VILLAGE OF MEAD BOARD OF TRUSTEES
The Board of Trustees held a special meeting on 12/28/09 at 1:00 p.m. at the Village Office. Present were Chairman Howell & Trustees Halbmaier & Raver. Absent were Feldhaus & Swanson. Also present was Clerk Moline.
Purpose of the meeting was to review the Employee Handbook. Changes will be recommended at the 1/12 regular meeting.
Action was taken to require all village employees to punch a time-clock & have pay calculated on an hourly basis.
The meeting adjourned at 1:55 p.m
A regular meeting of the Board of Trustees was held 1/12/10 at 6:00 p.m. at the Village Office. Present were Chairman Howell, Trustees Feldhaus, Halbmaier, Raver & Swanson. Also present were Clerk Moline, Utilities/Maintenance Supt. Walling & Police Chief Carlson. Also present were Scott Selko & Nick Raver.
Selko presented information on the Saunders Co. Economic Development Assoc.
Action was taken to approve membership & appoint Selko to serve on the Board of Directors of the Saunders Co. Economic Development Assoc., hired City of Wahoo as Interim Operator of the wastewater treatment plant, adopted Res. 10-02, Amend Employee Handbook & $.50 hour wage increase to Clerk Moline.
Walling reported snowplow repairs, maintenance of the water tower & plans for snow removal at street intersections. Carlson presented the monthly police report. Moline reported resident concerns. The 2009 Building Permit Report was reviewed. The minutes of the 1/9 Library Board were presented.
The meeting was adjourned at 7:46 p.m.

Action was taken to approve Res. 10-01, One and Six Year Street Plan.
The hearing was adjourned at 6:15 p.m.
DOGS RUNNING AT LARGE
There have been numerous sightings and complaints of dogs running at large within the village. Please be aware that village ordinance calls for all dogs to be confined on private property or on leash when off of private property.

Weather permitting, we will have had our annual Fund Raiser – a spaghetti feed at the Malcolm Basketball game. Thanks in advance for your participation.
We have two new members on our Library Board of Trustees – Mary Mayfield and Denise Patocka. The monthly meeting is open to the public and is held at the library on the first Sat of the month at 8:00 a.m. (note the new time). It is difficult to work around everyone’s schedule and this time was the one that fit the best. It is more conducive to an open meeting if we meet when the library is closed to better accommodate visitors.
If you have any DVD’s that you are no longer watching, please donate them to the library. Our collection is in need of some new titles. Thanks!!!

SWANSON RECEIVES MEDAL
On January 19, Dick Swanson received the Navy Marine Corps medal for his life-saving actions in 1943 after the sinking of the troop ship, USS Dorchester. Dick was recommended for this medal at that time, but it somehow fell through the cracks until now. It was presented by Governor Heineman in his office at the Nebraska State Capitol. Congratulations, Dick!
DOG AND CAT VACCINATION AND LICENSE DAY SET
Please note that the Annual Dog and Cat Vaccination and License Day has been scheduled for Saturday, April 10 from 1:30—3:00 P.M. at the Mead Community Building
Dr. Dobesh will be available to give your pet shots and provide products to purchase for heartworm and fleas and ticks. Blood draw for heartworm is also available.
You may also purchase your annual tags for your dogs and cats on that day. Pet licenses are due May 1.
Have we had enough snow yet?
Thank you to everyone who helped move snow in some large or small capacity so far this winter. Special thanks to Terry and Adam Miller for their dedication during the holiday season while substituting for Keith.
We’ve had a memorable, snow filled winter so far. And to think we were so happy with the nice weather we’d received in November following a wet October. Personally, I can’t wait to mow my lawn!

The Mead Area Primetimer’s Club meets every second Thursday of the month at the Mead Covenant Church at 12 PM for potluck and fellowship.

ALMA CELEBRATING 140 YEARS
Alma Lutheran is celebrating 140 years in ministry. The actual anniversary date is January 5, 1870 which was founded by Swedish homesteaders. Plan to attend several planned events throughout the year to help Alma celebrate!

VILLAGE OF MEAD BOARD OF TRUSTEES
A regular meeting of the Village of Mead Board of Trustees was held Dec. 14 at 5:30 p.m. at the Village Office. Present were Chairman Howell, Trustees Feldhaus, Halbmaier, Raver & Swanson. Also present were Clerk Moline & Police Chief Carlson. Guests present were Bill Thorson, Chuck Policky & Tim Laughlin.
Reorganization of the board took place. Howell was re-elected Chairperson.
The board entered executive session at 5:33 p.m. to discuss a personnel issue. The board returned to regular session at 5:59 p.m.
The following appointments were approved: Police Chief-Jerry Carlson, Clerk/Treasurer-June Moline, Utilities/Maintenance Supt.-Keith Walling, Librarian-Vera Kuhr, Attorney-Curt Bromm, Engineer/Street Supt.-JEO, Insurance Carrier-Inspro, Accountant-Ed Schroeder, Official Depository-Bank of Mead, Official Newspaper-Wahoo Newspaper. Appointments to boards were: Common Facility Board-Feldhaus & Halbmaier; Municipal Board of Health-Howell, Police Chief Carlson & Mary Miller; Board of Adjustment-Howell, Feldhaus, Halbmaier, Raver & Steve Mayfield.
GUESTS:
Bill Thorson presented an amended bid for replacement of windows & doors at the Community Bldg. The bid of $1300.00 was accepted. Bid was $200.00 less than original submission.
Chuck Policky requested snow removal of Oak St. past his business.
Tim Laughlin introduced himself as a surveyor with Kirkham-Michael.
Minutes from the Planning Commission Nov. 23 Regular Meeting & Nov. 7 Library Meeting were accepted.
POLICE REPORT: Carlson presented the monthly activity report.
CLERK REPORT: Moline reported delinquent utility accounts, furnace repairs at the Community Bldg. & requested repair of water meters.
The following action was approved: Granted permission for Walling to take comp time hours during Dec. & Jan., wrote off utility accounts of #2775, #0950 & #1655; introduced, waived three readings & approved Ord. 593, Floodplain Map. A wage increase of $.50 per hour & $500.00 savings bond was approved for Librarian Kuhr.
The meeting was adjourned at 7:02 p.m.
The Village Office will be closed December 24, 25, 31 and January 1.

