VILLAGE OF MEAD BOARD OF TRUSTEES HOLD NUMEROUS MEETINGS
The Village Board of Trustees met 4/10 at 6pm at the Village Office. Present were Chairman Mayfield and Trustees Halbmaier & Raver. Absent were Miller & Wielage. Others present were Clerk Moline, Utilities/Maintenance Supt. N. Raver & Police Chief Carlson. Guests were Mike Sousek, Terry Meier, Tim Adams, George Robertson, Dave Henke, Jody Weible, Connie Schliffke, Don Anderson, Duane Johnson & Bryce Anderson.
The Board entered a Public Hearing at 6:05pm. Ord. No. 622, Add Item H to Zoning Regulations. The board returned to Regular Session at 6:10pm.
SCHEDULED GUESTS: Mike Sousek, NE Resources Dist. Lower Platte North, presented water options. The option to pipe water from the National Guard was not considered due to the cost and timeline. A second option may be to pipe from the City of Wahoo. The board indicated they are looking to locate a well northeast of town but is awaiting water samples from the site.
Terry Meier, JEO Consulting, discussed financing options for a new well. He asked that application be resubmitted to the WEWAC Committee for funding based on community need.
Duane Johnson & Don Anderson represented Mead Rural Fire District #8 in regard to the 99-year lease of the Community Bldg./Fire Station. Three readings of Ord. 625 were waived & Ord. 625 was adopted authorizing the Village to enter into a Triple Net Lease of the Community Bldg./Fire Station with Mead Rural Fire Dist #8 from 6/1/2012 through 5/31/2111 at a rate of $1.00 per year.
Bryce Anderson inquired about placement of an additional trailer at Andy’s Trailer Park. It was indicated the trailer could not meet setback requirements. Application may be made for a resident to place a shed on the property.
UNSCHEDULED GUEST: Jody Weible inquired about the Mead FFA placing a sign on school property.
UTILITY/MAINTENANCE REPORT: N. Raver reported on Wastewater Permit, five-year Toxicology Report, cleaning process for wells, hydrants in need of repair & receipt of new siren. He indicated the need of a back-up battery for the siren. Action was taken to approve the purchase of the back-up battery for $6,800.00. Inquires were addressed from residents on use of the bobcat & dump truck. The Bobcat rental must follow guidelines & the dump truck is not to be rented.
POLICE REPORT: Carlson reported on property nuisances, receipt of a camera from the Crisis Center to be used solely for domestic abuse cases & Diversion Program to be held at Mead High School Prom on 4/21.
CLERK REPORT: Moline reported on meter repair timeline & sessions addressed at Clerk’s School. She thanked the board & co-workers for their support in receipt of her Village Clerk of the Year Award from the NE Clerk’s Assoc.
PLANNING COMMISSION REPORT: The minutes of the 3/26 Regular Meeting & 3/26 Public Hearing & Bldg. Permit 12-06, Mead Public Schools - bus barn addition were reviewed.
LIBRARY REPORT: The 4/6 meeting minutes were reviewed.
NEW BUSINESS: Action was taken to approve Res. 12-07, Lien on Property for Delinquent Water Account; Res. 12-09, Interlocal Agreement for a Mutual Aid Organization; waive three readings & approve Ord. 623, Garbage Franchise with Quality Disposal & Ord. 624, Garbage Franchise with Waste Connections; & heard first reading of Ord. 626, Building Permit Fees. Petition request was heard from Kent Bernbeck, resignation accepted from Tracy Sterba as Custodian, & discussion was held on PTO benefit payments. The meeting adjourned at 8:30 p.m.
TRUSTEES HOLD SPECIAL MEETING ON APRIL 18TH
A special meeting of the Board of Trustees took place on April 18 at 6:00 p.m. at the Village Office. Present were Chairman Mayfield; Trustees Halbmaier, Miller, A. Raver & Wielage.
Due to not meeting requirements with board members present to waive three readings of previous ordinances, all were considered null & void from the April 10 meeting.
Action was taken to waive three readings & adopt Ord. 623, Garbage Franchise with Quality Disposal; Ord. 624, Garbage Franchise with Waste Connections & Ord. 625, Authorizing the Village to enter into a Triple Net Lease of the Community Bldg./Fire Station with Mead Rural Fire District #8. Tracy Varble was hired as Custodian at $8.00 per hour, approved hire of Eye Tech to clean the storm sewer west of Aggregate Carriers & approved House Moving Permit to Scribs House Moving for removal of pigeon house from Dale Freeman residence.
Material was reviewed from Olsson & Associates regarding water projects they have engineered.
The meeting adjourned at 7:39 p.m.
OPERATION LIFESAVER – THINK WHEN YOU SAVE
Stopping safely at farm-rail crossings
1. Stop no closer than 15 feet from the nearest rail. Allow extra distance for front-mounted buckets and chemical tanks on farm tractors.
2. To better hear the train, open machinery cab windows, turn off radios and fans, and remove headphones.
3. Make sure that the farm machinery is properly lined up with the farm rail crossing to ensure safe passage over the train tracks.
4. While stopped, look carefully in each direction for approaching trains, moving head and eyes to see around obstructions such as mirrors, windshield pillar and passengers.
RESUME TRAVEL:
1. Before resuming, make sure there is enough room on the other side of the train track or tracks to fully clear without stopping. Don't stop on the tracks to open or close gates!
2. Make sure that any towed equipment does not become unhitched while crossing.
3. Watch wagons and other equipment during the crossing so leaded materials are not dislodged onto the train tracks.
Some farm equipment is uniquely designed for field work and does not transport well across farm-rail crossings.
Do not attempt a crossing with low-slung equipment that can become lodged on "humped" crossings.
When operating new farm machinery over farm-rail crossing for the first time, make sure that heavier and wider equpment can be safely moved over the crossing.
Some farm equpments transports toxic materials, including pesticides and fertilizers
Take extra care with nurse tanks containing anhydrous ammonia. Hitch pins can become dislodged when moving across rough farm-rail crossings.
Some farm equipment hauls heavy commodities, including bulk manure and grain.
Take extra care that farm tractors towing loaded bulk manure tanks will fully clear the crossing quickly and safely.
Take extra care with loaded grain wagons that could tip over if the wheels are not properly lined up with the crossing.
If for any reason you get stuck on the track, get out of the equipment and away from the track.
Check any signposts or signal housings at the crossing for emergency notification information, including a 1-800 emergency notification number.
Look for a U.S. Department of Transportation number (U.S. DOT), six digits plus a letter, that will help you identify the crossing location.
Immediately call the 1-800 emergency notification number, if available. If not, call 911 and provide the 911 dispatcher with the crossing location, the U.S. DOT number, if available, and all identifiable landmarks.

COMMUNITY POINTS OF INTEREST AS SPRING ARRIVES
*All dogs and cats within village boundaries are to be licensed by MAY 1st. Licenses available at the Village Office during regular business hours or by mailing required payment and shot documentation to Box 46, Mead.
*Dogs are not permitted to run at large within the community. There have been several cases already this spring of dogs running loose.
*Owners of all animals are responsible for the removal of any excreta deposited on public or private property. The owner is also responsible for the removal of any trash or garbage that is scattered or removed from its rightful place.
*No person, firm or organization shall abandon any vehicle within the village.
*All yards are to be maintained at all times. Grass and weeds shall be no taller than 12”. Owners are to cut and clear such real estate, together with 1/2 of the streets and alleys abutting their property. Grass is not to be mowed into the street.
*The owner or occupant of any lot or parcel of ground abutting or adjacent to any street or sidewalk over which there extends the branches of trees shall at all times keep the branches or limbs trimmed to the height of at least 14’.

