OF MEAD PUBLIC LIBRARY NEWS _{by Nancy Black, Library Director}

The Mead Public Library is pleased to support the children's Backpack Food program. During the entire month of October we are accepting donations of canned and boxed food for the Mead Backpack program. We are also sponsoring Food 4 Fines during the month of October, so if you owe a pesky little fine 1 food item = $1.00. We will be accepting cans of veggies, meats, fruits, pasta & sauces, cereal bars, cereal, mac & cheese, spaghetti o's, fruit snacks, etc.

The library staff attended a one day conference in Omaha, NE dedicated to small and rural library issues. The Mead Library Director also attended the Nebraska Library Association conference/convention during the month of October. The sessions attended dealt with advocacy, new programming and children's activities at the library. We hope to implement several of these new ideas and look forward to serving our patrons with up to date information and enthusiasm.

Queen of Hearts from Alice in Wonderland (Library Director) will be presenting a Halloween storybook prize for the best storybook costume at the Public Halloween party on October 31st at 6:00 at the Community Center/Firehall.

Set your clocks back November 3rd

 

NOVEMBER NEW DUMP HOURS NOVEMBER 1

Beginning November 1 through March 31 the dump will be open the FIRST SATURDAY OF THE MONTH ONLY from 8:00 a.m. until 12:00 p.m. Please be aware that the dump WILL BE CLOSED if the road is not passable due to snow or wet roads. You will therefore be required to store your product until the dump opens again on the scheduled date and time.

27 Encouraging Phrases to Motivate Your Kids

Do you ever feel like the only words that come out of your mouth are direct orders? “Empty the trash, be nice to your sister, quit jumping on the couch!!!” A big part of preventing bad behavior, however, is to provide encouraging words to reinforce good behavior when you see it.

And a quick “good job” doesn’t cut it—in fact, phrases like “good boy,” “you’re so smart!” and “you’re the best on your team!” are not considered encouraging words. Instead of focusing on positive internal qualities, they put the emphasis on outward praise, which does nothing to promote good behavior in the future.

True encouraging words focus on the deed, not the doer. It motivates a child from the inside to demonstrate similar positive behavior in the future, and to value things like hard work, improvement, teamwork and perseverance.

List of Encouraging Words and Phrases

Encouraging words can be as simple as, “Thanks for your help!” or “You really worked hard!” Here are a few more examples to try around your house:

Thank you for your help! You should be proud of yourself! Look at your improvement! That “A” reflects a lot of hard work! You worked really hard to get this room clean! Thanks for helping set the table, that made a big difference. I noticed you were really patient with your little brother. What do you think about it? You seem to really enjoy science. Your hard work paid off! That’s a tough one, but you’ll figure it out. Look how far you’ve come! I trust your judgment. The time you’re putting into your homework is really paying off. I love being with you. You really put a smile on her face with your kind words! That’s coming along nicely! You really worked it out! That’s a very good observation. Thank you for your cooperation. I see a very thorough job! That’s what we call perseverance! I can tell you really care. You make it look easy! You’ve really got the hang of it! I can tell you spent a lot of time thinking this through. I really feel like a team when we work like this!

The best part about using encouraging words with your kids is the glow of happiness you’ll see on their faces. After all, “Your hard work is really paying off!” says you noticed their work, while, “You’re so smart,” might be hard to live up to next time. Try a few of these encouraging words with your kids, and watch their behavior—and effort—improve.

If you are interested in government and reside within the village limits of the Village of Mead, please make application to fill a vacancy on the Board of Trustees for the Village of Mead. 

The board meets the second Tuesday of the month at 6:00 p.m., plus additional meetings or hearings as required.  Term of office for a Trustee is a four-year commitment, with the vacant term running until December 1, 2014.
 
Please submit your name for consideration to the Clerk at the Village Office or a member of the Board of Trustees.   Applications will be accepted until October 8 at 12:00 p.m.

Vandalism At Park!

The restrooms at the park have been closed due to continued vandalism and may open again in the Spring 2014.  If you plan an event contact the Village Office and they will be opened during the time  you are holding your event.

 

Please note that the landline for the Mead Police Department has been cancelled.  If you need to contact Chief Carlson please call his cell phone #402-443-6846.  If he is not available, contact the Saunders County Sheriff’s Department at 402-443-1000 for non-emergency or if emergency, 911.

 JOIN US FOR OUR ANNUAL TRUNK OR TREAT CELEBRATION! 

The Mead Community Group is again sponsoring a Trunk or Treat, to be held at the Mead Community Building on Thursday, October 31st.  Decorate the trunk of your vehicle and hand out candy to the Trick or Treaters (this is an opportunity for those of you who do not live within the village limits to partake of the Halloween festivities!)  First ten vehicles to show up will receive free candy to hand out.  Set up at 6:00 pm in the parking lot behind the Community Building.

WASTEWATER PROJECT HAS STARTED -

You may have noticed construction has begun on the wastewater lagoon system to the east of Mead.  The site is located south of Highway 92.  Engineering firm for the project is Olsson Associates, Lincoln and the Project Contractor is Rutjen’s Construction, Tilden.  Subcontractors for Rutjen’s is Pruss Excavating, Dodge who will complete the grading and the electrical subcontractor is West-E-Con, Valley.  The three phases for completion of the project are 1)  Lagoon Cells, 2)  Lift Station and Force Main, and 3)  Wastewater Treatment Facility Demolition. The estimated completion date for the project is Spring, 2014.