The Mead Varsity Boys Basketball Holiday Tournament will be held at the Mead Jr - Sr High gym on Tuesday, December 29 & Wednesday, December 30. The Varsity Girls Basketball Team will play regular scheduled games prior to the tournament each day. Come and support MEAD ATHLETICS!

SANTA!!!!!! We were blessed to have Santa stop and visit on the 17th. The crowd was small but enjoyable. We even had two dogs show up.

The library will be closed Christmas Eve, the 26th and New Years Eve. We will be open on January 2.

Happy New Year! And you know what that means, have you got your New Year’s Resolutions made? How long will you stick with them this year? Or have you thrown up the white flag already and given up completely on making resolutions? There are some specific things you can do to guarantee you and your family will be more successful this year. Follow these tips from the experts at the University of Maryland Medical Center:
Make your goals specific and write them down.
Break your goal down into manageable steps.
Don’t wait for the motivation to change, take action and the inspiration will follow.
Mistakes are opportunities for learning.
Tell someone about your resolutions, they will help keep you accountable.
Add a spiritual dimension to your goals.
Good Luck with your New Year’s Resolutions. The MCG supports you in all your efforts to raise happy, healthy children! Working together we can’t help but succeed!
The Mead Community Group is in need of greater community involvement. If you feel strongly that our mission is important please find a way to show your support, either by attending our monthly meetings or by e-mailing suggestions. Our group is in danger of dissolving if we don’t have some additional help, funding is available but personal involvement is waning. Thank you for your consideration.

Healthy Family Tip of the Month
Happy New Year! And you know what that means, have you got your New Year’s Resolutions made? How long will you stick with them this year? Or have you thrown up the white flag already and given up completely on making resolutions? There are some specific things you can do to guarantee you and your family will be more successful this year. Follow these tips from the experts at the University of Maryland Medical Center:
Make your goals specific and write them down.
Break your goal down into manageable steps.
Don’t wait for the motivation to change, take action and the inspiration will follow.
Mistakes are opportunities for learning.
Tell someone about your resolutions, they will help keep you accountable.
Add a spiritual dimension to your goals.

The Mead Community Group is in need of greater community involvement. If you feel strongly that our mission is important please find a way to show your support, either by attending our monthly meetings or by e-mailing suggestions. Our group is in danger of dissolving if we don’t have some additional help, funding is available but personal involvement is waning. Thank you for your consideration.

Village of Mead Board of Trustees
The Village of Mead Board of Trustees held a Special Meeting on Nov. 2, 2009 at 9:30 a.m. at the Village Office. Present were Chairman Howell and Trustees Halbmaier, Raver and Swanson. Absent was Trustee Feldhaus. Also present was Clerk Moline.
Approval was granted for Res. 09-15 Special Designated Liquor License to Stardust Bar and Grill for a wedding reception, hosted by Ronald Novak on 11/21; Res. 09-16 Special Designated Liquor License to C & J Country Store for a 40th Wedding Anniversary private party on 11/22, hosted by Brenda Halbmaier; and pay an additional $136.00 for a life insurance annual premium payment for Keith Walling. The Christmas party was discussed.
The meeting was adjourned at 9:40 a.m.

A regular meeting of the Board of Trustees was held Nov. 10, 2009 at the Village Office. The meeting was called to order at 6:02 p.m. Present were Chairman Howell and Trustees Feldhaus, Halbmaier, Raver and Swanson. Also present were Clerk Moline and Utility/Maintenance Supt. Walling. Guests present were Ed Schroeder and John Trouba.
Accountant, Ed Schroeder, presented the audit for fiscal year ending Sept. 30, 2009.
The board entered a public hearing at 6:36 p.m. SENDD Representative, John Trouba, presented the process to apply for CDBG funds. The hearing adjourned at 6:53 p.m.
Action was taken to approve Res. 09-17, authorizing chief executive office to sign an application for CDBG funds and Res. 09-16, stop signs at the intersection of Sixth & Elm Sts. Ed Ruhe was hired as the dumpmaster at $8.00 per hour. Christmas Party was set for Jan. 9, 2010. Required fencing surrounding swimming pools, building tear down & library cleaning were addressed.
Walling reported on water leak repair, drainage work along N. Elm St. & hydrant replacement. Moline reported a delinquent account & need for dog kennel. The Police Report & Planning Commission & Library Minutes were reviewed.
The meeting was adjourned at 7:55 p.m.
SANTA ARRIVES
DECEMBER 17
Santa Claus will be making his annual stop in Mead on Thursday, December 17. He will stop at Mead Elementary School at 9:30 a.m. From there he will come to the Mead Library to greet youngsters from 10:30 a.m. until 11:30 a.m.