Mead Community Group Healthy Family Tip of the Month
How do you feel about your children gambling? It's all around us these days with the Powerball Lottery, televised Texas Hold'em, organized pools to bet on football and basketball games, scratch cards, and online poker. At one time, Las Vegas and Atlantic City were a long ways from the midwest, but times have progressed and the internet/television has brought things into our lives that never used to be a worry. It is good for us to be aware of how this all affects our families.
Did you know that gambling is a highly risky behavior for youth, much like using drugs or alcohol and engaging in sexual activity. It is important that parents are aware of this and that they understand kids' brains are different from grown-ups. When children start engaging in high risk activities early, when their brains are still developing, they are prone to have lifelong addiction troubles.
So.......what do we do? Talk to our kids about gambling and your expectations. Be aware of your gambling habits and the habits of the adults around you. If you discover your child is gambling, be careful to not overreact. As with everything, communication is the best advice.

Board of Trustees Meeting Minutes
A regular meeting of the Board of Trustees was held March 13 at 6:00 p.m. at the Village Office. Answering Roll Call were Chairman Mayfield; Trustees Halbmaier, Miller, A. Raver and Wielage. Also present were Clerk Moline, Utility/Maintenance N. Raver and Police Chief Carlson. Guests present were Jody Weible, Jennie Grasiani, Justine Ewan, Tim Adams, Tim Hannan, Patty Knott, Wayne, Kim and Paul Thorson, and Andy Harpenau.
GUESTS: Jennie Grasiani requested a Special Designated Liquor License from Jeffrey Subbert for a fundraiser for “Relay for Life” on April 21 at the Community Bldg. Jodi Weible, Planning Commission Chair, presented information regarding cell towers. Tim Hannan requested electricity to the batting cage. The board agreed to share the $300-$400 estimated cost for installation with the Ball Assoc. Tim Adams, JEO Consulting, reported the process to construct a new well. Andy Harpenau, Gretna Sanitation, discussed an agreement with the village to remove yard waste from the dumpsite. Patty Knott expressed concern regarding water usage and water/sewer rates.
The board entered executive session at 7:02 p.m. to discuss real estate options for a well. The board returned to regular session at 7:19 p.m.
REPORTS: N. Raver reported repairs to the park restroom roof, sewer blockage at a residence and bids for tree removal at the park. Moline reported auto gun battery replacement and upcoming Clerk School. Carlson presented the monthly police report and log. The Planning Commission Report and Library Report were reviewed.
Action was taken to approve the SDLL for the “Relay for Life” fundraiser on April 21, supported Planning Commission recommendation that cell companies be required to hire a consultant to meet needs prior to approval of any building permit for a tower and signed an agreement with Gretna Sanitation for yard waste removal.
The Certificate of No Remonstances on Community Bldg. lease was presented. An ordinance and lease agreement will be acted on at the April 10 regarding the 99-year lease of the Community Bldg. to Mead Rural Fire District #8. Rate of pay for the Building Inspector was increased to $20.00 per inspection.
The board entered executive session at 8:05 p.m. for annual evaluations of the Police Chief and Custodian and to review a complaint. The board returned to regular session and adjourned at 8:20 p.m.

VILLAGE OF MEAD STORM WARNING PROCEDURES
The Wahoo Sheriff’s office will set off the firemen’s pagers if they receive a watch for this area. The fire siren will go up and down a few times. This is only to alert the fire department to be on the watch. It is also a good idea to keep tuned to a local TV channel / radio station if we are in a watch area.
If a funnel is actually spotted, they will blow a steady blast on the siren. This is your signal to take cover at once. For those residents or businesses without basements, go to the Alma Lutheran Church basement, 219 West 5th Street. A fireman will have the doors open if we are in a storm warning.

Green Acre Animal Clinic, Wahoo, will be present to administer pet vaccinations and the Village Clerk will be available to issue dog and cat licenses with proof of rabies vaccination and alteration. Available on the 14th will be vaccinations of rabies, distemper/parvo for dogs and rabies/distemper for cats. Products available to purchase will be Heartgard and Frontline for your pets. Blood tests for heartworm will also be available.
All dogs and cats within the village limits are required to be licensed by May 1. If you have any questions please contact the Village Office at 624-2495.
If you wish to license your pet other than this date, please come to the Village Office during regular office hours. You will be required to furnish proof of current rabies vaccination and alteration of your pet. If you wish to mail the paperwork and money to the office, please mail to Box 46. The tag and paperwork you furnished will be mailed to your address. Cost of the tags are $4.00 for altered dog or cat and $6.00 for intact animals.

Positive Single Parenting Tips
Parenting without a partner can be difficult. The good days are quite fulfilling while the bad days can seem overwhelming and lonely. Here are a few tips to help maintain your sanity, sense of humor and to keep your children intact (regardless of age or stage)!
*Remember you do not live alone – as tempting as it is at times to let the housework pile up and the dishes fill the sink, your children deserve a clean and orderly environment. If your child is old enough, give him/her age appropriate chores to help. Sorting the laundry by color may even be fun for a four year old and a six year old can clean their bedroom and make their own bed.
*Remember you are the adult – having a partner to vent to about work, friends and family is often helpful. Children are not always able to recognize venting for what it is, and it can make them feel anxious and insecure.
*Don't just give in – be careful about saying yes when you should be saying no or admitting defeat because you are too tired to argue. In the long run, your children will respect you more and you are teaching them to set boundaries.
*Schedule your time together – make it a priority to give individual attention to each of your children. Time is extremely precious and in the middle of trying to keep a household running, a job and your kids' schedules you may miss opportunities that won't happen if you don't set an appointment and write it on your calendar.
*Pay Attention – when you are tired and overwhelmed, the first thing to do is focus. It is very easy to drift through life on auto-pilot but you will miss some important life changes in your children if you are not careful. Be especially attentive to where you can give positive reinforcement and well-deserved accolades.

Mead Dump begins new seasonal hours on April 1st

Tree branches, weeds, leaves and grass clippings are the only items allowed. All items must be unbagged. The dump is open to Mead residents only, at a charge of $2.00 per load.
NEBRASKA OPERATION LIFESAVER
Millions taking the risk = Thousands Dying due to DISTRACTED DRIVING!
Carol Daley (Executive Director Nebraska Operation Lifesaver) and Deb Ashworth (Nebraska Operation Lifesaver Trainer/Presenter) attended a seminar on Distracted Driving in Lincoln, Nebraska on Thursday, February 16th hosted by the National Safety Council. The seminar was presented to Nebraska Senators to provide them data and ask for their commitment in writing legislature banning cell phone usage in Nebraska.
There are approximately 300 million people in the United States that are cell phone users, and the research shows that 81% of drivers admit to talking on their cell phones while driving, and approximately 25% admit to text messaging while driving.
The research shows that cell phone users are SIX times more likely to be involved in an automobile accident and that drivers who are using their cell phones have slower reaction time than compared to a driver who is under the influence. The principle reason for this is cognitive; conversations cause "inattention blindness" which basically is LOOKING but not SEEING! One study actually shows that people engaged in phone conversations see up to FIFTY PERCENT LESS than other drivers.
Multiple studies have shown that there is NO DIFFERENCE between hand-free and hand-held phones. "Inattention blindness" is the principle issue - it's not where your hands are - it's where your head is!
When adults have a passenger in the car, it is shown that they are actually another set of "eyes" and that a front seat passenger actually REDUCES the risk of a crash up to 38% compared to someone talking on their cell phones. Adults with passengers actually have fewer crash rates than adults without passengers. This is NOT true in research on teen driving! Reaction time of teens driving and talking on cell phones is reduced dramatically when they are distracted.
Cell phones are a MUCH higher risk distraction than if the driver is listening to radio or music, eating, drinking, and or talking to other passengers.
Here's some numbers from a Harvard Study:
Cell phone use while driving contributes to 6% or higher of crashes, which means that each year:

350,000 injuries,

Board of Trustees Meeting Minutes
A regular meeting of the Board of Trustees was held March 13 at 6:00 p.m. at the Village Office. Answering Roll Call were Chairman Mayfield; Trustees Halbmaier, Miller, A. Raver and Wielage. Also present were Clerk Moline, Utility/Maintenance N. Raver and Police Chief Carlson. Guests present were Jody Weible, Jennie Grasiani, Justine Ewan, Tim Adams, Tim Hannan, Patty Knott, Wayne, Kim and Paul Thorson, and Andy Harpenau.
GUESTS: Jennie Grasiani requested a Special Designated Liquor License from Jeffrey Subbert for a fundraiser for “Relay for Life” on April 21 at the Community Bldg. Jodi Weible, Planning Commission Chair, presented information regarding cell towers. Tim Hannan requested electricity to the batting cage. The board agreed to share the $300-$400 estimated cost for installation with the Ball Assoc. Tim Adams, JEO Consulting, reported the process to construct a new well. Andy Harpenau, Gretna Sanitation, discussed an agreement with the village to remove yard waste from the dumpsite. Patty Knott expressed concern regarding water usage and water/sewer rates.
The board entered executive session at 7:02 p.m. to discuss real estate options for a well. The board returned to regular session at 7:19 p.m.
REPORTS: N. Raver reported repairs to the park restroom roof, sewer blockage at a residence and bids for tree removal at the park. Moline reported auto gun battery replacement and upcoming Clerk School. Carlson presented the monthly police report and log. The Planning Commission Report and Library Report were reviewed.
Action was taken to approve the SDLL for the “Relay for Life” fundraiser on April 21, supported Planning Commission recommendation that cell companies be required to hire a consultant to meet needs prior to approval of any building permit for a tower and signed an agreement with Gretna Sanitation for yard waste removal.
The Certificate of No Remonstances on Community Bldg. lease was presented. An ordinance and lease agreement will be acted on at the April 10 regarding the 99-year lease of the Community Bldg. to Mead Rural Fire District #8. Rate of pay for the Building Inspector was increased to $20.00 per inspection.
The board entered executive session at 8:05 p.m. for annual evaluations of the Police Chief and Custodian and to review a complaint. The board returned to regular session and adjourned at 8:20 p.m.

VILLAGE OF MEAD STORM WARNING PROCEDURES
The Wahoo Sheriff’s office will set off the firemen’s pagers if they receive a watch for this area. The fire siren will go up and down a few times. This is only to alert the fire department to be on the watch. It is also a good idea to keep tuned to a local TV channel / radio station if we are in a watch area.
If a funnel is actually spotted, they will blow a steady blast on the siren. This is your signal to take cover at once. For those residents or businesses without basements, go to the Alma Lutheran Church basement, 219 West 5th Street. A fireman will have the doors open if we are in a storm warning.

Available on the 14th will be vaccinations of rabies, distemper/parvo for dogs and rabies/distemper for cats. Products available to purchase will be Heartgard and Frontline for your pets. Blood tests for heartworm will also be available.
All dogs and cats within the village limits are required to be licensed by May 1. If you have any questions please contact the Village Office at 624-2495.
If you wish to license your pet other than this date, please come to the Village Office during regular office hours. You will be required to furnish proof of current rabies vaccination and alteration of your pet. If you wish to mail the paperwork and money to the office, please mail to Box 46. The tag and paperwork you furnished will be mailed to your address. Cost of the tags are $4.00 for altered dog or cat and $6.00 for intact animals.

Positive Single Parenting Tips
Parenting without a partner can be difficult. The good days are quite fulfilling while the bad days can seem overwhelming and lonely. Here are a few tips to help maintain your sanity, sense of humor and to keep your children intact (regardless of age or stage)!
*Remember you do not live alone – as tempting as it is at times to let the housework pile up and the dishes fill the sink, your children deserve a clean and orderly environment. If your child is old enough, give him/her age appropriate chores to help. Sorting the laundry by color may even be fun for a four year old and a six year old can clean their bedroom and make their own bed.
*Remember you are the adult – having a partner to vent to about work, friends and family is often helpful. Children are not always able to recognize venting for what it is, and it can make them feel anxious and insecure.
*Don't just give in – be careful about saying yes when you should be saying no or admitting defeat because you are too tired to argue. In the long run, your children will respect you more and you are teaching them to set boundaries.
*Schedule your time together – make it a priority to give individual attention to each of your children. Time is extremely precious and in the middle of trying to keep a household running, a job and your kids' schedules you may miss opportunities that won't happen if you don't set an appointment and write it on your calendar.
*Pay Attention – when you are tired and overwhelmed, the first thing to do is focus. It is very easy to drift through life on auto-pilot but you will miss some important life changes in your children if you are not careful. Be especially attentive to where you can give positive reinforcement and well-deserved accolades.

NEBRASKA OPERATION LIFESAVER
Millions taking the risk = Thousands Dying due to DISTRACTED DRIVING!
Carol Daley (Executive Director Nebraska Operation Lifesaver) and Deb Ashworth (Nebraska Operation Lifesaver Trainer/Presenter) attended a seminar on Distracted Driving in Lincoln, Nebraska on Thursday, February 16th hosted by the National Safety Council. The seminar was presented to Nebraska Senators to provide them data and ask for their commitment in writing legislature banning cell phone usage in Nebraska.
There are approximately 300 million people in the United States that are cell phone users, and the research shows that 81% of drivers admit to talking on their cell phones while driving, and approximately 25% admit to text messaging while driving.
The research shows that cell phone users are SIX times more likely to be involved in an automobile accident and that drivers who are using their cell phones have slower reaction time than compared to a driver who is under the influence. The principle reason for this is cognitive; conversations cause "inattention blindness" which basically is LOOKING but not SEEING! One study actually shows that people engaged in phone conversations see up to FIFTY PERCENT LESS than other drivers.
Multiple studies have shown that there is NO DIFFERENCE between hand-free and hand-held phones. "Inattention blindness" is the principle issue - it's not where your hands are - it's where your head is!
When adults have a passenger in the car, it is shown that they are actually another set of "eyes" and that a front seat passenger actually REDUCES the risk of a crash up to 38% compared to someone talking on their cell phones. Adults with passengers actually have fewer crash rates than adults without passengers. This is NOT true in research on teen driving! Reaction time of teens driving and talking on cell phones is reduced dramatically when they are distracted.
Cell phones are a MUCH higher risk distraction than if the driver is listening to radio or music, eating, drinking, and or talking to other passengers.
Here's some numbers from a Harvard Study:
Cell phone use while driving contributes to 6% or higher of crashes, which means that each year:
650,000 crashes,
350,000 injuries,
15,000 serious injuries, and
3,000 deaths!

Water / Sewer Payments -
If you have a checking or savings account with the Bank of Mead and would like to have your water / sewer bill paid directly from that account, please stop in the Village Office to fill out a form to do so. The payment will be withdrawn on the 15th of the month.
Payments are also received in person to the village office, via mail, drop off at the Bank of Mead or deposit in the drop box located by the village office front door.

