VILLAGE OF MEAD BOARD OF TRUSTEES

     A regular meeting of the Village of Mead Board of Trustees was held 11/13/12 at 6:00 p.m. at the Village Office.  Present were Trustees Halbmaier, Miller, Raver and Wielage.  Absent was Chairman Mayfield.  Also present were Clerk Moline and Utilities/Maintenance Supt. N. Raver.  Raver was elected Chairman Pro Tempore.  Guests present were Ben Day, Burneil Ecklund, Rod Wimer, Derek Zimmerman, Bill Blake, Mark Ecklund, Ed Schroeder and Robert Nelson.

    The board entered a Public Hearing at 6:02 p.m. to hear opposition of a Resolution of Necessity.  Public input was heard from Bill Blake and Derek Zimmerman from Baylor Evnen and legal representatives of Burneil and Mark Ecklund and family.  Mr. Zimmerman asked that we reconsider another piece of property for the retention lagoon and offered suggestions of various sites.  Attorney Blake asked that the board slow down with the process of obtaining land for the project.  Mark Ecklund brought in a soil sample from the land and said it was not appropriate for a lagoon system.  The board returned to regular session at 6:26 p.m.

     Ben Day, Olsson Associates and Project Manager for the wastewater project, responded to concerns presented at the Public Hearing.  He reported soil tests are being completed, flow charts completed and contact made with DEQ as to the process being taken to complete these tests.  The engineering department will present a final report once data from the tests are compiled as to the final design and location of the retention lagoon.

     Action was taken to approve installation of two “Caution - Children at Play” signs to be located at the intersections of Fourth and Cedar Streets; heard second reading of Ord. No. 630, Misdemeanors; Discharge of Firearms within Municipality; approve Resolution 12-15, Resolution of Necessity and Resolution 12-16, Order to make Proposed Improvements.  Jenni Grasiani was approved as a member of the Planning Commission, a resolution will be brought to the board at the December meeting to amend Part-time employee benefits and Post-Christmas Party location was discussed.

     The meeting was adjourned at 7:30 p.m.

The Village Office will be closed at various times during the Christmas holiday break.  The office will be closed Tuesday, December 25 and Tuesday, January 1.  If you are making water/sewer payments and the office is closed, please distribute in the drop box or deliver to the Bank of Mead.

MEAD PLANNING COMMISSION MEMBER
Jennie Grasiani has agreed to serve on the Mead pLanning Commission.  She will fulfill a three-year term until  May 2015.  Thank you for your service!
 

Snow Emergency Route

Snow Emergency Route within the Village of Mead is defined as Elm Street from Highway 92 to Eighth Street, Vine Street from First Street to Eighth Street, First Street from Elm Street to County Road 10, Fourth Street from Elm Street to County Road 10, and Eighth Street from Oak Street to County Road 10.

Signs are posted on the streets indicating they are designated as the Snow Emergency Route.  Parking on these streets is not permitted during snow accumulation.  No parking on side streets is also encouraged to aid in snow removal in a timely fashion.

 SNOW REMOVAL GUIDELINES
As winter weather approaches, Village Ord. 5-311 requires that following a snowfall of 2” or more, it shall be unlawful to park or stand any vehicle on any street within the congested district (Vine St. from 3rd St. to 5th St. and 4th St. from the alley adjacent to Blocks 24 and 33 to Vine St. and from alley adjacent to Blocks 25 and 32 to Vine St.), between the hours of 11:00 P.M. and 7:00 A.M. of the following day.  All vehicles must be removed promptly from the designated “Snow Emergency Route” that is marked by signs.

On all other streets, parking shall be restricted to the north and west sides of the streets on even numbered days of the month and the south and east sides of the streets on odd numbered days of the month until the streets have been cleaned.

Village ordinance also designates that all sidewalks shall be cleaned within 24 hours after the cessation of snow.  ORD. 8-201

SANTA’S ARRIVAL

We’ve heard Santa is planning his annual stop at Mead on Wednesday, December 19th.  Santa will visit the students at Mead Elementary School at 9:30 a.m.  A stop at the Mead Public Library is scheduled at approximately 10:30 a.m. to visit and greet preschoolers.  He will be at the library until 11:00 a.m.