Please come to a full stop at all stop signs! Stop signs have been erected for drivers headed east and west at the intersection of Sixth and Elm Streets.
DUMPMASTER . . .
Thank you to Chris Kavan for his dedicated service as Dumpmaster for the past three years.
Ed Ruhe has been hired as his replacement to begin December 5.
Winter dump hours are the first Saturday of the month from 10:00 am - 2:00 pm. You are encouraged to deliver your leaves and tree branches to the dump early in the day as dump hours will depend on weather conditions. Thank you for your cooperation.

The Mead Community Group wishes you Happy Holidays!
We would like to thank everyone in the village that participated in our recent survey. The lucky winners of the two $100 gift cards are Julie Hansen and Linda Barr! The survey results have given us much to be thankful for and some knowledge of areas where we can seek improvement as a community. The questions primarily centered around the views that adults hold about teen drinking, smoking, and gambling. As a group we are interested in promoting all types of healthy behavior and we certainly do not want to get hung up on pointing the finger at just one or two negative issues, but the fact is Nebraska leads the nation in teen binge drinking and driving under the influence. This is why we are particularly interested in educating in these areas. The problem may or may not be as pronounced in our community, but it would be plain negligence if we assumed it did not exist. If the topics make you uncomfortable perhaps that is an indication that some self inspection would be beneficial.
The good news is that 94% of respondents did not feel it is acceptable to ever provide alcohol to a teen . Interestingly, 46% responded that they thought other adults may think it is okay. There are a number of reasons why teens should not drink alcohol. These include impaired brain development, impulsivity, and an increased risk of alcoholism. A large percentage of respondents (88%) felt that tobacco use by teens in our community was a problem and 85% felt that alcohol use was an issue. On the positive side, only 43% felt that there were issues with other drugs besides marijuana. One disturbing statistic was that 77% felt that marijuana was safer to use than alcohol. 85% of respondents did not believe there was a connection between family history of alcohol use and teen usage. Perhaps that question was asked in a confusing way or this may be an area where we could benefit from some education. 94% felt that parents need to be more active in dealing with substance abuse issues and 67% believed schools should get more involved. 63% did not feel that the community had enough drug prevention services.
The questions related to gambling showed that individuals clearly understand that gambling by teens is not a healthy past time. Statistics show that gambling is considered high risk behavior that often is indicative of other risky behaviors, such as sex; so these results are very encouraging.

BASKETBALL BEGINS
Good luck to Mead Jr.-Sr. High School basketball teams as they begin their seasons. Varsity and Junior Varsity games begin Friday, December 4 with Johnson County at home. The Junior High boys began their season on Tuesday, November 17 against Omaha Christian Academy . The Junior High girls have their first game with Prague on Thursday, January 7. SNOW REMOVAL GUIDELINES
As winter weather approaches, Village Ord. 5-311 requires that following a snowfall of 2” or more, it shall be unlawful to park or stand any vehicle on any street within the congested district (Vine St. from 3rd St. to 5th St. and 4th St. from the alley adjacent to Blocks 24 and 33 to Vine St. and from alley adjacent to Blocks 25 and 32 to Vine St.), between the hours of 11:00 P.M. and 7:00 A.M. of the following day. All vehicles must be removed promptly from the designated “Snow Emergency Route” that is marked by signs.
On all other streets, parking shall be restricted to the north and west sides of the streets on even numbered days of the month and the south and east sides of the streets on odd numbered days of the month until the streets have been cleaned.
Ordinance 494 stipulates that no motor vehicle shall be parked continuously upon any street in the Village for more than 48 hours.
Village ordinance also designates that all sidewalks shall be cleaned within 24 hours after the cessation of snow.
Please help out by following these guidelines during the winter months.

A note for all preschool children: Santa Claus is coming on Thursday, December 17th at 10:30. We are working on getting a celebrity to read a story to await the “great one”. Bring your cameras!!!!!
As you are all aware, the libraries in Saunders County have one library card that is used for all libraries. We are going through our data bases and find duplicate numbers for some users. Please check your cards and, if you have more than one, choose the library that you use the most and keep this number. Inform the library of your choice so that the other numbers may be deleted. If you have moved from a library area, please inform either library of your move so that records may be updated. If you reside outside of a taxing entity (rural residents), you should have a card from the library that you frequent the most, as the card charge will go to that library. Also, please check your cards to determine if the expiration date has been updated. Sometimes we do it on the computer, but the individual cards are not marked.
OVERDUES AND BOOKS NOT RETURNED: The end of the year is coming and we would like to get all fines paid and materials returned by January 1st, 2010. If you have trouble paying for fines, please contact the library to make arrangements for payment. We are interested in serving our patrons and also getting materials back on the shelf for other users. If you have materials that are overdue, you have kept the other patrons from being able to enjoy them. Fines are calculated automatically on the computer and will remain until they are paid or waived. This record also appears at the other five libraries. If you think you have materials overdue or getting close, a call to the library will renew these to keep fines from accumulating.
Our data base has over 10,000 items cataloged and more that are not used for checkout. We have westerns, non-fictions, biographies, Christian fiction, juvenile fiction and non-fiction, videos, DVD’s, magazines, Nebraska history, Native American history and fiction, reference, poetry, humor, literature, books on tape and CD, laminator, Accu Cut machine, two computers for public use, fax machine (when it works) and other informational items for public use.