The purchase of the land was supported by Municipal Bonds and engineering and construction costs will be funded through Grants and Low Interest Government Loans.

The Board of Trustees met September 10, 2013 at 6:00 p.m. at the Village Office.  Present were Chairman Mayfield; Trustees Miller, Wielage and Wimer.  Absent was Trustee Guyle.  Also present were Clerk Moline, Utilities/Maintenance Supt. Raver and Library Director Black.  Guests present were Ben Day, Jeannette Johnson, George and Arlene Thietje and Mike Chvatal.
 
A Budget Hearing was called at 6:08 p.m.  Action was taken to approve the budget for fiscal year 10/1/13 through 9/30/14, additional allowed 1% increase and Resolution 13-12, Final Tax Levy of 31.1655 per one hundred dollars of actual valuation.  The Hearing was adjourned at 6:15 p.m.
 
SCHEDULED GUESTS:  Ben Day, Olsson Associates, reported drilling of the well, scheduled well abandonment, removal of pivot and crops at the lagoon construct site.  He also reported on SRF funding for the project.  A report from Craig Reinsch, Olsson Associates, on the status of the Water Project Study was presented.

George and Arlene Thietje representing LARM Insurance, presented a bid proposal for liability and property insurance.

Mike Chvatal, Inspro Insurance, presented a bid proposal for liability and property insurance.

 
LIBRARY REPORT:  Black reported numerous activities at the library.
 
UTILITY/MAINTENANCE REPORT:  Raver reported recent water pressure issue, motor replacement at the sewer plant, park restroom vandalism and equipment purchase.
 
POLICE REPORT:  The Monthly Police Report was reviewed.  A concern was presented regarding the site clearance at the corner of Fourth and Cedar Streets.
 
CLERK REPORT:  Moline presented information on the November Board / Clerk Forum and distributed Health Care paperwork.
 
PLANNING COMMISSION REPORT:  The August 26 meeting minutes and approved Building Permits were reviewed.  Permits being:  Melvin Sorensen-construct garage; Tom and Connie Schliffke-demolish garage and construct garage; David Deerson-demolish shed and construct two grain bins; and Rob LaCroix-construct deck with a surrounding fence attached to swimming pool.  The permits submitted by David Deerson were approved by the Board of Trustees.
 
NEW BUSINESS:  Action was taken to accept the bid from Inspro Insurance at $19,150.00 plus secure additional umbrella insurance to $5,000.000.00 and Resolution 13-13 to amend the Wednesday Dump Hours.  The annual evaluation of the Library Aide was reviewed with award of $.25 per hour increase approved by the Library Board.  The resignation of Trustee Mayfield was acknowledged. 
 
The meeting was adjourned at 8:00 p.m.
 

 Mead Community Group Healthy Family Tip of the Month

 
It’s October and that means Halloween for most families with young children.  Kids love Halloween, it means getting to get dressed up and get free candy.  By going over some simple safety tips with your children you can help insure they make great Halloween memories.  Here are some “common sense” tips to help get your conversations started:

*  Never, ever go into a stranger’s house or even ring their door for treats unless your parents are with you and say it’s okay.  There are some people in life that aren’t very nice to kids, and you have to be careful.

*  Always look both ways when you cross the street.  If you are with your little brother or sister, take their hand and help them get across too.  Carry a flashlight after dark.

*  If you are an older kid and are going out with friends, make sure that your parents know where you are going and who you are with.  Stay together.

*  Have parents look over candy before you eat any of it.

TREE BRANCHES, WEEDS, LEAVES AND GRASS CLIPPINGS ARE THE ONLY ITEMS ALLOWED.  ALL ITEMS ARE TO BE UNBAGGED.  ALL LOADS WILL BE CHECKED.  THE DUMP IS OPEN TO MEAD RESIDENTS ONLY AT A CHARGE OF $2.00 PER LOAD, PAYABLE TO THE DUMPMASTER.
 
 

MEAD PUBLIC LIBRARY NEWS by Nancy Black, Library Director

 
We've had a very busy month at the Mead Public Library.  We have begun using the Kindle Fires for an interactive story time on Tuesdays after school.  We are all having fun learning together reading books on the Kindle and playing educational games after the story.  Join us Tuesdays 4:00 - 4:30.
 
August 29th we welcomed Charlotte Endorf to the library for a theatrical historical presentation on the NE Orphan Train.  More than 30 guests attended the presentation at the library.  It was informative and interesting.  This program was made possible through a grant from the NE Humanities Council.
 
In October we will be sponsoring a "Food for Fines" program here at Mead Public Library.  One food item donated to the "Backpack Food Program" will equal $1.00 off any fines that are owed to the library.  Join us in supporting a great local program and get rid of those pesky fines at the same time.
 
The Mead Public Library received a donation from the Blair Public Library courtesy of Rosa Schmidt at the Oakland Public Library of 22 DVD's and 8 Audio Books on CD, stop in and check them out.