 WINTER DUMP HOURS – November 1 through March 31.  The dump is open the first Saturday of the month only from 8:00 a.m. – 12:00 p.m.  PLEASE BE AWARE THAT THE DUMP WILL BE CLOSED DUE TO INCLEMENT WEATHER (rain, if the road is not passable or snow).

Mead Public Schools Winter Sports Begin
 

Basketball season will soon be in full swing at Mead Public School.  The Varsity teams will participate in a Pre-season Jamboree at CVA on November 26, beginning at 5:30 p.m. The High School Junior Varsity and Varsity teams begin season play at 4:30 p.m. on Friday, November 30 with games at Johnson County.  The Jr. High boys have been playing since November 13 and will continue through December.  The Jr. High girls begin their season on Monday, January 7 at 4:15 p.m. with a game against Cedar Bluffs at Mead.  GOOD LUCK!

 COMMUNITY OUTREACH

Alma Lutheran Church sponsors Panera Bread on the second Saturday of the month, following the second Friday of the month.  This outreach is open to the public, targeting “those in need”, and free to ALL.  Times for distribution are 10:00 am  through 11:00 am.

Alma houses the Mead Community Food Bank in conjunction with Mead Ministerial Group.  Contact Pastor John Schnell from the Mead Covenant Church, 402-624-6125, to make arrangements to select products from the Local Food Bank or Saunders County Food Bank.  Thank you to the students of Mead Public School for conducting their Annual Food Drive during the month of November for the Food Bank.  

Mead Covenant Church sponsors PRIMETIMER’S on the second Thursday of each month with potluck beginning at 12:00 noon, followed by fellowship.  THIS GROUP DOES NOT MEET DURING THE WINTER MONTHS.   PRIMETIMER’s will resume in the spring.

 Thank you to members of the Mead Fire Department for sponsoring the Annual Halloween Party and Santa’s Visit.

Healthy Family Tip of the Month

Parenting with restraint:  How to say “no” when you want to say “yes”.

As parents we are naturally inclined to want to give our children everything they desire, and let's face it, that is what is easiest.  It is hard to say no sometimes, and it is not easy to parent, especially when our answer is not the popular one.  However, our children will grow up well if we learn to teach them to have some limits and how to take responsibility for themselves.  Here are a few tips of how to put this into practice.

*Parenting is not a popularity contest.  We've heard this before, your job is to be a parent, not your child's best friend.

*Find a balance in the amount of times you say yes to the times you say no.  Seek solutions to make your yeses creative ways to assert your values and boundaries in a positive way.  For example, instead of always buying something for your child, reward them with special time together. 

*Keep your focus on the main goal of raising successful, competent kids.  You cannot do this if you're never setting limits and always saying yes.

*Your children will quickly point out how your rules aren't like all the other family's rules.  Be firm, and explain that your family is different.  (really it may not be, but kids might exaggerate to get their way!)

*Listen to what your children want, and why.  This doesn't mean you say yes right away, but you may be able to help them get what they want by setting goals and working towards meeting those goals.

VILLAGE OF MEAD BOARD OF TRUSTEES MINUTES

     A regular meeting of the Board of Trustees met Tuesday, October 9, 2012 at 6:00 pm at the Village Office.  Present were Chairman Mayfield; Trustees Halbmaier, Miller, Raver & Wielage.  Also present were Clerk Moline, Utility/Maintenance Supt. N. Raver & Police Chief Carlson.  Guest was Ben Day.

     Ben Day, Olsson Associates, reported contact with the appraiser, DEQ, flow meter results & construction process of retention lagoons.

     REPORTS:

     UTILITY/MAINTENANCE:  N. Raver reported land requirement for lagoons, street repair of Fourth St., & new light pole ordered for the median.

