VILLAGE OF MEAD BOARD OF TRUSTEES MEET -

MEETING MINUTES OF THE JULY 14 BOARD OF TRUSTEES MEETING

     The Board of Trustees met on July 14 at 6:17 p.m.  Answering roll call were Chair Guyle; Trustees Havelka, Nicola & Wimer.  Absent was Trustee Wielage.  Also present were Clerk/Treasurer Moline, Utility/Maintenance Supt. Raver, Library Director Moseman and Planning Commission Chair Weible.  Also present were Greg Larson and Jon Meier.

     REPORTS:  Utility/Maintenance Supt. - Raver reported receipt of letter from DEQ granting an extension of the Water Study Grant through December 31, 2015; discussed replacement of downtown sidewalk; heard request to replace curb that was previously cut; reviewed meter maintenance report, reported spraying for mosquitoes by the City of Wahoo; tarring streets; plans to rock all alleys in town; trim low hanging tree branches along streets and wellhouse repairs.  Planning Commission - Permits reviewed were 15-06, Mario Sagastume - deck and 15-07, Dennis Berry—house addition.  Library - Meeting minutes were reviewed.  Clerk - Moline presented budget requests for the 2015-16 budget and Ball Assoc. Treasurer’s Report; progress of Community Survey and Land Use Report.  Police - The monthly police report was reviewed and complaints discussed.

     Action was taken to approve purchase of a sewer jetter from Spartan Tool for $17,895.00; adopted Resolution 15-14, Loan with the Bank of Mead for $14,000.00 to purchase the sewer jetter; appointed Jason Felty to the Planning Commission; approved the minutes of the June 22 Planning Commission meeting and June 17 Library Board meeting; approved $300.00 line item for supplies to the Mead Ball Association in the 2015-16 budget; directed Attorney Freeman-Caddy to file paperwork with the court regarding nuisance and zoning violations; adopted Resolution 15-17, Special Designated Liquor License to Michael Beckman to sponsor a wedding reception/dance at the Mead Community Building on September 12; adopted Ordinance No. 667, set salary for the Substitute Dumpmaster; and adopted Ordinance No. 666, set salary for Utility/Maintenance Supt. showing a 3% hr. increase.

     Discussion items were the yearly review of Conditional Use Permits, non-renewal of Animal Control Facility Permit, collection of a delinquent water/sewer account and increase forthcoming for recycling fees.

     The meeting adjourned at 8:11 p.m.

 MEETING MINUTES OF THE JULY 14 BOARD OF ADJUSTMENT MEETING

     The Board of Adjustment met on July 14 at 6:24 p.m.  Present were Chair Guyle; Members Havelka, Nicola, Weible and Wimer.  Also present were Clerk/Treasurer Moline, Utility/Maintenance Supt. Raver and Library Director Moseman.  Guests present were Greg Larson and Jon Meier.

     Jon Meier requested a variance for a shed with 14’ sidewalls.  Zoning within the Suburban District allows a maximum of 12’ sidewalls.  Action was taken to approve Resolution 15-16,  Variance to Jon Meier, 1061 Co Rd 10, to amend zoning ordinance 11-305, C.1. to allow 14’ sidewalls on an shed and approved a Building Permit to Jon Meier to construct the shed.

     The meeting adjourned at 6:30 p.m.

MEAD PUBLIC LIBRARY NEWS

JULY-AUGUST PROGRAMMING

Summer is flying! The library's July-August programming includes movies for all ages, speakers, a book signing, a special animal visit, and a family lunch. 

At the first Movie Morning on July 9, five young guests were welcomed and enjoyed free popcorn.  An "Oldie but Goodie" Movie for seniors was shown on July 10 and coffee and donuts were served. On July 16, OPPD offered a fun Energy 101 presentation to 7 children who received coloring books, pencils, and candy.

Story Time, Activity, and Snack-each Tuesday at 4:00 pm and every Saturday at 11:30 am.
Thursday, July 23, Movie Morning-The show is suitable for all ages and will start at 10:30 am. Popcorn will be provided. Please bring your own drink with a lid.  This movie is rated PG and features the voices of Jim Carrey and Meryl Streep. It's about a misadventure involving three orphans and a villainous actor named Count Olaf who wants to take their enormous fortune.  

Saturday, July 25, Family Lunch and a Movie-Hot dogs and chips will be served from 11:00 am-11:45 am (please bring your own covered drink).  The movie will be shown at 12:00 noon and is rated PG13.   Please bring a rug or blanket for the kids to sit on if you want (chairs will be available for the adults).

Wednesday, July 29, Book Signing-Author Leigha Brandt will be in the library from from 2:00 pm-5:00 pm signing and discussing her first SCI-FI novel, "Destruction".  Stop by, meet this young author in-person, and put your name in the basket to win a copy of her novel.  We will be giving an autographed copy of her new book to one lucky winner (need not be present to win).  