Village of Mead Board of Trustees
A regular meeting of the Village of Mead Board of Trustees was held October 13 at 6:00 p.m. at the Village Office. Present were Chairman Howell; Trustees Feldhaus, Halbmaier and Swanson. Absent was Raver. Also present were Clerk Moline, Utilities/Maintenance Supt. Walling and Police Chief Carlson. Guest present was John Trouba.
The board exited to a public hearing at 6:07 p.m. and returned to regular session at 6:09 p.m.
SENDD Representative, John Trouba, reported the Community Survey results. He indicated that the village has qualified to seek Community Wide CDBG Grant Funding. Areas of concern and comments were reviewed.
The board accepted the bid from Big Red Home Improvement to install replacement windows and doors at the Community Bldg. for $1,500.00. No action was taken to hear third reading of Ord. 587, Water and Sewer Deposit for Renters. Discussion items were Dept. of Roads Designated Person, USDA Grants, Community Bldg. Grant, Home Depot Grant, resident request to have cable lines removed and dog concerns.
REPORTS:
Utility/Maintenance Supt. - Walling reported work to improve drainange along N. Elm St., application of street materials on First St., sludge removal process & stop sign request at 6th & Elm St. Pricing shall be sought for a metal detector.
Police - Carlson presented the monthly activity report. Discussion was held on resident complaint on barking dogs.
Clerk - Moline presented a delinquent water/sewer account, requested meter maintenance, receipt of Occupancy Permit for Mapeworth’s, meeting attendance, vacation request and audit.
The meeting was adjourned at 7:30 p.m.

DUMP HOURS & PROCEDURE CHANGE NOVEMBER 1
Mead residents will be allowed to dump on the first Saturday of the month only. Between the hours of 10:00 a.m. until 2:00 p.m., please contact Chris Kavan at 624-2494 and he will come and unlock the dump gate to allow for dumping. The only items allowed are weeds, grass clippings, leaves and tree branches. All items must be unbagged. The fee is $2.00 per load.
Snow Emergency Route
Snow Emergency Route within the Village of Mead is defined as Elm Street from Highway 92 to Eighth Street, Vine Street from First Street to Eighth Street, First Street from Elm Street to County Road 10, Fourth Street from Elm Street to County Road 10, and Eighth Street from Oak Street to County Road 10.
Signs are posted on the streets indicating they are designated as the Snow Emergency Route. Parking on these streets is not permitted during snow accumulation. No parking on side streets is also encouraged to aid in snow removal in a timely fashion.
BUILDING GUIDELINES
The Planning Commission does not meet during the month of December. Therefore please plan accordingly. The Commission meets the Fourth Monday of the month at 7:30 p.m. at the Village Office. Applications for Building Permits are required for construction of buildings, decks, fences and signs, exterior remodeling if changed in any way, removal or destruction of buildings. These guidelines also pertain to residents within the one mile zoning jurisdiction of the Village. Please contact the Village Office for a Building Permit application form.
Water / sewer payments are due the 15th of each month. A $10.00 late fee will be charged to the account if not paid by 9:00 AM to the village office the following day. Payments may be made at the village office, mail to Box 46, Mead, NE 68041, drop off at the Bank of Mead or deposit in the drop box located on the outside by the village office door.
If you have an account at the Bank of Mead and wish to have automatic payment withdrawal from your account on the 15th, please contact the Village Clerk to complete the proper paperwork.
SNOW REMOVAL GUIDELINES
As winter weather approaches, Village Ord. 5-311 requires that following a snowfall of 2” or more, it shall be unlawful to park or stand any vehicle on any street within the congested district (Vine St. from 3rd St. to 5th St. and 4th St. from the alley adjacent to Blocks 24 and 33 to Vine St. and from alley adjacent to Blocks 25 and 32 to Vine St.), between the hours of 11:00 P.M. and 7:00 A.M. of the following day. All vehicles must be removed promptly from the designated “Snow Emergency Route” that is marked by signs.
On all other streets, parking shall be restricted to the north and west sides of the streets on even numbered days of the month and the south and east sides of the streets on odd numbered days of the month until the streets have been cleaned.
Village ordinance also designates that all sidewalks shall be cleaned within 24 hours after the cessation of snow.

REMINDER TO DOG AND CAT OWNERS . . .
Village Code 6-107 states that dogs are not allowed to run at large within the village. All dogs are to be on leash if off a homeowner’s personal property. All dogs and cats are to be licensed annually on May 1 per Code 6-102 and Code 6-126. Licenses may be purchased at the Village Office. Loud, continued, frequent barking of dogs is not allowed per Code 6-112 or the written complaint will be passed to the Police Chief to investigate. Code 6-118 requires all dog and cat owners to remove excreta from public property, public walks and recreation areas. Please pick up after your pet!

