Village of Mead Board of Trustees
The Board of Trustees held a Special Meeting on August 28 at 9:30 a.m. at the Village Office. Present were Chairperson Howell; Trustees Feldhaus, Halbmaier, Raver and Swanson. Also present were Clerk Moline and Maintenance/Utilities Supt. Walling.
Action was taken to approve the waiving of three readings of Ord. No. 591 and approval of the ordinance for the purchase of Quonset #10, located at Konecky Bin Site for $23,000.00 from Rob LaCroix. All voted yes, other than Swanson voting no. No action was taken on a request by the Planning Commission regarding requirement to seek a Conditional Use Permit by resident.
Moline reported on the Community Survey. Discussion items were spraying mosquitoes, street conditions and leak at the Community Building roof.
The meeting was adjourned at 10:10 a.m.

Also present were Clerk Moline, Maintenance/Utilities Supt. Walling and Police Chief Carlson. Guests present were Steve Mayfield, Shane Mapes, Andrea Elworth, Chris Kavan and Bill Thorson.
The board entered hearings (3) at 6:02 p.m., returning at 6:35 p.m.
GUESTS: Chris Kavan submitted his resignation as Dumpmaster. After discussion, he agreed to extend his employment throughout the winter months. The new policy will be that residents may contact him to open the dump on the first Saturday of the month ONLY from 10:00 a.m. - 2:00 p.m.
Steve Mayfield, Planning Commission Chair, addressed zoning ordinance violations.
REPORTS:
Police Chief Carlson presented the monthly report and yard concern.
Maintenance/Utilities Supt. Walling reported windows and doors are here, work continues along N. Elm Street and upcoming water classes.
Clerk Moline reported a delinquent water / sewer account, LARM Health Ins. Plan, training session and upcoming County Economic Development meeting scheduled.
Action was taken to approve insurance bid from Inspro Insurance for $12,997.00 for 10/1/09 9/30/10. Terry Miller reported that he is investigating a grant from Home Depot for Community Building improvements and notification of first step approval for the siren grant.
Discussion was held on OPPD rate change for concession building meter, seeking bids for installation of doors and windows at the Community Building, future repairs of concrete sinking in streets, unemployment claim, terminate sign permit, water and sewer rate survey and median upkeep.
The meeting adjourned at 8:06 p.m.
A Budget Hearing was called to order at 6:02 p.m. on September 8, 2009 at the Village Office. Answering roll call were Chairman Howell; Trustees Feldhaus, Halbmaier, Raver and Swanson.
Action was taken to adopt the 10/1/09 –9/30/10 budget, an additional 1% increase, and Resolution 09-12, Final Tax Levy of 23.9996 cents per one hundred dollars of actual valuation.
A Public Hearing was held on September 8, 2009 at the Village Office. The hearing was called to order at 6:05 p.m. Present were Chairman Howell; Trustees Feldhaus, Halbmaier, Raver and Swanson.
Howell reported the purpose of the hearing was to consider a recommendation of a Class C Liquor License Application from Mapeworth LLC dba Fly’n Pig Pub.
Shane Mapes presented his intentions for operating the pub.
Concerns were expressed by Police Chief Carlson and members of the board.
Action was taken to recommend approval for a Liquor License to Mapeworth LLC dba Fly’n Pig Pub to the Nebraska Liquor Control Commission.
The hearing adjourned at 6:25 p.m.

BOARD OF ADJUSTMENT MEETS
A Board of Adjustment Hearing was called to order at 6:25 p.m. on September 8, 2009 at the Village Office. Answering roll call were Chairman Howell; Members Feldhaus, Halbmaier, Mayfield and Raver.
Howell indicated the purpose of the hearing was to address an application for a variance from William Thorson.
Action was taken to approve Resolution 09-13, Variance Request for the rear yard depth from William Thorson to construct a deck and patio room.
The hearing was adjourned at 6:35 p.m.