Thursday, July 30, Movie Morning-The movie begins at 10:30 am and popcorn will be provided.  Please bring your own drink with a lid.  This movie is rated PG.  

Thursday, August 6, Meet Tickle the Hedgehog-Have you ever seen a REAL hedgehog?  Attend this special 11:00 am-11:30 am event and learn all about these wonderful little animals.  A short story time will be presented.  

Thursday, August 13, NRD Reptile Show-Come from 11:00 am-11:45 am to find out about the different lizards and snakes that live in Nebraska.  

Friday, August 14, "Oldie but Goodie" Movie Morning-A movie geared toward Mead's Sassy Seniors will be shown at 10:00 am. Snacks and coffee will be provided.

FRIENDS OF THE LIBRARY 

The Friends of the Library group have been busy helping. The front, side, and back of the library look so lovely because of hard work by Connie and Friends who weeded, planted, and watered the grounds. Our Friends group has also purchased a new sink and faucet for the bathroom. THANK YOU Friends!
 

MEAD PUBLIC LIBRARY BOARD

The Mead Public Library Board met on Wednesday, July 15, and Nebraska Library Commission staff member Scott Childers attended the session. The next Board meeting is scheduled for August 19 at 6:30 pm. Meetings of the Mead Public Library Board are open to the public.

Mead Community Group Tip of the Month – July 2015

What do our young people want and need from us?  What do they have a right to expect from us?  The following are some suggestions from the Search institute Publication, “ask me where I’m going,” which came from teens themselves:

SUPPORT

Get to know me. Let me share my worries with you…

Talk with me.  Accept me for who I am.  Let me trust you with my secrets…

Show me you care about my schoolwork.  Encourage me more, criticize me less…

Don’t yell at me for making mistakes.  Don’t get mad when I mess up.  Stand up for me...

Try to understand me.  Do things with me…

Never give up on me.  Love me…

BOUNDARIES & EXPECTATIONS

Don’t expect me to fail.  Comfort me when I do.  Help me learn about the world…

Challenge me to succeed, but don’t expect too much. I can feel like a failure and give up..

Be aware.  Be concerned.  Be supportive.  Watch out for my safety…

Set fair boundaries and apply standards consistently.  Be willing to negotiate new rules…

Help me grow into an individual.  Expect me to do my best….

School will soon be in session.  Please watch for children walking or bicycling to and from school.  As always, STOP at all posted stop signs and SLOW at every intersection while proceeding through town.

Village of Mead Board of Trustees Meet May 12
     The Village of Mead Board of Trustees met May 12 at 6:00 pm at the Village Office.  Answering roll call were Chairman Guyle; Trustees Havelka, Nicola, Wielage and Wimer.  Also present were Clerk Moline, Utility/Maintenance Supt. Raver and Police Chief Carlson.  Guests present were John Trecek, Tanner Shaw and Andrew Dietzel.
     SCHEDULED GUESTS:  John Trecek, Ameritas, discussed the purchase of General Obligation Sewer Bonds.  Ord. 662, Bond Purchase Agreement of General Obligation Sewer Bonds for $515,000 was adopted following introduction and waiving three readings.  Tanner Shaw, AltEn, requested the purchase of water from the village for AltEn. 
     UNSCHEDULED GUEST:  Andrew Dietzel expressed concern about vehicle drivers not stopping completely or driving through stop signs within Mead.  The village will focus emphasis that all drivers stop at the stop signs or tickets will be issued.
     REPORTS:  UTILITY/MAINENANCE SUPT. - Raver reported evaluation study, water quality, purchase of a grass sweeper and storm sewer concerns.  Discussion was held on future sale of unused equipment.  POLICE/ZONING ADMIN./NUISANCE ENFORCEMENT OFFICER - The monthly Police Report was reviewed.  Discussion centered on nuisance property, yards requiring mowing and zoning concerns.  PLANNING COMMISSION - The minutes of the 4/27 Regular Meeting were reviewed.  LIBRARY - The minutes of the 4/14 Library Board Meeting were reviewed.  New hires are Lori Moseman, Library Director and Laurie Van Ackeren, Library Assistant.  CLERK - Moline reported sale of 52 dog/cat licenses to date, Community Survey to be distributed within days and Mead Clean-Up Day is scheduled for May 30.
     UNFINISHED BUSINESS:  Action was taken to waive third reading and adopt Ordinance 661, Penalty Clause.
     NEW BUSINESS:  Action taken:  approve Interlocal Agreement with the City of Wahoo to spray mosquitoes for 2015; introduced and motioned to adopt Resolution 15-10, Saunders County Local Emergency Operations Plan; introduced and motioned to waive three readings and adopt Ordinance 663, Appointed Officials Compensation; introduced and motioned to waive three readings and adopt Ordinance 664, Nuisance:  Process for Grass, Weed and Worthless Vegetation Growth in Excess of 12”; and introduced and motioned to adopt Resolution 15-11, Declared Nuisance.
     The meeting adjourned at 7:55 p.m.

