If you are interested in government and reside within the village limits of the Village of Mead, please make application to fill a vacancy on the Board of Trustees for the Village of Mead.

The board meets the second Tuesday of the month at 6:00 p.m., plus additional meetings or hearings as required. Term of office for a Trustee is a four-year commitment, with the vacant term running until December 1, 2014.

Please submit your name for consideration to the Clerk at the Village Office or a member of the Board of Trustees. Applications will be accepted until October 8 at 12:00 p.m.

Vandalism At Park!

The restrooms at the park have been closed due to continued vandalism and may open again in the Spring 2014. If you plan an event contact the Village Office and they will be opened during the time you are holding your event.

Please note that the landline for the Mead Police Department has been cancelled. If you need to contact Chief Carlson please call his cell phone #402-443-6846. If he is not available, contact the Saunders County Sheriff’s Department at 402-443-1000 for non-emergency or if emergency, 911.

The Mead Community Group is again sponsoring a Trunk or Treat, to be held at the Mead Community Building on Thursday, October 31st. Decorate the trunk of your vehicle and hand out candy to the Trick or Treaters (this is an opportunity for those of you who do not live within the village limits to partake of the Halloween festivities!) First ten vehicles to show up will receive free candy to hand out. Set up at 6:00 pm in the parking lot behind the Community Building.

WASTEWATER PROJECT HAS STARTED -

You may have noticed construction has begun on the wastewater lagoon system to the east of Mead. The site is located south of Highway 92. Engineering firm for the project is Olsson Associates, Lincoln and the Project Contractor is Rutjen’s Construction, Tilden. Subcontractors for Rutjen’s is Pruss Excavating, Dodge who will complete the grading and the electrical subcontractor is West-E-Con, Valley. The three phases for completion of the project are 1) Lagoon Cells, 2) Lift Station and Force Main, and 3) Wastewater Treatment Facility Demolition. The estimated completion date for the project is Spring, 2014.

The purchase of the land was supported by Municipal Bonds and engineering and construction costs will be funded through Grants and Low Interest Government Loans.

VILLAGE OF MEAD BOARD OF TRUSTEES MEET SEPTEMBER 10

The Board of Trustees met September 10, 2013 at 6:00 p.m. at the Village Office. Present were Chairman Mayfield; Trustees Miller, Wielage and Wimer. Absent was Trustee Guyle. Also present were Clerk Moline, Utilities/Maintenance Supt. Raver and Library Director Black. Guests present were Ben Day, Jeannette Johnson, George and Arlene Thietje and Mike Chvatal.

A Budget Hearing was called at 6:08 p.m. Action was taken to approve the budget for fiscal year 10/1/13 through 9/30/14, additional allowed 1% increase and Resolution 13-12, Final Tax Levy of 31.1655 per one hundred dollars of actual valuation. The Hearing was adjourned at 6:15 p.m.

SCHEDULED GUESTS: Ben Day, Olsson Associates, reported drilling of the well, scheduled well abandonment, removal of pivot and crops at the lagoon construct site. He also reported on SRF funding for the project. A report from Craig Reinsch, Olsson Associates, on the status of the Water Project Study was presented.

George and Arlene Thietje representing LARM Insurance, presented a bid proposal for liability and property insurance.

Mike Chvatal, Inspro Insurance, presented a bid proposal for liability and property insurance.

LIBRARY REPORT: Black reported numerous activities at the library.

UTILITY/MAINTENANCE REPORT: Raver reported recent water pressure issue, motor replacement at the sewer plant, park restroom vandalism and equipment purchase.

POLICE REPORT: The Monthly Police Report was reviewed. A concern was presented regarding the site clearance at the corner of Fourth and Cedar Streets.

CLERK REPORT: Moline presented information on the November Board / Clerk Forum and distributed Health Care paperwork.

PLANNING COMMISSION REPORT: The August 26 meeting minutes and approved Building Permits were reviewed. Permits being: Melvin Sorensen-construct garage; Tom and Connie Schliffke-demolish garage and construct garage; David Deerson-demolish shed and construct two grain bins; and Rob LaCroix-construct deck with a surrounding fence attached to swimming pool. The permits submitted by David Deerson were approved by the Board of Trustees.

NEW BUSINESS: Action was taken to accept the bid from Inspro Insurance at $19,150.00 plus secure additional umbrella insurance to $5,000.000.00 and Resolution 13-13 to amend the Wednesday Dump Hours. The annual evaluation of the Library Aide was reviewed with award of $.25 per hour increase approved by the Library Board. The resignation of Trustee Mayfield was acknowledged.

The meeting was adjourned at 8:00 p.m.