The Mead Fire Department is sponsoring their annual costume party on Saturday, October 31 at the Mead Community Building / Fire Hall. The event starts at 6:00 p.m. with judging of costumes at approximately 6:30 p.m. Costume judging is for all ages. Free hot dogs and hot chocolate will be served.

NEW WINTER DUMP HOURS
The procedure to use the dump during the winter months has changed. November 1 through April 30, the dump will be available by contacting Chris at 402-624-2494 on the FIRST SATURDAY OF THE MONTH ONLY FROM 10:00 A.M. - 2:00 P.M. Please contact Chris during this time frame ONLY and he will come and unlock the dump gate. Chris has taken a new job and is working with us to offer Mead residents the opportunity to dump during these months.
The Village of Mead is looking for a new dumpmaster. The job will be available in the spring of 2010. If you are interested, please contact the village office for an application.
Mead Community Group Healthy Family Tip of the Month
It’s Football Season and that means gathering together to enjoy good food, fellowship, and a few drinks (yes, we’re talking alcohol!) Can this be done safely? You bet! Consider some of the following tips when planning to host your next party and you will be providing a healthy role-model for the younger members of your family and doing your part to ensure guests will enjoy their time with you.
*Serve food throughout the party and make sure there is enough for all guests. Food in the stomach slows the absorption of alcohol into the bloodstream and it also fills a person up so he is less likely to drink as much.
*Provide a wide variety of non-alcoholic drinks (water, soft drinks, fruit juice, coffee, tea, etc.) as well as lower alcohol-content drinks and use smaller glasses to serve alcoholic beverages. In addition, premix any mixed drinks to ensure a limited alcohol content.
*Consider the layout of the party. Keep the bar or alcohol away from the entrance and areas where people congregate. Make sure the food is easily accessible.
*Provide activities to give guests something to focus on besides drinking.
*Serve sweet dessert-style snacks an hour before the end of the party and stop serving alcohol. Keep in mind, time is the only thing that sobers a person; coffee and cold showers are a myth.

Village of Mead Board of Trustees
A Budget Workshop was held Aug. 6 at 1:30 pm at the Village Office. Present were Trustees Feldhaus, Halbmaier, Howell, Raver & Swanson. Also present were Clerk Moline & Librarian Kuhr. Guest present was Accountant Ed Schroeder.
Schroeder lead the review of the 10/1/09-9/30/10 budget.
The workshop was adjourned at 2:45 pm.
A Board of Trustees regular meeting was held Aug. 11 at 6:00 pm at the Village Office. Answering roll call were Chairman Howell, Trustees Feldhaus, Halbmaier, Raver & Swanson. Also present were Clerk Moline, Utilities/Maintenance Supt. Walling & Police Chief Carlson. Guests present were Mark Rezac, Jeff Clymer & Mike Chvatal. Several community members were present.
Mark Rezac, Prague Ins. Group & Jeff Clymer, Ball Ins., presented an insurance proposal for the 10/1/09 - 9/30/10 year. Mike Chvatal, representing Inspro Ins., presented a proposal for the same time period.
Several members of the community voiced concerns. Concerns being: sale of the quonset, plans for future purchase or construction of a maintenance garage, current plan for equipment storage, water and sewer plant issues, drainage project, door and window replacement at the Community Building and hydrant replacement.
Action was taken to approve third reading and adoption of Ord. No. 589, Off Road Vehicles, payment of $600.00 quonset rent to Rob La Croix less $99.00 village charge for prepaid rent to Konecky Trust in September, 2008 and sale of water to US Asphalt, Omaha at $5.00 per truck load during highway construction. Swanson voted no on the La Croix payment and Halbmaier and Feldhaus voted no on US Asphalt request.
The meeting was adjourned at 8:55 p.m.

Central Invite on September 4 and Football begins their season away against Lyons-Decatur N.E. on September 4. Junior Varsity start dates are as follows: Softball begins August 27 at Logan View, Volleyball on September 1 at Syracuse and Football September 8 vs Omaha Christian Academy at home.
Game schedules for fall sports are posted at various Mead businesses.