It appears the plastics section fills the large dumpster the quickest, so the dumpster will alleviate a charge for removal when only partially full.

Mead Community Group Healthy Family Tip of the Month
It's March so that means we've almost made it through winter, and it really has been a mild winter at that. Regardless, cabin fever could be setting in with the kids, especially if we get hit with some late storms. Here are some simple ideas to help you get through the next month or so with a happy family instead of a crabby family!
*Get the kids out of the house, whether it's outside, to the movies, zoo, or museum.
*Invite friends over. If kids can't get to your home, go pick them up and drop them off.
*Visit grandparents, aunts, uncles, or friends. Visiting someone else often brightens everyone's day – including your kids.
*If your children are young, spend time with them, nap with them, visit the library together. Read a book.
*Bake with your kids. Familyfun.com has great child-friendly recipes.
*Try a science experiment together. Check out kids-science-experiments.com.
*For the tweens, volunteer to drive your kids somewhere they want to go. Take a book or something with you to do if they want you nearby but not too close.
*Put boundaries on electronics, otherwise children this age will spend all their time on a computer, their cell phone, TV, etc.
*If your teen is older and works hard during school, give them downtime. Some are exhausted and want lots of sleep.
*Host a movie marathon at your home. Teens enjoy watching movies with their friends. Make snacks they enjoy.

VILLAGE BOARD MEETS ~
The Village of Mead Board of Trustees met February 14 at 6:00 p.m. at the Village Office. Present were Chairman Mayfield and Trustees Halbmaier, Miller, A. Raver and Wielage. Also present were Clerk Moline, Utility/Maintenance Supt. N. Raver and Police Chief Carlson. Guests present were John Trouba, Dave Henke, Tim Adams, Liv Novotny, Chris Dorner, Steve Kadavy and Linda Malik.
PUBLIC HEARING: A Public Hearing was held at 6:09 p.m. to hear the request of Chris Dorner, representing Southmost Drywall and Kuehl Bros. Partnership to replat lots 2 and 3, Frontier Industrial Park. The subdivision was approved with the adoption of Resolution 12-02. The hearing was adjourned at 6:12 p.m.
PUBLIC HEARING: A Public Hearing was held at 6:12 p.m. to address the One and Six Year Street Plan. Resolution 12-01, One and Six Year Street Plan was adopted. The hearing adjourned at 6:15 p.m.
SCHEDULED GUESTS: John Trouba, SENDD, reviewed financial resources available for water, wastewater and street projects. Action was taken to approve Chairman Mayfield and Clerk Moline as authorized signators for CDBG purposes.
Dave Henke and Tim Adams, JEO Consulting, discussed a proposed water project.
Linda Malik, inquired as to water / sewer rate for Malik Trucking. Billing will be at the residential rate.
UTILITIY / MAINTENANCE SUPT. REPORT: N. Raver reported on conversation with Sargent Drilling representative and Wellhead Protection signs. Water loss at a vacant property was discussed. Motion passed to place a lien on the property for the water loss.
LIBRARY REPORT: Library snapshot and 2/1 meeting agenda presented.
PLANNING COMMISSION REPORT: Minutes of the 1/23 Regular Meeting and 1/23 Public Hearing, Building Permit 12-02 and 2011 Building Permit Report were reviewed.
POLICE REPORT: The monthly report was reviewed. Discussed was an improper parking warning.
CLERK REPORT: Moline reported dates for the Pet Clinic, Garage Sale and Clean Up Day. Scholarship receipt for Clerk Institute was noted.
OLD BUSINESS: Resolution 12-03, Lease of the Community Building with Mead Rural Fire District was reviewed. Billing of commercial water and sewer rates, depot basement steps replacement and completion of the EMC Insurance review were discussed.
NEW BUSINESS: Action was taken to approve: Resolution 12-04, Special Designated Liquor License to Mead Fire Dept. on 6/15 and 6/16 during Mead Days at the park, Resolution 12-05, Special Designated Liquor License to Mead Fire Dept. on 6/17 during Mead Days at the Community Building and Special Permit to Mead Fire Dept. on 6/15 and 6/16 to close designated streets during Mead Days. Penny Couch was granted permission the use of village tables and chairs on 4/14 for a wedding reception at Woodcliff, Fremont. Annual review of Conditional Permits (Frontier Co-op - 2 and Andy’s Mobile Home Park) were discussed. The board agreed that if they felt the need to review the permits in the future, a request to do so will be presented. Intents for a transfer Permit to AltEn for a Waste Compost Facility was reviewed. Future economic development opportunities was noted.

If you have a checking or savings account with the Bank of Mead and would like to have your water / sewer bill paid directly from that account, please stop in the Village Office to fill out a form to do so. The payment will be withdrawn on the 15th of the month.
Payments are also received in person to the village office, via mail, drop off at the Bank of Mead or deposit in the drop box located by the village office front door.

Mead Community Group Healthy Family Tip of the Month
It's March so that means we've almost made it through winter, and it really has been a mild winter at that. Regardless, cabin fever could be setting in with the kids, especially if we get hit with some late storms. Here are some simple ideas to help you get through the next month or so with a happy family instead of a crabby family!
*Get the kids out of the house, whether it's outside, to the movies, zoo, or museum.
*Invite friends over. If kids can't get to your home, go pick them up and drop them off.
*Visit grandparents, aunts, uncles, or friends. Visiting someone else often brightens everyone's day – including your kids.
*If your children are young, spend time with them, nap with them, visit the library together. Read a book.
*Bake with your kids. Familyfun.com has great child-friendly recipes.
*Try a science experiment together. Check out kids-science-experiments.com.
*For the tweens, volunteer to drive your kids somewhere they want to go. Take a book or something with you to do if they want you nearby but not too close.
*Put boundaries on electronics, otherwise children this age will spend all their time on a computer, their cell phone, TV, etc.
*If your teen is older and works hard during school, give them downtime. Some are exhausted and want lots of sleep.
*Host a movie marathon at your home. Teens enjoy watching movies with their friends. Make snacks they enjoy.