Thank you to all that came to “shot” day at the library. We are always ready to show off the library.
We have weeded materials from the adult and juvenile non-fiction shelves. These books will be placed in the front hall. These materials may be taken by the public and we ask for a donation to the library to partially cover the cost of these materials. Please stop soon as we must “weed” these books often.
If you want to use the two computers in the library, Tues, Wed and Thurs morning are the best times. Come in and “play” and get a feel for a computer. You will be surprised at what you will be able to do and the information on the Internet is endless.
We have started a Blog page. If you would like to access this page, please stop in at the library. We are in the process of getting a link for this on the village’s web page. Also, we are looking into having the other five libraries web page or Blog listed on a web page. This is new territory for me and it is taking some time to get this set up that is user friendly. Our Blog would have current info on and would be a useful tool in finding out what the library has to offer.
The six libraries are scheduling monthly meetings to better share information about our library software and how it should be used to benefit all libraries. We want to make our collection lists look about the same for easier access by patrons.

Mead Community Group Healthy Family Tip of the Month
Everywhere we turn people are talking about influenza. (H1N1, swine, bird, whatever???) What is it, and how do you keep your family from getting it?
According to the Center for Disease Control and Prevention, the flu or influenza is a contagious respiratory illness caused by the influenza viruses. It can cause mild to severe illness and the safest way to prevent it is to be vaccinated. Contact your family doctor or county health department to find out how you can get the vaccines for your family.
In addition to getting vaccinated, practicing these good health habits will be beneficial:
*Avoid close contact with individuals who are sick and if you are ill stay home.
*Cover your mouth and nose when coughing or sneezing and wash your hands often.
*Avoid touching your mouth, nose and face.
Following these tips along with general health habits like getting plenty of rest, good nutrition, regular physical activity, sufficient fluids, and positive stress management will help you and your family remain healthy in these influenza infested conditions. Stay well!
Village of Mead Community Survey - Summer 2009 Results
Results of the Community Survey recently completed by Mead residents were provided to the Board of Trustees by SENDD Representative, John Trouba. Mr. Trouba indicated that Mead has qualified for Community Wide CDBG grant funding. Many possible projects fall under these grants which include improvements or replacements to water, wastewater, streets, Community Building, etc. A Scope of Survey is currently being compiled by engineers from JEO Consulting Group. Survey results to apply for grants have a four year time span.

Village of Mead Board of Trustees
The Board of Trustees held a Special Meeting on August 28 at 9:30 a.m. at the Village Office. Present were Chairperson Howell; Trustees Feldhaus, Halbmaier, Raver and Swanson. Also present were Clerk Moline and Maintenance/Utilities Supt. Walling.
Action was taken to approve the waiving of three readings of Ord. No. 591 and approval of the ordinance for the purchase of Quonset #10, located at Konecky Bin Site for $23,000.00 from Rob LaCroix. All voted yes, other than Swanson voting no. No action was taken on a request by the Planning Commission regarding requirement to seek a Conditional Use Permit by resident.
Moline reported on the Community Survey. Discussion items were spraying mosquitoes, street conditions and leak at the Community Building roof.
The meeting was adjourned at 10:10 a.m.

The board entered hearings (3) at 6:02 p.m., returning at 6:35 p.m.
GUESTS: Chris Kavan submitted his resignation as Dumpmaster. After discussion, he agreed to extend his employment throughout the winter months. The new policy will be that residents may contact him to open the dump on the first Saturday of the month ONLY from 10:00 a.m. - 2:00 p.m.
Steve Mayfield, Planning Commission Chair, addressed zoning ordinance violations.
REPORTS:
Police Chief Carlson presented the monthly report and yard concern.
Maintenance/Utilities Supt. Walling reported windows and doors are here, work continues along N. Elm Street and upcoming water classes.
Clerk Moline reported a delinquent water / sewer account, LARM Health Ins. Plan, training session and upcoming County Economic Development meeting scheduled.
Action was taken to approve insurance bid from Inspro Insurance for $12,997.00 for 10/1/09 9/30/10. Terry Miller reported that he is investigating a grant from Home Depot for Community Building improvements and notification of first step approval for the siren grant.
Discussion was held on OPPD rate change for concession building meter, seeking bids for installation of doors and windows at the Community Building, future repairs of concrete sinking in streets, unemployment claim, terminate sign permit, water and sewer rate survey and median upkeep.
The meeting adjourned at 8:06 p.m.

Action was taken to adopt the 10/1/09 –9/30/10 budget, an additional 1% increase, and Resolution 09-12, Final Tax Levy of 23.9996 cents per one hundred dollars of actual valuation.
A Public Hearing was held on September 8, 2009 at the Village Office. The hearing was called to order at 6:05 p.m. Present were Chairman Howell; Trustees Feldhaus, Halbmaier, Raver and Swanson.
Howell reported the purpose of the hearing was to consider a recommendation of a Class C Liquor License Application from Mapeworth LLC dba Fly’n Pig Pub.
Shane Mapes presented his intentions for operating the pub.
Concerns were expressed by Police Chief Carlson and members of the board.
Action was taken to recommend approval for a Liquor License to Mapeworth LLC dba Fly’n Pig Pub to the Nebraska Liquor Control Commission.
The hearing adjourned at 6:25 p.m.