     POLICE:  The monthly police report & nuisance complaint were discussed.

     CLERK:  Moline reported upgrade/maintenance agreement for utility billing, completion of audit & material requested for distribution regarding the future of the post office.

     PLANNING COMMISSION:  No quorum for meeting.

     LIBRARY:  September snapshot presented.

     UNFINISHED BUSINESS:  Discussion of part-time employee benefits was tabled until the 11/13 meeting.

     NEW BUSINESS:  Community Survey data was presented.  Action was taken to approve a Retainer & Fee Agreement with Young & White Law Office for legal services for retention lagoons project, approved Resolution 12-14 to set meeting date to propose a Resolution of Necessity &first reading of Ordinance 630, Amend Chapter 6, Article 3, Section 6-303, Misdemeanors; Discharge of Firearms with Municipality.  Christmas Dinner was discussed.  A $50,000.00, 10-year term life insurance policy for Police Chief Carlson will be renewed.

     The board entered executive session at 7:12 pm for annual review of Library Aide.  The board returned to regular session at 7:14 p.m.  The meeting adjourned at 7:14 pm.

WINTER DUMP HOURS

 
Dump hours are changing for the winter months effective November 1 through March 31.  The dump will be open on the FIRST SATURDAY OF THE MONTH ONLY FROM 8:00 A.M. - 12:00 P.M.

BE AWARE THE DUMP WILL BE CLOSED DUE TO INCLEMENT WEATHER (rain, if the road is not passable or snow). 

Tree branches, weeds, leaves and grass clippings are the only items permitted.  All loads will be checked.  All items are to be unbagged. The dump is open to Mead residents only with a $2.00 fee charged per load, payable to the Dump Master.

  

Mead Community Group Healthy Family Tip of the Month

 

Thanksgiving brings to mind a spirit of gratefulness.  How do we impart this attitude of gratitude into our families?  In reality it is a year round effort, but we can use the Thanksgiving holiday as a kick-off to practicing thankfulness every day.  Here are a few ideas to help get us started:

 *Create a thankful paper chain – using different colors of construction paper, scissors, markers and a stapler, have the kids (young and old) write or draw one thing they are thankful for on a piece of paper. (1” x 11”)  Encourage them to come up with many different ideas.  Loop and staple the strips together to form a chain.  See how long you can get it to stretch and use it to decorate your dining room for Thanksgiving dinner. 

 *Plan a simple, family service event – working together serving others is a powerful way to teach gratefulness.  For ideas, check out the Doing Good Together website. 

 

*Make a grateful list – get the family together and brainstorm “I'm thankful for...” ideas.  Making a list like this often reminds us of how much we take for granted.

 
*Play the “popcorn thanks” game – Go around the dinner table and focus on one person at a time.  Have other people name the things they appreciate about this person.  Make it a popcorn thanks in that people spontaneously “pop out” what they have to say.  No limit on the amount of thanks one person can give. 
 

*Play the “one-word thanks” game – similar to the above game but each person uses only a one word adjective to describe the featured person. 

 

*Make it a family habit to always write thank-you notes  - keep a bunch of note cards and stamps handy to make it easy to write a quick note when gifts are received.  Now more than ever, a hand written note is especially treasured.

Adopt A Senior Pet Month - consider an older pet when looking for a new addition for your family.   Not only will they be a great addition to your family but you can provide for their needs in their lives.

  

ANNUAL FIRE DEPARTMENT HALLOWEEN PARTY

The Mead Fire Department is sponsoring their annual costume party on WEDNESDAY, OCTOBER 31 at Mead Jr-Sr High School in the commons area. The event begins at 6:00 p.m. with judging of costumes (all ages) at approximately 6:30 p.m. Free hot dogs and hot chocolate will be served. 

 

TRUNK OR TREAT

Decorate your vehicle and join the Mead Community Group in some Halloween Fun!  The event is held at the Mead High School parking lot, Wednesday, October 31st.