VILLAGE BOARD MEETS ~
The Village of Mead Board of Trustees met February 14 at 6:00 p.m. at the Village Office. Present were Chairman Mayfield and Trustees Halbmaier, Miller, A. Raver and Wielage. Also present were Clerk Moline, Utility/Maintenance Supt. N. Raver and Police Chief Carlson. Guests present were John Trouba, Dave Henke, Tim Adams, Liv Novotny, Chris Dorner, Steve Kadavy and Linda Malik.
PUBLIC HEARING: A Public Hearing was held at 6:09 p.m. to hear the request of Chris Dorner, representing Southmost Drywall and Kuehl Bros. Partnership to replat lots 2 and 3, Frontier Industrial Park. The subdivision was approved with the adoption of Resolution 12-02. The hearing was adjourned at 6:12 p.m.
PUBLIC HEARING: A Public Hearing was held at 6:12 p.m. to address the One and Six Year Street Plan. Resolution 12-01, One and Six Year Street Plan was adopted. The hearing adjourned at 6:15 p.m.
SCHEDULED GUESTS: John Trouba, SENDD, reviewed financial resources available for water, wastewater and street projects. Action was taken to approve Chairman Mayfield and Clerk Moline as authorized signators for CDBG purposes.
Dave Henke and Tim Adams, JEO Consulting, discussed a proposed water project.
Linda Malik, inquired as to water / sewer rate for Malik Trucking. Billing will be at the residential rate.
UTILITIY / MAINTENANCE SUPT. REPORT: N. Raver reported on conversation with Sargent Drilling representative and Wellhead Protection signs. Water loss at a vacant property was discussed. Motion passed to place a lien on the property for the water loss.
LIBRARY REPORT: Library snapshot and 2/1 meeting agenda presented.
PLANNING COMMISSION REPORT: Minutes of the 1/23 Regular Meeting and 1/23 Public Hearing, Building Permit 12-02 and 2011 Building Permit Report were reviewed.
POLICE REPORT: The monthly report was reviewed. Discussed was an improper parking warning.
CLERK REPORT: Moline reported dates for the Pet Clinic, Garage Sale and Clean Up Day. Scholarship receipt for Clerk Institute was noted.
OLD BUSINESS: Resolution 12-03, Lease of the Community Building with Mead Rural Fire District was reviewed. Billing of commercial water and sewer rates, depot basement steps replacement and completion of the EMC Insurance review were discussed.
NEW BUSINESS: Action was taken to approve: Resolution 12-04, Special Designated Liquor License to Mead Fire Dept. on 6/15 and 6/16 during Mead Days at the park, Resolution 12-05, Special Designated Liquor License to Mead Fire Dept. on 6/17 during Mead Days at the Community Building and Special Permit to Mead Fire Dept. on 6/15 and 6/16 to close designated streets during Mead Days. Penny Couch was granted permission the use of village tables and chairs on 4/14 for a wedding reception at Woodcliff, Fremont. Annual review of Conditional Permits (Frontier Co-op - 2 and Andy’s Mobile Home Park) were discussed. The board agreed that if they felt the need to review the permits in the future, a request to do so will be presented. Intents for a transfer Permit to AltEn for a Waste Compost Facility was reviewed. Future economic development opportunities was noted.

The Board of Trustees met in a Special Meeting on Dec. 20 at 6:00 p.m. at the Village Office, along with members of the Planning Commission. Present were Chair Mayfield; Trustees Halbmaier, Raver & Wielage. Absent was Trustee Miller. Also present was Clerk Moline. Guests present were Steve Kadavy, Jay Hanson, Randy & Seth Robeson, Inez Rodriquez, Colleen Morrissey, Paul & Patty Knott, Jeff & Jennifer Getzschman, Melissa Konecky, Jody Weible, Dennis Berry, Rick Miller & Connie Schliffke.
Action was taken to approve a Drainage Project Agreement with Frontier Co-op relating to the construction of a fourth grain bin and approved construction of the bin. Wording to be placed in the Community Bldg. lease to the Mead Rural Fire Dist. was discussed.

NEW BUSINESS: Res. 12-03, 99 year lease agreement between the Village of Mead & Mead Rural Fire District #8 for the Community Bldg. was approved. Discussion was held on EMC Insurance inspection.
The board entered executive session at 8:05 p.m. for Clerk/Treasurer annual review. The board returned to regular session at 8:10 p.m. Clerk/Treasurer was awarded a $.75 per hr. wage increase.
The meeting was adjourned at 8:20 p.m.
Consideration of 99-Year Lease of Community Building to Mead Rural Fire Department
The Village of Mead and Mead Rural Fire Department #8 has signed a Resolution to allow the Fire Department to lease the land and Community Building/Fire Station with a 99-year lease. The lease rate is $1.00 per year. Option in the resolution call for the Village of Mead to pay half of the electricity, heat and property insurance to the Fire Department. The village will provide water and sewer services to the building. The village will be permitted to use the building at no cost for village events (elections, town hall meetings, Pet Clinic). The resolution will be published in the Wahoo Newspaper for three consecutive weeks, beginning January 26. Thirty days following the final publication if no remonstrance is received from the public, an Ordinance will be adopted to allow the lease. If you have questions or concerns regarding the lease, please contact a Trustee or the Village Office.
SNOW REMOVAL GUIDELINES
As winter weather approaches, Village Ord. 5-311 requires that following a snowfall of 2” or more, it shall be unlawful to park or stand any vehicle on any street within the congested district (Vine St. from 3rd St. to 5th St. and 4th St. from the alley adjacent to Blocks 24 and 33 to Vine St. and from alley adjacent to Blocks 25 and 32 to Vine St.), between the hours of 11:00 P.M. and 7:00 A.M. of the following day. All vehicles must be removed promptly from the designated “Snow Emergency Route” that is marked by signs.
On all other streets, parking shall be restricted to the north and west sides of the streets on even numbered days of the month and the south and east sides of the streets on odd numbered days of the month until the streets have been cleaned.
Village ordinance designates that all sidewalks shall be cleaned within 24 hours after the cessation of snow.
Snow Emergency Route
Snow Emergency Route within the Village of Mead is defined as Elm Street from Highway 92 to Eighth Street, Vine Street from First Street to Eighth Street, First Street from Elm Street to County Road 10, Fourth Street from Elm Street to County Road 10, and Eighth Street from Oak Street to County Road 10.
Signs are posted on the streets indicating they are designated as the Snow Emergency Route. Parking on these streets is not permitted during snow accumulation. No parking on side streets is also encouraged to aid in snow removal in a timely fashion.
BUILDING GUIDELINES for Village and one-mile extraterritorial residents . . .
Prior to beginning a construction or fencing project, please be aware that an APPLICATION FOR A BUILDING PERMIT must be approved by the Mead Planning Commission. Please complete the application and return it to the village office the Thursday prior to the meeting. When application is made, you will be placed on the Planning Commission agenda. The Planning Commission meets at 7:30 p.m. on the fourth Monday of the month, excluding December. You can pick up the application form at the Village Office, call and one will be mailed or emailed to you, or you can find a copy on the village website @ www.meadnebraska.net.
Construction items excluded are accessory buildings less than 150 sq. ft. and residential sidewalks and driveways. A fence is required prior to erecting a swimming pool, spa or hot tub. An application must also be approved by the Commission if you are planning to RELOCATE OR DEMOLISH A BUILDING.
If action is taken prior to the approval of the Building Permit, the fee will be doubled PLUS a penalty fee of $100.00.
You are also required to contact Digger’s Hotline prior to disturbing soil. The telephone number is 800-331-5666 or 811. A timeline must be followed to allow utilities to be located.

Mead Community Group Healthy Family Tip of the Month
Valentine's Day naturally makes us turn our thoughts to romance and relationships. As parents we play an important role in teaching our children how to have healthy relationships and develop social skills involved in conflict resolution and intimacy. Not only are parents vital, but relationships with siblings, peers, and other adults outside the family can be extremely beneficial in guiding and promoting social development.
Healthy relationships are about trust, honesty and compromise. When children do not form healthy skills, sometimes they find themselves in abusive relationships. This abuse can be physical, mental or emotional. The best time to talk about unhealthy relationships is before they start. By helping kids and teens develop healthy relationship skills early, they will have a better chance at positive interactions as they mature.
Here are some skills that you can work on with your children to help them develop and maintain healthy relationships:
Respect – showing consideration for the feelings and well being of the other person.
Anger Management – dealing with anger in positive, non-violent ways.
Problem Solving – knowing how to break problems down, find possible solutions, and consider the likely outcomes for each solution.
Negotiation and Compromise – turning problems into “win-win” situations in which each partner gets some of what he or she wants.
Assertiveness, Not Aggression – asking for what one wants clearly and respectfully, without threats, intimidation, or physical force. Assertive communication means respecting the rights of others, as well as your own rights.