NEW WINTER DUMP HOURS
The procedure to use the dump during the winter months has changed. November 1 through April 30, the dump will be available by contacting Chris at 402-624-2494 on the FIRST SATURDAY OF THE MONTH ONLY FROM 10:00 A.M. - 2:00 P.M. Please contact Chris during this time frame ONLY and he will come and unlock the dump gate. Chris has taken a new job and is working with us to offer Mead residents the opportunity to dump during these months.
The Village of Mead is looking for a new dumpmaster. The job will be available in the spring of 2010. If you are interested, please contact the village office for an application.
Mead Community Group Healthy Family Tip of the Month
It’s Football Season and that means gathering together to enjoy good food, fellowship, and a few drinks (yes, we’re talking alcohol!) Can this be done safely? You bet! Consider some of the following tips when planning to host your next party and you will be providing a healthy role-model for the younger members of your family and doing your part to ensure guests will enjoy their time with you.
*Serve food throughout the party and make sure there is enough for all guests. Food in the stomach slows the absorption of alcohol into the bloodstream and it also fills a person up so he is less likely to drink as much.
*Provide a wide variety of non-alcoholic drinks (water, soft drinks, fruit juice, coffee, tea, etc.) as well as lower alcohol-content drinks and use smaller glasses to serve alcoholic beverages. In addition, premix any mixed drinks to ensure a limited alcohol content.
*Consider the layout of the party. Keep the bar or alcohol away from the entrance and areas where people congregate. Make sure the food is easily accessible.
*Provide activities to give guests something to focus on besides drinking.
*Serve sweet dessert-style snacks an hour before the end of the party and stop serving alcohol. Keep in mind, time is the only thing that sobers a person; coffee and cold showers are a myth.

Village of Mead Board of Trustees
A Budget Workshop was held Aug. 6 at 1:30 pm at the Village Office. Present were Trustees Feldhaus, Halbmaier, Howell, Raver & Swanson. Also present were Clerk Moline & Librarian Kuhr. Guest present was Accountant Ed Schroeder.
Schroeder lead the review of the 10/1/09-9/30/10 budget.
The workshop was adjourned at 2:45 pm.
A Board of Trustees regular meeting was held Aug. 11 at 6:00 pm at the Village Office. Answering roll call were Chairman Howell, Trustees Feldhaus, Halbmaier, Raver & Swanson. Also present were Clerk Moline, Utilities/Maintenance Supt. Walling & Police Chief Carlson. Guests present were Mark Rezac, Jeff Clymer & Mike Chvatal. Several community members were present.
Mark Rezac, Prague Ins. Group & Jeff Clymer, Ball Ins., presented an insurance proposal for the 10/1/09 - 9/30/10 year. Mike Chvatal, representing Inspro Ins., presented a proposal for the same time period.
Several members of the community voiced concerns. Concerns being: sale of the quonset, plans for future purchase or construction of a maintenance garage, current plan for equipment storage, water and sewer plant issues, drainage project, door and window replacement at the Community Building and hydrant replacement.
Action was taken to approve third reading and adoption of Ord. No. 589, Off Road Vehicles, payment of $600.00 quonset rent to Rob La Croix less $99.00 village charge for prepaid rent to Konecky Trust in September, 2008 and sale of water to US Asphalt, Omaha at $5.00 per truck load during highway construction. Swanson voted no on the La Croix payment and Halbmaier and Feldhaus voted no on US Asphalt request.
The meeting was adjourned at 8:55 p.m.

Also present were Clerk Moline and Utility/Maintenance Supt. Walling. Guests present were Steve Mayfield, Mike Coyle, Dennis Berry, Terral Brabec, George Robertson, Rick Weilage, Rod Wimer and Doug Patocka.
Discussion was held on the purchase or construction of a maintenance building. Action was taken to approve the purchase of a quonset from Rob LaCroix dba RK Recreational Storage at a cost of $23,000.00, if one is available.
The meeting was adjourned at 6:48 p.m.
Mead Community Group Healthy Family Tip of the Month
“Pharming” parties are a relatively new trend to hit the adolescent scene and unfortunately, they have nothing to do with agriculture.
At one time, youth would raid their parents’ liquor cabinets to get high. Now, they are hitting the medicine cabinet. According to the National Center on Addiction and Substance Abuse at Columbia University, 2.3 million kids age 12 - 17 take legal prescription drugs illegally every year.
The term “Pharming Party” refers to a gathering where the youth bring together whatever pharmaceuticals they can obtain and take random handfuls of drugs. Often, these are dangerously combined with alcohol. The effects can be fatal.
Be sure to talk with your kids about the dangers of drug abuse and your expectations for them. Also, monitor your medicine cabinet and keep medications locked and out of the reach of kids and teens.

PEDDLERS NEED PERMITS
Please be aware that all Peddlers are required by Village Ordinance to obtain a Peddler’s Permit from the Village Office.
Please notify the police department or village office if a peddler cannot produce a permit obtained from the Village of Mead.
School and church fundraising sales do not require the peddler’s permit.