Arrive at 5:45 p.m. to set up in front of the school, we will have barricades set up for the trunkers,  Festivities begin at 6:00 p.m. inside with hot dogs and a costume contest sponsored by the Mead Fire Department.  Participants of Trunk or Treat will distribute treats following the Fire Department Party.  The first ten vehicles to arrive will receive a free bag of candy to hand out and all participants at the Trunk and Treat will be entered into a drawing for a grand prize.

Water Leak Facts

• A leaking toilet can use 90,000 gallons of water in 30 days.

• A dripping faucet/hose can lose up to 180 gallons a month.

• Approximately one in every 20 swimming pools has a leak.

• Using a pool cover prevents about 1,000 gallons per month from evaporating.

•A 1/8 inch hole in a metal pipe, at 40 psi, leaks 2,500 gallons of water in 24 hours.

• A leak the size of a pinhead can waste 360,000 gallons per year, enough to fill 12,000 bathtubs to the overflow mark.

• Approximately one in every 318 homes or buildings has a leak.

• A typical toilet leak at today’s rate can add $500 to a single water bill.

• One trip through a car wash uses 150 gallons of drinking water.

• Collecting water for gardening from the faucet while waiting for hot water saves about 250 gallons of water a month.

• Using a broom to clean the sidewalk instead of a hose saves 150 gallons of water.

International Walk/Bike to School Day is October 3! Studies show that even just 10 minutes of activity a day can help kids do better in the classroom and lead longer, fuller lives. Parents can start teaching them healthy habits now by having them walk/bike to school on the 3rd. Come join the fun!

Village of Mead Board of Trustees Meetings

A Special Meeting of the Board of Trustees was held August 20 at 6:00 p.m. at the Village Office. Present were Chairman Mayfield; Trustees Halbmaier, Miller & Raver. Absent was Trustee Wielage. Also present were Clerk Moline & Utilities/Maintenance Supt. N. Raver. Guests present were Ed Schroeder, Ben Day & Jerry Hain.

Ben Day, Olsson Associates, discussed two options for the planned wastewater project. Projects being an irrigation lagoon or a complete retention lagoon. Pros and cons for both projects were addressed. Also presented was a Basic Professional Service Report.

Discussion was held on financing the project & land acquisition. Action was taken to hire Olsson Associates as the engineering firm for the future wastewater project.

The meeting adjourned at 7:30 p.m.

A Budget Workshop of the Board of Trustees was called at 6:02 p.m. on August 20 at the Village Office. Present were Chairman Mayfield; Trustees Halbmaier, Miller & Raver. Absent was Trustee Wielage. Also present were Clerk Moline & Utilities/Maintenance Supt. N. Raver. Guests were Ed Schroeder, Ben Day & Jerry Hain.

Ed Schroeder presented the 10/1/12 - 9/30/13 budget. Discussion was held.

The workshop was adjourned at 6:45 p.m.

A Regular Meeting of the Board of Trustees was held on Sept. 11 at 6:00 p.m. at the Village Office. Present were Chairman Mayfield; Trustees Miller, Raver & Wielage. Absent was Halbmaier. Also present were Clerk Moline, Utilities/Maintenance Supt. N. Raver & Police Chief Carlson. Guests were Marc Rosso, Ben Day, Loren Lindahl, Ed Ruhe, Bob Hannan & Dale Freeman.

The board adjourned to a Budget Hearing at 6:05 p.m. Action was taken to approve the 10/1/12 - 9/30/13 budget, 1% increase & Resolution 12-12, Final Tax Levy of 35.7828 cents per hundred dollars of actual valuation. The hearing adjourned at 6:09 p.m.

SCHEDULED GUESTS: Ed Ruhe: Discussion was held regarding the dump. He was instructed to contacted a Trustee if in need of a substitute & decision to close dump when a muddy road or snow constitutes. Attorney Loren Lindahl: Discussed the process to obtain land for the wastewater project. John Trecek, Ameritas: Explained the process to obtain Municipal Bonds. Bob Hannan : Reported watering the park, fence needing repair at the park & replacement of the water hydrant. Ben Day, Olsson Assoc.: Presented alternatives for an irrigation lagoon or retention lagoon & construction project.

