Village
of Mead Board of Trustees
The
Village of Mead Board of Trustees met December 13, 2016 at 6:00 p.m. at the
Village Office. Answering roll call were
Chairman Havelka; Trustees Felty, Guyle, Wielage and Wimer. Also present were Clerk Moline,
Utility/Maintenance Superintendent Raver and Police Chief Carlson. Guests were Craig Reinsch, Jeff Hanson, Jody
Wieble, Connie Schliffke, Melissa Konecky, Levi Durnal and Jim Halbmaier.
Action was taken to approve second reading of Ord. No. 689, Curb and
Gutter; Cutting Curb and Resolution 16-19, Miscellaneous Expenditure Act.
The Oath of Office was administered to Trustees Guyle and Wimer. Clerk Moline was appointed Chairman Pro Tempore. Moline called for nominations for
Chairman. Havelka was elected
Chairman.
The following appointments were
made: Police Chief - Jerry Carlson;
Clerk/Treasurer - June Moline; Utilities/Maintenance Superintendent - Nick
Raver; Attorney - Maureen Freeman-Caddy; Accountant - Ed Schroeder; Engineer -
Olsson Associates; Street Superintendent - Julie Ogden; Building Inspector -
Terry Miller; Zoning Administrator - Jerry Carlson; Nuisance Enforcement
Officer - Jerry Carlson; Hearing Officer - Alberto Silva; Official Depository
of all village funds - Bank of Mead; Insurance Carrier - Inspro Insurance, 401k
Administrator - Retirement Plan Consultants; Official Newspaper - Wahoo
Newspaper; method of posting of meetings - posting at the Bank of Mead, U.S. Post
Office and Village Office; and manner in which Planning Commission and Library
Board are chosen - by appointment. The
following committees were established:
Common Facility Board - Wielage and Wimer; Municipal Board of Health
- Havelka, Police Chief Carlson and Mary
Miller; and Board of Adjustments –Havelka, Felty, Wielage, Wimer and Jody
Weible; Alternate Guyle. A retainer with
Bromm, Lindahl, Freeman-Caddy, Lausterer Law Firm at $350.00 per year for
December 2016 — December 2018 was approved.
SCHEDULED GUESTS: Jeff
Hanson, Alma Lutheran Church Council member, sought permission for an
extension of Building Permit 15-09 and to cut the curb for the garage
driveway. The requests were
approved. Craig Reinsch, Olsson
Associates, sought direction on the test well and updated the board on the
water project. Discussion was held on
adjustment of the loan from USDA and interim financing for the water
project. AWS was hired to drill a test
well at a cost of $19,900.00.
UNSCHEDULED GUESTS: Jody
Weible spoke on behalf of the Planning Commissions duties and a request for an
amendment to the Comprehensive Plan that will be on the January 10 Board of
Trustees agenda.
REPORTS: Utility/Maintenance
Superintendent - Discussion was held on outdoor Christmas decorations and water project and approved Raver’s
attendance at the Annual Rural Water Conference in Kearney on March 13-15. Police - The Monthly Police report was
presented and reported addition of Eyewitness Identification and Body-worn
Camera policies to the Police Policy Book.
Planning Commission - The minutes of the November 28 Regular
Meeting were reviewed. Library Board
- The November 16 Library Board meeting minutes were accepted. Mary Mayfield as a Library Aide and Paulette
Mayfield and Adrienne Miller as members of the Library Board were
approved. Clerk - January 8 was
the date set for the Appreciation Dinner.
Attendance at Clerk Academy in Kearney on March 22 and 23 was approved.
New Business: The purchase
of a Radar Speed Sign was tabled.
Special Designated Liquor Licenses for 2017 to the Mead Fire/Rescue
Department were approved. Permits
being: Game Feed - February 18 at the
Firehall; Alumni Basketball Tournament - March 17 and 18 at the Firehall; and
Mead Days - June 16, 17 and 18 at the Mead Park. Clerk to contact All-Sweep regarding cleaning
of the streets twice a year. A complaint
was addressed.
The meeting adjourned at 8:25 p.m.

Guyle and Rod Wimer were re-elected to the Village of Mead Board of Trustees. Congratulations!
Thank
you, Jill Leise and Mary Mayfield for serving on the Library Board. Welcome,
Mary Mayfield as the Library Aide and Paulette Mayfield and Adrienne Miller as
members of the Library Board.
Thank
you to the Mead Fire/Rescue Department for sponsoring Santa’s recent visit to
Mead Elementary School and Village Office to greet the preschoolers!

GUIDELINES
FOR SNOW REMOVAL
Any vehicle parked in violation of any
traffic regulations or any vehicle parked so as to obstruct the free movement
of traffic or to cause a traffic hazard, or any vehicle parked on any street or
alley obstructing the removal of snow may be immediately removed upon order of
the Police Department. 5-304
Following a snowfall of two (2”) inches or
more, it shall be unlawful to park or stand any vehicle on any street within
the Village of Mead until the street has been cleared. 5-311
All sidewalks within the municipality shall
be cleaned within twenty four (24) hours after the cessation of the storm.

Due to a snowstorm or accumulation of heavy
snow, please be aware that the dump may be closed. The dump is open the first Saturday of the
month from 8:00 a.m. until 12:00 p.m., November 1 through March 31.

PUBLIC LIBRARY NEWS
Winter Library Hours
Tuesdays 10am-1pm and 4pm-7pm Fridays 9am-1pm
Wednesdays 4pm-7pm Saturdays 9am-12noon
Thursdays 9am-6pm Closed: Sunday and Monday
NOTE: The Library will be closed Thursday,
January 19, so staff can attend a training.
Monthly Schedule
Coffee Hour is
scheduled every Tuesday at 10am and Story Time for young
children is offered every Thursday at 4pm.
The Lunch Bunch Book Club will
meet from 11am-1230pm on Friday, January 20.
The Library Board will
meet Wednesday, January 18, at 530pm in the
library.
Special Events
Summer Reading Program Meeting – We are
starting to prepare for our Summer
Reading Program. If you would like to be part of this
program serving Mead’s children, please attend our first meeting on Tuesday, January 3, at 6pm at the library.
Library Spaghetti Feed Fundraiser – Friday January 6. Please stop
by Mead High School during the basketball games for a spaghetti dinner with all
the trimmings. This fundraiser is organized and hosted by the Mead Library
Friends Foundation, and all profits go to your Mead Library.
Homebound Library Delivery Service
If you, or someone you know, are temporarily or
permanently housebound, Mead Public Library can assist by delivering books.
There is no charge for this service. To make arrangements for homebound
delivery which will begin in January 2017, call Mead Public Library at