Where did the summer go?? I blinked and school has started.
Book Clubs - Do you belong to a book club? I have access to book bundles (of the same title) for Book Clubs. Please let me know if you are interested and I will give you the titles that are currently offered.
Summer Reading - This program was not well attended but Pat and I enjoyed the few that came for crafts. We even let them use glitter!!! This is a worthwhile program and needs the support of parents to encourage children to participate. Our budget is not large enough to justify a program that is costly but if the numbers improve, these programs can be added.
Library Services - The Library offers computer access (we encourage users to have a library card from a library in Saunders County), newest adult fiction and non fiction, a great selection of juvenile materials, a young adult section, reference material, language (French, German and Swedish) books, copy machine, laminating machine, Accu-Cut machine (this is a machine that makes cut outs), free magazines and we are always ready to answer questions if we are able.

Horses and Pancakes Arrive September 24
River City Round Up riders will be arriving in Mead on Friday morning, September 25. A pancake breakfast will be served at Benal’s Shop, 221 W. Second St. The Pancake Man will be flipping pancakes.
This event is open to the public at a minimal cost. The event is hosted by Dale and Marilyn Benal and assisted by friends.

Village of Mead Board of Trustees
A Budget Workshop was held Aug. 6 at 1:30 pm at the Village Office. Present were Trustees Feldhaus, Halbmaier, Howell, Raver & Swanson. Also present were Clerk Moline & Librarian Kuhr. Guest present was Accountant Ed Schroeder.
Schroeder lead the review of the 10/1/09-9/30/10 budget.
The workshop was adjourned at 2:45 pm.
A Board of Trustees regular meeting was held Aug. 11 at 6:00 pm at the Village Office. Answering roll call were Chairman Howell, Trustees Feldhaus, Halbmaier, Raver & Swanson. Also present were Clerk Moline, Utilities/Maintenance Supt. Walling & Police Chief Carlson. Guests present were Mark Rezac, Jeff Clymer & Mike Chvatal. Several community members were present.
Mark Rezac, Prague Ins. Group & Jeff Clymer, Ball Ins., presented an insurance proposal for the 10/1/09 - 9/30/10 year. Mike Chvatal, representing Inspro Ins., presented a proposal for the same time period.
Several members of the community voiced concerns. Concerns being: sale of the quonset, plans for future purchase or construction of a maintenance garage, current plan for equipment storage, water and sewer plant issues, drainage project, door and window replacement at the Community Building and hydrant replacement.
Action was taken to approve third reading and adoption of Ord. No. 589, Off Road Vehicles, payment of $600.00 quonset rent to Rob La Croix less $99.00 village charge for prepaid rent to Konecky Trust in September, 2008 and sale of water to US Asphalt, Omaha at $5.00 per truck load during highway construction. Swanson voted no on the La Croix payment and Halbmaier and Feldhaus voted no on US Asphalt request.
The meeting was adjourned at 8:55 p.m.

SPECIAL MEETING OF BOARD OF TRUSTEES HELD AUGUST 17
A Special Meeting of the Board of Trustees was held August 17 at 6:00 p.m. Present were Chairman Howell and Trustees Feldhaus, Halbmaier, Raver and Swanson. Also present were Clerk Moline and Utility/Maintenance Supt. Walling. Guests present were Steve Mayfield, Mike Coyle, Dennis Berry, Terral Brabec, George Robertson, Rick Weilage, Rod Wimer and Doug Patocka.
Discussion was held on the purchase or construction of a maintenance building. Action was taken to approve the purchase of a quonset from Rob LaCroix dba RK Recreational Storage at a cost of $23,000.00, if one is available.
The meeting was adjourned at 6:48 p.m.
Mead Community Group Healthy Family Tip of the Month
“Pharming” parties are a relatively new trend to hit the adolescent scene and unfortunately, they have nothing to do with agriculture.
At one time, youth would raid their parents’ liquor cabinets to get high. Now, they are hitting the medicine cabinet. According to the National Center on Addiction and Substance Abuse at Columbia University, 2.3 million kids age 12 - 17 take legal prescription drugs illegally every year.
The term “Pharming Party” refers to a gathering where the youth bring together whatever pharmaceuticals they can obtain and take random handfuls of drugs. Often, these are dangerously combined with alcohol. The effects can be fatal.
Be sure to talk with your kids about the dangers of drug abuse and your expectations for them. Also, monitor your medicine cabinet and keep medications locked and out of the reach of kids and teens.

Please be aware that all Peddlers are required by Village Ordinance to obtain a Peddler’s Permit from the Village Office.
Please notify the police department or village office if a peddler cannot produce a permit obtained from the Village of Mead.
School and church fundraising sales do not require the peddler’s permit.