Mead Community Group Healthy Family Tip of the Month

It’s October and that means Halloween for most families with young children. Kids love Halloween, it means getting to get dressed up and get free candy. By going over some simple safety tips with your children you can help insure they make great Halloween memories. Here are some “common sense” tips to help get your conversations started:

* Never, ever go into a stranger’s house or even ring their door for treats unless your parents are with you and say it’s okay. There are some people in life that aren’t very nice to kids, and you have to be careful.

* Always look both ways when you cross the street. If you are with your little brother or sister, take their hand and help them get across too. Carry a flashlight after dark.

* If you are an older kid and are going out with friends, make sure that your parents know where you are going and who you are with. Stay together.

* Have parents look over candy before you eat any of it.

TREE BRANCHES, WEEDS, LEAVES AND GRASS CLIPPINGS ARE THE ONLY ITEMS ALLOWED. ALL ITEMS ARE TO BE UNBAGGED. ALL LOADS WILL BE CHECKED. THE DUMP IS OPEN TO MEAD RESIDENTS ONLY AT A CHARGE OF $2.00 PER LOAD, PAYABLE TO THE DUMPMASTER.

MEAD PUBLIC LIBRARY NEWS by Nancy Black, Library Director

We've had a very busy month at the Mead Public Library. We have begun using the Kindle Fires for an interactive story time on Tuesdays after school. We are all having fun learning together reading books on the Kindle and playing educational games after the story. Join us Tuesdays 4:00 - 4:30.

August 29th we welcomed Charlotte Endorf to the library for a theatrical historical presentation on the NE Orphan Train. More than 30 guests attended the presentation at the library. It was informative and interesting. This program was made possible through a grant from the NE Humanities Council.

In October we will be sponsoring a "Food for Fines" program here at Mead Public Library. One food item donated to the "Backpack Food Program" will equal $1.00 off any fines that are owed to the library. Join us in supporting a great local program and get rid of those pesky fines at the same time.

The Mead Public Library received a donation from the Blair Public Library courtesy of Rosa Schmidt at the Oakland Public Library of 22 DVD's and 8 Audio Books on CD, stop in and check them out.

MEETING MINUTES FOR THE VILLAGE OF MEAD BOARD OF TRUSTEES

     A Special Meeting of the Board of Trustees was held Tuesday, July 23, 2013 at 6:00 p.m. at the Village Office. Answering roll call were Chair Mayfield; Trustees Guyle, Wielage and Wimer. Absent was Trustee Miller. Also present were Clerk Moline and Utility/Maintenance Supt. Raver. Guests were Ben Day, Jeannette Johnson, Denise Patocka, Vera Kuhr, Karol Osterloh, Ailene Raver, Nancy Swanson, Patty Knott, George and Karen Robertson, Mick Coady, Janet Behrens, John and Marlene Vogt and Melissa Konecky.
     PUBLIC HEARING: A Public Hearing was called at 6:02 p.m. Miller entered the meeting at 6:05 p.m.
     Engineer Ben Day summarized the Wastewater Project. Reasoning for the construction of a lagoon system and funding for the project were presented. The public presented concerns on how the project would be financed.
     The meeting returned to Regular Session at 6:46 p.m.
     REGULAR SESSION: Bids for the Wastewater Project were presented. A bid of $991,081.00 to construct the two lagoon cells, lift station and force main and demolition of the mechanical plant was awarded to Rutjens Construction from Tilden. Resolution 13-10, Intent to sell an irrigation center pivot was adopted.
     The meeting adjourned at 7:10 p.m.

     A Special Meeting of the Board of Trustees was held Monday, August 5, 2013 at the Village Office at 6:00 p.m. Answering roll call were Tustees Guyle, Miller, Wielage and Wimer. Absent was Chairman Mayfield. Also present was Clerk Moline. Wielage was elected to serve as Chairman Pro Temp.
     A bid for an irrigation center pivot was opened. The bid of $10,000.00 from Kent Moravec was accepted.
     The meeting was adjourned at 6:02 p.m.