BUILDING GUIDELINES for Village and one-mile extraterritorial residents . . .
Prior to beginning a construction or fencing project, please be aware that an APPLICATION FOR A BUILDING PERMIT must be approved by the Mead Planning Commission. Please complete the application and return it to the village office the Thursday prior to the meeting. When application is made, you will be placed on the Planning Commission agenda. The Planning Commission meets at 7:30 p.m. on the fourth Monday of the month, excluding December. You can pick up the application form at the Village Office, call and one will be mailed or emailed to you, or you can find a copy on the village website @ www.meadnebraska.net.
Construction items excluded are accessory buildings less than 150 sq. ft. and residential sidewalks and driveways. A fence is required prior to erecting a swimming pool, spa or hot tub. An application must also be approved by the Commission if you are planning to RELOCATE OR DEMOLISH A BUILDING.
If action is taken prior to the approval of the Building Permit, the fee will be doubled PLUS a penalty fee of $100.00.
You are also required to contact Digger’s Hotline prior to disturbing soil. The telephone number is 800-331-5666 or 811. A timeline must be followed to allow utilities to be located.

Mead Community Group Healthy Family Tip of the Month
Valentine's Day naturally makes us turn our thoughts to romance and relationships. As parents we play an important role in teaching our children how to have healthy relationships and develop social skills involved in conflict resolution and intimacy. Not only are parents vital, but relationships with siblings, peers, and other adults outside the family can be extremely beneficial in guiding and promoting social development.
Healthy relationships are about trust, honesty and compromise. When children do not form healthy skills, sometimes they find themselves in abusive relationships. This abuse can be physical, mental or emotional. The best time to talk about unhealthy relationships is before they start. By helping kids and teens develop healthy relationship skills early, they will have a better chance at positive interactions as they mature.
Here are some skills that you can work on with your children to help them develop and maintain healthy relationships:
Respect – showing consideration for the feelings and well being of the other person.
Anger Management – dealing with anger in positive, non-violent ways.
Problem Solving – knowing how to break problems down, find possible solutions, and consider the likely outcomes for each solution.
Negotiation and Compromise – turning problems into “win-win” situations in which each partner gets some of what he or she wants.
Assertiveness, Not Aggression – asking for what one wants clearly and respectfully, without threats, intimidation, or physical force. Assertive communication means respecting the rights of others, as well as your own rights.

VILLAGE OF MEAD BOARD OF TRUSTEES
The Village of Mead Board of Trustees met Dec. 13 at 6:07 p.m. at the Village Office. Present were Chair A. Raver, & Trustees Halbmaier, Mayfield, Miller & Wielage. Following nominations, Mayfield was elected Chairman. The following appointments were approved: Clerk/Treasurer-J. Moline, Utility/Maintenance Supt.-N. Raver, Police Chief-J. Carlson, Librarian-V. Kuhr, Attorney-L. Lindahl, Accountant-Ed Schroeder, Street Supt.-Julie Ogden, Engineer-JEO, Official Depository-Bank of Mead, Insurance Carrier-Inspro, 401k Administrator-Ameritas & Official Newspaper-Wahoo Newspaper. The method of posting of meetings was approved. Appointments were approved: Common Facility Board-Halbmaier & Miller; Board of Adjustments-Halbmaier, Mayfield, Miller, Wielage & Planning Commission Chair with A. Raver as alternate; Board of Health-Carlson, Mayfield & Mary Miller.
SPECIAL GUESTS: Street Supt. Ogden presented a cooperative agreement & contract with Frontier Co-op to study drainage issues resulting from the construction of grain bins. The cooperative agreement & contract were approved.
Wielage exited the meeting at 6:46 p.m.
Judy Rasmus presented an estimate to remove the tree west of her property that sits partially in the alley. The board will seek bids to top the tree.
Terry Miller addressed the board regarding vehicles obscuring vision by vehicles parked at Miller Apts. He agreed to close the two west stalls, paint horizontal parking stripes & visit with residents.
UTILITY/MAINTENANCE REPORT: Raver reported on bill from Sargent Drilling to test Well #92.
CLERK REPORT: Moline inquired whether the board wished membership in NE Statewide Arboretum & reported on Christmas Party, grants available for Community Bldg. & vacation request.
POLICE REPORT: Monthly report was presented. Discussion centered on vehicles parked on streets during snow removal.
PLANNING COMMISSION: The minutes of the 11/28 meeting were presented as well as Bldg. Permits issued. The board approved permits for Frontier Co-op to demolish a fertilizer plant & construct a fertilizer plant. Discussion was held on a permit application from Frontier Co-op to place a grain bin on site. Residents of Hannan Subdivision expressed their concerns with drainage. A special meeting will be held Dec. 20 at 6:00 p.m. with Planning Commission members present.
LIBRARY REPORT: No paperwork submitted.
UNSCHEDULED GUEST: Andy Carritt expressed concern with closing the alley west of his property. The board indicated they have no plans to do so at this time.
OLD BUSINESS: A 100-year, $1.00 per year lease to Mead Rural Fire Dept. for the Community Bldg. was approved.
NEW BUSINESS: Action was taken to approve the Wastewater Facility Plan from JEO, heat pump installation request from Michael & Tracy Lihs & first reading of Ord. 618, Water Rates & Ord. 619, Sewer Rates. Three readings were waived of Ord. 620, Replacement Cost of Meter after First Replacement by the Village & Ord. 621, Shut off of Meter if Homeowner Does Not Comply with Backlflow Survey Requirements. Ord. 620 & Ord. 621 were adopted.
It was reported Todd Valley Equipment purchased two tables for the Community Bldg.
The annual review of Librarian took place.
The meeting was adjourned at 8:23 p.m.

A Public Hearing was held at 6:07 p.m. on Dec. 13 at the Village Office. John Trouba, SENDD, presented an update on the Water, Wastewater & Street Studies using CDBG funding.

SNOW REMOVAL GUIDELINES
As winter weather approaches, Village Ord. 5-311 requires that following a snowfall of 2” or more, it shall be unlawful to park or stand any vehicle on any street within the congested district (Vine St. from 3rd St. to 5th St. and 4th St. from the alley adjacent to Blocks 24 and 33 to Vine St. and from alley adjacent to Blocks 25 and 32 to Vine St.), between the hours of 11:00 P.M. and 7:00 A.M. of the following day. All vehicles must be removed promptly from the designated “Snow Emergency Route” that is marked by signs.
On all other streets, parking shall be restricted to the north and west sides of the streets on even numbered days of the month and the south and east sides of the streets on odd numbered days of the month until the streets have been cleaned.
Village ordinance designates that all sidewalks shall be cleaned within 24 hours after the cessation of snow.
Snow Emergency Route
Snow Emergency Route within the Village of Mead is defined as Elm Street from Highway 92 to Eighth Street, Vine Street from First Street to Eighth Street, First Street from Elm Street to County Road 10, Fourth Street from Elm Street to County Road 10, and Eighth Street from Oak Street to County Road 10.
Signs are posted on the streets indicating they are designated as the Snow Emergency Route. Parking on these streets is not permitted during snow accumulation. No parking on side streets is also encouraged to aid in snow removal in a timely fashion.
Mead Community Group Healthy Family Tip of the Month
January is National Mentoring Month. We hear a lot of talk about mentoring these days and the importance of our children having other supportive adults in their lives, but what is a mentor and what are their roles and responsibilities.
Simply put, Mentors are people who have life experience they want to share by spending time with a special person. Young children and adolescents can have mentors, some adults even have mentors who are younger than them! Having a mentor gives you a chance to learn and do a lot of new things. It is definitely a win-win arrangement for all involved parties. Here are some additional mentor tips:
A Mentor Can Be:
A friend – mentors and mentees do fun things together, help each other , and are honest with each other.
A role model – mentors set good examples of how to live.
A listener you can trust – mentors are there to support you and help you when needed.
A person who is proud of you - mentors, over time, see you grown and change.
A Mentor is Not:
A mentor to your family
A social worker or doctor – your life is complicated, everyone's is. Your mentor can help you get in touch with other people in your community who can support and help you.
A fixer – your mentor is not trying to change you or make you “better.”
An ATM machine – mentors are there to give time, support and friendship, not money or material things.
What Mentees can do:
Give your mentor a chance
Show your appreciation
Be open to new experiences
Share what you know and communicate.