A regular meeting of the Board of Trustees was held July 14 at 6:00 p.m. Present were Chairman Howell, Trustees Feldhaus, Halbmaier, Raver and Swanson. Also present were Clerk Moline and Police Chief Carlson. Guests were Mike Coyle, John Trouba and Karen La Croix.
The board entered executive session at 6:12 p.m. to discuss a personnel issue. The board returned to regular session at 6:30 p.m.
Mr. Trouba reported on the Community Surveys for SENDD. La Croix addressed LB307, inquiring why golf carts may be allowed and not all motorized vehicles which include ATV’s.
Action was taken to approve transfer of General and Water Funds to CD’s, shelter license to temporarily house dogs found running at large, heard second reading of Ord. 590 Off-Road Vehicles, rescind motion made last month to purchase $100,000.00 10-year term life insurance policy for Walling, and approved purchase of $50,000.00 10-year term life insurance policy for Walling. A Mead School Championship Team sign was approved for $400.00 with Mead Schools to contribute $150.00 toward the $400.00. Waiving of three readings and adopting of Ord. 590 C & L Water / Sewer Rates took place. Crystal Hass was hired as custodian at $8.50 per hour.

Thank you to all who have taken the time to complete their Community Survey. It is imperative that all residents complete their survey in a timely fashion as the village is seeking grant funding for various projects if we should qualify. All income questions should be completed honestly as this is the measure by how we would qualify for grant funding. This is your town and any funding available should be applied for to improve our town.
If you have not completed your survey, please contact June at the Village Office, 312S. Vine St. or (402) 624-2495, and you will be provided a new survey. When your survey is completed you may either mail (Box 42, Mead, NE 68041), deposit in the drop box located outside the village office door, or drop off at the village office.

The Mead Community Food Pantry is in need of boxed items such as Mac ‘n Cheese, Hamburger Helper, canned meat and fruit, toilet paper, dish soap, laundry detergent, tooth brushes, peanut butter and jelly. Donations may be made at Alma Lutheran Church.
If you are in need of paper or food products please contact Pastor Alena at Alma, 624-3015 or Jill Dahl, 624-5010. The Food Pantry is a community-wide project to assist those in need.

We would like to thank all the coaches, umpires, concession stand workers, field maintenance and volunteers who helped with the softball and baseball teams this summer. It is nice to be able to support so many teams in Mead. Without you, this would not be possible. If you still have your uniform or any ball association equipment, please make sure it is returned to your coach. Thanks.
Update Equipment Rental Policy
The Rental Agreement for village equipment has been amended. Prior to approval of a rental you must provide a $50.00 payment (per day rate), signed Rental Agreement and your certificate of liability insurance coverage. The equipment will be rented to residents within the jurisdiction of the village and will not be released until all requirements are met.
Please remember that all water / sewer payments are due on the 15th. The latest that payment may be made without a $10.00 late charge is 9:00 a.m. on the 16th. You may deliver the payment to the office, place in drop box by the office front door, deliver to Bank of Mead or mail to Box 46, Mead, NE 68041. If you have an account at the Bank of Mead, sign up at the Village office for automatic withdrawal of your payment on the 15th.

Mead Community Group Healthy Family Tip of the Month
Have a teen new to driving in your household? Check out the following guidelines to keep them and others on the road as safe as possible:
Encourage them to follow the rules (obey the posted speed limits, wear a safety belt, etc. - car crashes are the leading cause of death among 15 - 20 year olds).
Be a good role model (as with everything, the apple doesn’t fall far from the tree).
Practice helps (as difficult as it may be, provide supervised driving sessions with your teens to enhance learning and reinforce proper driving skills).
Be aware of the dangers of passengers at night (chances of teen crashes increase with each additional passenger and most night-time accidents occur between 9:00 pm and midnight).
Teens still need plenty of sleep (shortage of shut-eye affects eye-hand coordination, vision, reaction time and judgment).
Put the cell phones away (talking and texting doesn’t go with driving, it’s actually against the law in Nebraska).

Please be aware that the homeowner is responsible for maintaining overhanging tree branches . There must be an 8’ clearance from the branch to the surface of the sidewalk / street. Village Code 8-107.

If you have an account at the Bank of Mead, sign up at the Village office for automatic withdrawal of your payment on the 15th.

Mead Community Group Healthy Family Tip of the Month
Have a teen new to driving in your household? Check out the following guidelines to keep them and others on the road as safe as possible:
Encourage them to follow the rules (obey the posted speed limits, wear a safety belt, etc. - car crashes are the leading cause of death among 15 - 20 year olds).
Be a good role model (as with everything, the apple doesn’t fall far from the tree).
Practice helps (as difficult as it may be, provide supervised driving sessions with your teens to enhance learning and reinforce proper driving skills).
Be aware of the dangers of passengers at night (chances of teen crashes increase with each additional passenger and most night-time accidents occur between 9:00 pm and midnight).
Teens still need plenty of sleep (shortage of shut-eye affects eye-hand coordination, vision, reaction time and judgment).
Put the cell phones away (talking and texting doesn’t go with driving, it’s actually against the law in Nebraska).

Are your trees drooping?
Please be aware that the homeowner is responsible for maintaining overhanging tree branches . There must be an 8’ clearance from the branch to the surface of the sidewalk / street. Village Code 8-107.

The Mead Planning Commission reorganized at their June 22 Regular Meeting. Elected Chairperson was Steve Mayfield; Vice Chair, Jody Wieble; and Recorder, Melissa Konecky. Additional members on the commission are Dennis Berry, Lowell Divoll, Connie Schliffke, Bill Thorson, and Alternate, Richard Wielage.