Action was taken to approve a contract with Olsson Assoc. for engineering services for a complete retention lagoon.

UTILITY/MAINTENANCE REPORT: A bid was received from TopKote to blow & seal cracks in the street. The bid of $10,000.00 was approved to complete the project.

POLICE REPORT: Monthly activity was reviewed. Discussion was held on BB guns. Action was taken to pursue an ordinance to ban the shooting of BB guns within the village.

CLERK REPORT: Water meter concern, release of utility lien & community survey were addressed.

PLANNING COMMISSION REPORT: The 8/27 meeting minutes were reviewed. Bldg. Permit 12-15 to Outlaw Land Co for an addition was approved.

LIBRARY REPORT: The minutes of the 8/8 meeting & snapshot were presented.

Action was taken to rescind motion from the 7/20 special meeting directing JEO to let bids for a wastewater project; approved Ord. 629, Land Purchase for Retention Lagoon by waiving three readings; hired Gary Hassebrook as the village appraiser for the retention lagoon project; & approved Resolution 12-13, Amend Employee Handbook. It was reported that Lowell Divoll has resigned from the Planning Commission due to job conflicts. Discussion was held on part-time employee benefits. The meeting adjourned at 8:35 p.m.

Election Information ~
The village has been informed that the polling site for the Village of Mead will be held at Mead Covenant Church, 1538 Co Rd 10. This is due to the fact that the Community Building / Fire Station is currently undergoing renovation. Plan to vote on Tuesday, November 6th.

What's wrong with my kid?

Determining whether your child is using drugs or alcohol, figuring out the extent of his or her use, and seeking treatment are daunting tasks for parents. In his book, “What's Wrong with My Kid?”, author George E. Leary Jr. explains the disease model of addiction so that parents can understand the nature of the problem they are dealing with.

Addiction is a disease. No different from when your chld was young and came down with a childhood illness. How did you respond then? More than likely, you took his temperature, noted his symptoms, and started responding appropriately. At first administering home remedies, but if that did not improve your child's health within a short time period, more than likely you sought out advice from the doctor. Regardless of cost or inconvenience, getting your child well was your primary concern.

Just because your child is older and the illness happens to be addiction, there is no reason to shy away from the tried and proven methodology. Diagnose, treat, and seek out professional help when necessary. Check out Leary's book for more ideas in diagnosing and treating addiction.

The important thing to note here is that by remembering that addiction is a disease, as declared by the American Medical Association, we don't blame the child for being ill. Society often attaches a stigma of social and moral deviancy to people who struggle with addiction to drugs and alcohol. This causes parents to become emotionally twisted and to lash out at their child instead of getting them professional help as they would for a sick child.

Your child may exhibit a wide variety of unhealthy traits, but you must remember that her mind has been afflicted by a disease, which in turn will alter her behaviors. She needs your loving support, and sometimes that love will require you to allow treatment that may be uncomfortable in the present but will lead to long term benefits. Just like when your toddler was ill and you had to hold him while he cried receiving a shot of medicine that would get him better. Sometimes you had to administer bad tasting medicine if it would help your child get well. As a parent you must demonstrate your love through self-discipline, even when the going gets really rough. There is help available, seek it out, and take the advice of someone who is trained in dealing with the disease your child is battling.

THE BOARD OF TRUSTEES HAS APPROVED A RETENTION LAGOON PROJECT. THE VILLAGE HAS RETAINED OLSSON ASSOCIATES OF LINCOLN TO SERVE AS THE ENGINEERING FIRM FOR THE PROJECT. AN APPRAISER HAS ALSO BEEN HIRED. THE PROJECT IS JUST IN THE PLANNING STAGES. WATCH FOR FURTHER DETAILS AS TO HOW YOUR NEW WASTEWATER FACILITY IS PROCEEDING.