The Village of Mead Board of Trustees met November 8 at 6:00 p.m. at the Village Office. Present were Chairperson A. Raver; Trustees Halbmaier, Mayfield and Wielage. Absent was Trustee Miller. Also present were Clerk Moline, Supt. N. Raver and Police Chief Carlson. Guests present were Ed Schroeder, Dallas Vogt and John Trouba.
SCHEDULED GUESTS: Village Accountant, Ed Schroeder, presented the 10/1/10 through 9/30/11 Financial Report. John Trouba, SENDD, reported future Fair Housing information from businesses and project funding. A Public Hearing will be scheduled for 12/13 to address grant funding and projects.
SUPT. REPORT: N. Raver requested John Haag remain as main operator at the wastewater plant. Gil Frey requested 1/2 payment for attendance at backflow training. He is to submit a claim prior to approval.
CLERK REPORT: Moline reported USDA presented funding information at Three Rivers Clerks meeting she attended and Clerk Academy dates.
POLICE REPORT: Carlson presented the monthly police report and nuisance on a property.
PLANNING COMMISSION REPORT: Minutes of the 10/24 regular meeting and permits were reviewed. Action was taken to approve Demolition Permit 11-14 to Frontier Co-op to demolish cement block building and surrounding concrete located at 1551 Co Rd 11.
LIBRARY REPORT: Minutes of the 9/7 meeting were reviewed.
OLD BUSINESS: Discussion was held on request for tree removal in an alley, Senior Diner Program, 11/15 meeting with the officers of the Mead Fire Dept. and Mead Rural Fire Board to discuss the Community Bldg. and drainage concerns along Elm St., Frontier Co-op and Hannan Subdivision.
NEW BUSINESS: Action was taken to approve John Haag as main operator and Nick Raver as back-up operator at the wastewater plant and Nick Raver as main operator and Gil Frey as back-up operator at the water plant; approved $100.00 to Nebraska Rural Water Equipment Fund for services rendered with water and wastewater issues and authorized Windstream to bury a cable south of Frontier grain bins.
Items to be placed on the 12/13 meeting: increase in water / sewer rates with separate rates to non-residents; additional charge for water meters if replaced more than one time and right to turn-off water if backflow surveys are not returned as indicted.
The board entered executive session at 8:28 p.m. for annual review of the Utilities / Maintenance Supt. and Dumpmaster.
A. Raver exited the meeting at 8:43 p.m.
The board returned to regular session at 8:43 p.m.
Action was taken to approve a 10% raise, $1.53 per hour increase to the Utilities/ Maintenance Supt.

SNOW REMOVAL GUIDELINES
As winter weather approaches, Village Ord. 5-311 requires that following a snowfall of 2” or more, it shall be unlawful to park or stand any vehicle on any street within the congested district (Vine St. from 3rd St. to 5th St. and 4th St. from the alley adjacent to Blocks 24 and 33 to Vine St. and from alley adjacent to Blocks 25 and 32 to Vine St.), between the hours of 11:00 P.M. and 7:00 A.M. of the following day. All vehicles must be removed promptly from the designated “Snow Emergency Route” that is marked by signs.
On all other streets, parking shall be restricted to the north and west sides of the streets on even numbered days of the month and the south and east sides of the streets on odd numbered days of the month until the streets have been cleaned.
Village ordinance also designates that all sidewalks shall be cleaned within 24 hours after the cessation of snow.

Snow Emergency Route within the Village of Mead is defined as Elm Street from Highway 92 to Eighth Street, Vine Street from First Street to Eighth Street, First Street from Elm Street to County Road 10, Fourth Street from Elm Street to County Road 10, and Eighth Street from Oak Street to County Road 10.
Signs are posted on the streets indicating they are designated as the Snow Emergency Route. Parking on these streets is not permitted during snow accumulation. No parking on side streets is also encouraged to aid in snow removal in a timely fashion.

Santa Claus will be making his annual stop in Mead on Wednesday, December 21. He will stop at Mead Elementary School at 8:30 a.m. and PreSchool at 9:30 a.m. From there he will come to the Mead Library to greet youngsters from 10:00 a.m. until 11:00 a.m.
BASKETBALL BEGINS
Good luck to Mead Jr.-Sr. High School basketball teams as they begin their seasons. Varsity and Junior Varsity games begin Friday, December 2 vs Johnson County. The Junior High boys began their season on Saturday, November 19 in the Mead JH Tournament . The Junior High girls have their first game vs Cedar Bluffs on Monday, January 19. GOOD LUCK, GO RAIDERS!

The Village of Mead Board of Trustees is proposing the following increase in water and sewer rates. As you may be aware, the village has undertaken a Water Study and Wastewater Study through the use of CDBG funding. Results of the studies will be presented to the public in the near future as to future infrastructure improvements. As reported by our accountant on the Financial Report approved for fiscal year October 1, 2010 through September 30, 2011, we have a $20,000.00 loss in water / sewer for the year. Water and sewer have shown losses for several years due to rates not supporting expenses in these funds.
CURRENT RATES:
Water – 5/8” – ¾” meter $12.00 per month
1” meter single dwelling $12.00 per month
1” meter multi-family dwelling $22.00 per month
1 ½” or larger meter $42.00 per month
For all use of water, all water consumers shall pay a metered rate of $1.25 per thousand gallons.
Sewer – 5/8” – ¾” meter $16.00 per month
1” meter $26.00 per month
1 ½” or larger meter $46.00 per month
Volume rate charge: $.75 per 1,000-gallons/per month based on previous month’s average of December, January and February, effective annually on April 1.

A Special Meeting of the Board of Trustees was held Sept. 21, 2011 at 6:30 p.m. at the Community Bldg. Present were Chair A. Raver; Trustees Halbmaier, Mayfield, Miller and Wielage. Also present was Clerk Moline. Guests present were Julie Ogden and Jake Vasa, representing JEO Consulting and Dennis and Kathy Berry.
Raver stated the purpose of the meeting was to hear results of the Street Study. Julie Ogden, Street Supt., presented the final report on the condition of streets, recommendations for improvements and drainage issues.
The meeting was adjourned at 7:05 p.m.

Raver stated the purpose for the meeting was to discuss drainage concerns of the southeast stormsewer into a drainage ditch on Hannan Subdivision. Action was taken to direct Clerk to address letters to property owners asking that they attend the Oct. 11 Regular Meeting to discuss the concern.