ALMA LUTHERAN BIBLE SCHOOL
Bible School for ages 3 through 6th grade will be held on June 15 through 19 from 9 am until 12 noon.  This year’s theme is “Everest:  Conquering Challenges with God’s Mighty Power”.  Information for sign-up will available at the church soon.

Welcome!  Ruth Dobesh has agreed to serve on the Mead Planning Commission.  Welcome!

Community Surveys were mailed to Mead residents recently.  Please return the surveys to the Village Office as soon as possible.  All survey information is kept confidential and will be assessed by the Southeast Nebraska Development District.  It is imperative that ALL residents of Mead accurately complete and return the surveys in order to be considered for grant funding.   As you know, infrastructure and community projects cost money; so any funding the community may receive through grant funding will help offset the cost.  Thank you for your cooperation in completing and returning your survey.

The surveys will be kept in an envelope for SENDD employees to pick up and tabulate.  Thank you for your cooperation!

STORM WARNING PROCEDURES
The Wahoo Sheriff’s office will set off the firemen’s pagers if they receive a watch for this area.  The fire siren will go up and down a few times.  This is only to alert the fire department to be on the watch.  It is also a good idea to keep tuned to a local TV channel / radio station if we are in a watch area.

If a funnel is actually spotted, they will blow a steady blast on the siren.  This is your signal to take cover at once.  For those residents or businesses without basements, go to the Alma Lutheran Church basement, 219 West 5th Street.  A fireman will have the doors open if we are in a storm warning.

LIBRARY NEWS

CHANGES IN STAFF AND HOURS
Donna McLaughlin completed her service to the Mead Public Library on May 1. Thanks to Donna for her dedication and helpfulness in training new staff members Lori Moseman, Director, and Lori Van Ackeren, Assistant Director. Lori and Laurie look forward to meeting everyone from the community, so please stop by and say hello during summer hours.

SUMMER YOUTH READING ACTIVITIES
Two youth reading activities are available this summer. The Summer Reading Camp is scheduled June 8-12 from 9 am to 11 am. Registration forms were distributed at school and are also available at the library. The forms need to be returned to the library by June 1. The second activity, the Summer Reading Program, will begin on July 6 and continue through July 31. This program is designed for readers that are junior high age and younger. Registration forms are available at the library.
 
VOLUNTEER RECOGNITION
Thank you to The Friends of the Library, Janet Behrens, June and Virgil Frahm, Vera Kuhr and Inez Barrett for all of their hard work cleaning up the gardens around the library building.  It looks so much better!  If anyone needs community service hours for school or church, the library can always use extra garden help. Also, thanks to Bill Way and all the other patrons who donated items to the library collection this past month.

Everyone is required to STOP at all stop signs while traveling through Mead.   Tickets will be issued if you are caught not obeying the STOP SIGNS.


POOL - SPA - HOT TUB GUIDELINES
Prior to erecting a swimming pool, you must adhere to the following guidelines:  Any pool, spa or hot tub containing at least 18” of water is REQUIRED to be enclosed by a fence with a minimum height of 4’ and maximum height of 6’, with no opening greater than 4” or larger.  All gates are to be locked when not in use.  Hot tubs and spas are not required to have fencing if they have locking tops and are kept locked when not in use.  All chemicals and supplies must be stored in a secure area.  Pools, spas and hot tubs are not permitted to be drained into the sanitary sewer system.  Drainage is permitted into the storm sewer provided that chemicals contained in the pool, spa or hot tub are first diluted.

BUILDING GUIDELINES
Village and One-mile Extraterritorial Residents

Prior to beginning any construction or fencing project, please be aware that an APPLICATION FOR A BUILDING PERMIT must be approved by the Mead Planning Commission.  Commercial and Industrial applications must also be approved by the Board of Trustees at their monthly meeting.  Construction projects excluded are accessory buildings less than 150 sq. ft. that meet variance requirements, residential sidewalks and driveways.  An application must also be approved if you plan to MOVE OR DEMOLISH A BUILDING.

If a project is started prior to approval, an additional $100.00 penalty fee will be assessed to the project.

You are also required to contact Digger’s Hotline at 811 prior to disturbing soil.  Expect a timeline of two days for utility personnel to arrive on-site to locate any utilities. This is a free cost to you.
 

 REMINDER
 All dogs and cats in the village were to be licensed BY MAY 1st.  You still have time to get your “furry” family members licensed.  Please bring proof of current rabies vaccination to the Village Office.  The cost to license your pet is $6.00 unaltered and $4.00 altered animals.