VILLAGE BOARD MEMBERS MEET

A special meeting of the Village Board of Trustees was held Friday, July 20 at the Village Office. The meeting was called to order at 6:00 p.m. by Chairman Mayfield. Answering roll call were Chairman Mayfield; Trustees Halbmaier, Miller, Raver and Wielage. Also present were Clerk Moline and Utility/Maintenance Supt. N. Raver.

Discussion was held on the #1 priority to construct a wastewater facility and addressing the violation for the wastewater plant. It was approved to instruct JEO to let bids for an irrigation lagoon system. A letter is requested from JEO to address the wastewater plant violation. Contact will be made with a representative from Ameritas in regard to municipal bonds. Trustees will meet with local farmers in regard to placement of the lagoon system.

The meeting was adjourned at 7:00 p.m.

A regular meeting of the Board of Trustees was held Tuesday, August 14 at 6:00 p.m. at the Village Office. Present were Chairman Mayfield; Trustees Miller, Raver and Wielage. Absent was Halbmaier. Also present were Clerk Moline, Utilities/Maintenance Supt. N. Raver and Police Chief Carlson. Guests present were Terry Meier, Tim Adams, Marc Rosso & Tanner Shaw.

GUESTS: Terry Meier, JEO Consulting, discussed plans for a wastewater facility & financing the project. Tim Adams, JEO Consulting, presented the four options for a wastewater facility & necessary repairs to the current mechanical plant. Tanner Shaw, Alt En, asked the board to consider purchase of potable water and contract village operator to conduct the testing for the ethanol plant.

UTILITY/MAINTENANCE SUPT. REPORT: N. Raver reported water usage, water line repair, condition of village streets and water tower cleaning.

CLERK REPORT: Moline reported meter maintenance, computer repair and completion of the community survey. Proposal to amend the Employee Handbook and local sales tax information was reviewed.

POLICE REPORT: Carlson presented the monthly activity log and addressed golf carts and BB guns.

PLANNING COMMISSION REPORT: The minutes of the June 23 regular meeting were reviewed.

LIBRARY REPORT: No report submitted.

UNFINISHED BUSINESS: Action was taken to adopt Ord. 628, 9-302 Building Moving; Deposit, on third reading.

NEW BUSINESS: The process to procure municipal bonds was reviewed. Resignation of Tracy Varble as custodian was reported. Applications for the position of custodian were reviewed. Irvie Hook was hired as custodian at a rate of $8.00 per hour.

Discussion centered on renewal of life insurance policy for Carlson and dump concerns to be addressed at the September 11 meeting.

Raver exited the meeting at 8:15 p.m. The board entered executive session at 8:15 p.m. for annual review of the Utility/Maintenance Supt. The board returned to regular session at 8:40 p.m

A $.50 per hour wage increase was approved for Utility/Maintenance Supt. N. Raver.

The meeting was adjourned at 8:41 p.m.


Thank you to all utility users who completed the Community Surveys that were recently distributed. Results of the survey will be made available within the next few months.

The Board of Trustees has made a decision to proceed with the wastewater facility project. Additional information will be furnished once decisions are made in regard to the project.

It’s that time of year again! Kids across Nebraska are heading back to school, and many of them will be walking or biking. Make sure your children know how to do it safely using this kid’s guide to crossing streets.
Aid’s guide to crossing streets
Walking to school is fun, easy, and good for you. But if you don’t know the right way to cross streets, you could run into trouble. Follow these crossing rules to stay safe.

STOP at the curb (or the edge of the road, if there is no curb).

LOOK left, then right, then left again. Make sure there are no moving cars before you step into the street. If a car is parked where you are crossing, make sure there is no driver and the car is not running.

WAIT until any cars on the street have gone by. Then look left, right, and left again until no cars are coming.

WALK across the road when it is clear. Don’t run, and make sure you keep a lookout for moving cars as you cross.

Also, remember that you should always walk on the sidewalk. If there is no sidewalk, walk on the left side of the street so that you are facing oncoming traffic. This way, you can make eye contact with drivers and be sure they see you.