Also present were Clerk Moline, Maintenance Supt. N. Raver and Police Chief Carlson. Guests present were Dave Henke, Tim Adams, Judy Rasmus, Colleen Morrissey, Paul and Patty Knott, John and Mary Knott, Jeff and Jennifer Getzschman and Cathleen Bohaty.
SCHEDULED GUESTS: Tim Adams, JEO Consulting Group, presented the final report on the Wastewater Study.
Judy Rasmus requested removal or topping of three trees located in the alley by her residence.
Residents of Hannan Subdivision and Cathleen Bohaty were in attendance upon a request by the board to discuss the drainage issue on their properties. The board asked that they consider easements to allow proper maintenance on the natural flow line for water drainage. Concerns were expressed. The board will provide plan description of how the flow line will be improved.
REPORTS: Maintenance - N. Raver reported maintenance needs at the wellhouse and wastewater facility, UNL research on a small drinking water system and clearance to return to work. Clerk - Moline reported on attendance at a meeting of the County Supervisors to discuss Senior Dinners. Approval was granted for Moline to conduct a survey to see if patrons from Mead are interested in such program. The Christmas Dinner will be held at Starbust in January. Planning Commission - The minutes of the Sept. 26 meeting and Building Permits issued were reviewed. Library - The minutes of the Oct. 5 meeting were presented.
Action was taken to approve the Wastewater Study, appoint Gil Frey as Main Operator and N. Raver as Back-up Operator at the Wastewater facility; address letter to two residents requesting corrections of objects hindering the flow of water on their properties; Res. 11-12, Loan from the Bank of Mead for $16,400.96 for a 2011 Ford Pickup, snowplow hitch and grapple; and Res. 11-13, Special Designated Liquor License to C & J Country Store for a party at the Community Building on Nov. 5. Discussion was held on Community Bldg. improvements, drainage along Elm Street and proposed landfill.
The board entered executive session at 8:56 p.m. for Library Aide evaluation. The board returned to regular session at 8:58 p.m. Action was approved to increase wage of Library Aide, Pat Miller by $.50 per hour.

Celebrating Holidays and Special Occasions
November traditionally marks the beginning of the extended holiday season with Thanksgiving. Holidays and special occasions, when they work well, bring families closer together. Even celebrations that aren't perfect can be transformed into ones that mean a lot to family members.
Families that celebrate holidays and special occasions are more likely to raise children who have a strong sense of identity, are healthy, have close ties to family members, and succeed in school. Holidays bring family members together as they look forward to, plan, and work together to create the celebration.
One of the most dangerous threats to a family's fabric is the cancellation of a holiday or celebration because of family tension, trauma, or loss. Life isn't always easy, family members don't always behave appropriately, divorce happens, and loved ones die. The normal reaction is to distant ourselves, but it's important to come together regardless of how difficult it is. Holidays and special occasions are good times to try to put differences behind you and remember that, no matter what you disagree on, you're still a family.
Your family can celebrate whatever holiday or special occasion you find important. That may be Thanksgiving, birthdays or adoption days, special days that revolve around religious traditions, or times that celebrate our military. What matters is celebrating holidays that mean a lot to your family through the generations.

SNOW REMOVAL GUIDELINES
As winter weather approaches, Village Ord. 5-311 requires that following a snowfall of 2” or more, it shall be unlawful to park or stand any vehicle on any street within the congested district (Vine St. from 3rd St. to 5th St. and 4th St. from the alley adjacent to Blocks 24 and 33 to Vine St. and from alley adjacent to Blocks 25 and 32 to Vine St.), between the hours of 11:00 P.M. and 7:00 A.M. of the following day. All vehicles must be removed promptly from the designated “Snow Emergency Route” that is marked by signs.
On all other streets, parking shall be restricted to the north and west sides of the streets on even numbered days of the month and the south and east sides of the streets on odd numbered days of the month until the streets have been cleaned.
Village ordinance also designates that all sidewalks shall be cleaned
within 24 hours after the cessation of snow.
Snow Emergency Route
Snow Emergency Route within the Village of Mead is defined as Elm Street from Highway 92 to Eighth Street, Vine Street from First Street to Eighth Street, First Street from Elm Street to County Road 10, Fourth Street from Elm Street to County Road 10, and Eighth Street from Oak Street to County Road 10.
Signs are posted on the streets indicating they are designated as the Snow Emergency Route. Parking on these streets is not permitted during snow accumulation. No parking on side streets is also encouraged to aid in snow removal in a timely fashion.
WINTER DUMP HOURS
Dump hours are changing for the winter months effective November 1 through March 31. The dump will be open on the FIRST SATURDAY OF THE MONTH ONLY FROM 8:00 A.M. - 12:00 P.M.
The dump is open to residents only with a fee of $2.00 per load.
The Village Office will be closed
November 24 & 25 for Thanksgiving

SAFETY INFORMATION FROM UNION PACIFIC RAILROAD -
Emergency Notification System – (ENS) DOT
Nebraska has had incidents where someone is stuck on the Railroad tracks. If this happens to you there are procedures that must be followed to save your life and vehicle.
• Look for a railroad emergency telephone number and a Department of Transportation (DOT) crossing identification number posted at the crossing.
• All crossings are identified with a unique DOT number that consists of six (6) digits followed by a letter. This DOT number should be given when calling the emergency number to identify your location and report the problem or emergency – it’s like the crossing address.
• These numbers may be posted on the cross buck post, signal post, or silver signal control building (bungalow).
• Call the emergency number if your car becomes stalled, or stuck on the tracks for any reason, or if the lights and gates are not operating properly.
• This also includes reporting automatic warning devices that are malfunctioning, sight obstructions at the crossing, and other safety information.
• If you cannot locate the emergency number, call 911 or local law enforcement to report a stalled vehicle or signals that are malfunctioning.
Law Enforcement – Call the emergency telephone number posted at the crossing to report an incident. Advise your dispatch or communications center of the incident location. Remember that train crews and motor vehicle drivers don’t use the same geographical references to describe the location.

VILLAGE OF MEAD BOARD OF TRUSTEES
A Special Meeting of the Board of Trustees was held Sept. 21, 2011 at 6:30 p.m. at the Community Bldg. Present were Chair A. Raver; Trustees Halbmaier, Mayfield, Miller and Wielage. Also present was Clerk Moline. Guests present were Julie Ogden and Jake Vasa, representing JEO Consulting and Dennis and Kathy Berry.
Raver stated the purpose of the meeting was to hear results of the Street Study. Julie Ogden, Street Supt., presented the final report on the condition of streets, recommendations for improvements and drainage issues.
The meeting was adjourned at 7:05 p.m.
The Village of Mead Board of Trustees met in Regular Session on Sept. 28, 2011 at 6:00 p.m. at the Village Office. Present were Chair A. Raver; Trustees Halbmaier, Mayfield and Wielage. Absent was Miller.
Raver stated the purpose for the meeting was to discuss drainage concerns of the southeast stormsewer into a drainage ditch on Hannan Subdivision. Action was taken to direct Clerk to address letters to property owners asking that they attend the Oct. 11 Regular Meeting to discuss the concern.
The meeting adjourned at 7:05 p.m.

Guests present were Dave Henke, Tim Adams, Judy Rasmus, Colleen Morrissey, Paul and Patty Knott, John and Mary Knott, Jeff and Jennifer Getzschman and Cathleen Bohaty.
SCHEDULED GUESTS: Tim Adams, JEO Consulting Group, presented the final report on the Wastewater Study.
Judy Rasmus requested removal or topping of three trees located in the alley by her residence.
Residents of Hannan Subdivision and Cathleen Bohaty were in attendance upon a request by the board to discuss the drainage issue on their properties. The board asked that they consider easements to allow proper maintenance on the natural flow line for water drainage. Concerns were expressed. The board will provide plan description of how the flow line will be improved.
REPORTS: Maintenance - N. Raver reported maintenance needs at the wellhouse and wastewater facility, UNL research on a small drinking water system and clearance to return to work.