     A Regular Meeting of the Board of Trustees was held Tuesday, August 13, 2013 at the Village Office at 6:00 p.m. Answering roll call were Chair Mayfield; Trustees Guyle, Miller and Wimer. Absent was Wielage. Also present were Clerk Moline, Utility/Maintenance Supt. Raver, Police Chief Carlson and Library Director Nancy Black.  Guests present were Denise Patocka, Jenny Carritt, Doug and Jeannette Johnson, Burneil Ecklund and Mary Mayfield.
     The board adjourned at 6:05 p.m. to a Public Hearing.
     PUBLIC HEARING. Action was taken to adopt Ord. No. 639 to amend the text of Section 11-306, Single-Family Residential and Section 11-307, Multiple Family Residential to delete "lot area coverage shall not exceed thirty percent for all structures with not more than ten percent allocated to accessory buildings". The hearing was adjourned at 6:08 p.m. to a Budget Workshop.
     BUDGET WORKSHOP. Accountant Ed Schroeder presented the proposed 10/1/13-9/30/14 budget for review. Discussion centered on the police and library departments. Several guests provided input into the budget. The hearing adjourned to Regular Session at 7:32 p.m.
     REGULAR SESSION. SCHEDULED GUEST: Burneil Ecklund expressed concern with the proposed drainage at the dump, requested additional time to water his crops after the August 17 deadline and inquired about the possible purchase of a small tract of land in the future.
     LIBRARY REPORT: The minutes of the June 19 and July 17 board meetings were presented. Black reported receipt of grants to purchase Kindles. A presentation on Nebraska history will be presented to the public on August 29. A Book Club will meet in the library in the future.
     UTILITY/MAINTENANCE REPORT: Raver reported repair of a water line break. Abandonment and dismantling of the irrigation pivot was discussed. He reported AWS will share the cost of a hydraulic hammer.
     POLICE REPORT: Carlson reported damage to a homeowner's property, receipt of partial payment of restitution for park restroom damage and roof repairs to a garage.
     CLERK REPORT: Moline reported on meter replacements.
     PLANNING COMMISSION REPORT: The July 22 meeting and public hearing minutes and permits issued to Shawn Nelson to demolish a garage and Brooke Lamprecht to erect a chain-link fence were reported.
     NEW BUSINESS. Resolution 13-11, Application for Water Grant from DEQ was approved. Clerk was directed to seek bids for the village insurance package.
     The meeting was adjourned at 8:12 p.m.

Mead Community Group Healthy Family Tip of the Month

New Resource Available to help keep your family safe!

The Mead Community Group is excited to announce we have a new resource for you to help protect your children from dangers on the internet. We have all heard of terrible things that are coming into our homes via the family computer, internet devices, and even the phones we provide to our children in an effort to keep them safe. Through a federal grant, provided through Region V Systems, we have a CD from ComputerCop that will allow you to scan your home computer for objectionable web-sites, materials, and even emails on the computer hard drive. The first ten people to respond and request a copy of this CD, will receive one completely free! Call 402-443-6178 or email majohnson@microlnk.com and request your copy, leaving your name, address, and phone number.

A few of these CDs were handed out at the Mead Days parade. If you received one and have tried it, we would love your feedback. You can leave comments or suggestions at the above number or email.

Internet use is an area where it is important that we help guide our children in the choices they are making. This ComputerCop CD is one tool that can help you as parents protect your family.

The Mead Community Group is committed to promoting the well-being of children and families in our community.

Library News Rolling Your Way

School has started and Summer Reading is now over for the year. We gave away many prizes for reading logs and can't wait until next year! Keep coming to the library. New books are always available and don't forget After School Story Time on Tuesdays at 4:00 and Saturday Story Time at 11:30, see you there!

The Mead Public Library will be hosting a special Historical Presentation by Charlotte Endorf on August 29, 2013 at 7:00 p.m. at Mead Public Library. Charlotte Endorf will give a theatrical historical presentation entitled "Breaking Down the Misconceptions between the Orphan Train and the Orphan Grain Train". She will also be doing a book signing that evening at the library. This presentation is possible due to a grant from the Nebraska Humanities Council.

The library has received the Kindles we were able to purchase thanks to a grant from the Eastern Library System. We hope to have both the adult and children's programming up and running by September 3rd as a projected start date. We are also dealing with a new system here at the library so please watch the Facebook page for Mead Public Library for further updates on upcoming events and a definite start date for the use of the Kindles at the library.

Please use extra caution now that school is back in session. Keep our youth safe by stopping at all stop signs and slowing at intersections.

Mead Public School is back in full session. Numerous clubs and activities have begun as well as football, softball and volleyball games. Come and support the activities and events happening at Mead Public Schools.

     Water and sewer bills are MAILED to account holders following the reading of water meters. Please watch for your invoice. If you do not receive yours, give the Village Office a call at (402) 624-2495 and a new invoice will be mailed or the amount provided.
     Payments may be made by mail to Box 46, Mead, NE 68041-0046, dropping off at the Village Office, placing your payment in the drop box located outside of the front door of the Village Office or delivering to the Bank of Mead. If you have an account with the Bank of Mead, arrangements can be made to have your payment automatically withdrawn on the 15th. Arrangements should be made at the Village Office.

A special thank-you to Marilyn Jensen for maintaining the median this summer. We've had numerous comments about how pretty it is.