A Special Meeting of the Board of Trustees was held August 17 at 6:00 p.m. Present were Chairman Howell and Trustees Feldhaus, Halbmaier, Raver and Swanson. Also present were Clerk Moline and Utility/Maintenance Supt. Walling. Guests present were Steve Mayfield, Mike Coyle, Dennis Berry, Terral Brabec, George Robertson, Rick Weilage, Rod Wimer and Doug Patocka.
Discussion was held on the purchase or construction of a maintenance building. Action was taken to approve the purchase of a quonset from Rob LaCroix dba RK Recreational Storage at a cost of $23,000.00, if one is available.
The meeting was adjourned at 6:48 p.m.
Mead Community Group Healthy Family Tip of the Month
“Pharming” parties are a relatively new trend to hit the adolescent scene and unfortunately, they have nothing to do with agriculture.
At one time, youth would raid their parents’ liquor cabinets to get high. Now, they are hitting the medicine cabinet. According to the National Center on Addiction and Substance Abuse at Columbia University, 2.3 million kids age 12 - 17 take legal prescription drugs illegally every year.
The term “Pharming Party” refers to a gathering where the youth bring together whatever pharmaceuticals they can obtain and take random handfuls of drugs. Often, these are dangerously combined with alcohol. The effects can be fatal.
Be sure to talk with your kids about the dangers of drug abuse and your expectations for them. Also, monitor your medicine cabinet and keep medications locked and out of the reach of kids and teens.

Please be aware that all Peddlers are required by Village Ordinance to obtain a Peddler’s Permit from the Village Office.
Please notify the police department or village office if a peddler cannot produce a permit obtained from the Village of Mead.
School and church fundraising sales do not require the peddler’s permit.
Thank you to everyone who supported the Yutan Senior Legion Baseball team this summer. Yutan claimed the Class “C” State Championship on July 28th. Team members from Mead were Bob Hartgrave, Eric Johnson, Jordan Moline and Nate Raver.
NO DUMPING IS ALLOWED IN THE DUMPSTERS LOCATED BEHIND THE COMMUNITY BUILDING. THERE IS A DUMPSTER FOR PUBLIC DISPOSAL OF CARDBOARD ONLY AND RECYCLING BINS.

Where did the summer go?? I blinked and school has started.
Book Clubs - Do you belong to a book club? I have access to book bundles (of the same title) for Book Clubs. Please let me know if you are interested and I will give you the titles that are currently offered.
Summer Reading - This program was not well attended but Pat and I enjoyed the few that came for crafts. We even let them use glitter!!! This is a worthwhile program and needs the support of parents to encourage children to participate. Our budget is not large enough to justify a program that is costly but if the numbers improve, these programs can be added.
Library Services - The Library offers computer access (we encourage users to have a library card from a library in Saunders County), newest adult fiction and non fiction, a great selection of juvenile materials, a young adult section, reference material, language (French, German and Swedish) books, copy machine, laminating machine, Accu-Cut machine (this is a machine that makes cut outs), free magazines and we are always ready to answer questions if we are able.

Horses and Pancakes Arrive September 24
River City Round Up riders will be arriving in Mead on Friday morning, September 25. A pancake breakfast will be served at Benal’s Shop, 221 W. Second St. The Pancake Man will be flipping pancakes.
This event is open to the public at a minimal cost. The event is hosted by Dale and Marilyn Benal and assisted by friends.

Horses and Pancakes Arrive September 24
River City Round Up riders will be arriving in Mead on Friday morning, September 25. A pancake breakfast will be served at Benal’s Shop, 221 W. Second St. The Pancake Man will be flipping pancakes.
This event is open to the public at a minimal cost. The event is hosted by Dale and Marilyn Benal and assisted by friends.

VILLAGE OF MEAD BOARD OF TRUSTEES
A regular meeting of the Board of Trustees was held July 14 at 6:00 p.m. Present were Chairman Howell, Trustees Feldhaus, Halbmaier, Raver and Swanson. Also present were Clerk Moline and Police Chief Carlson. Guests were Mike Coyle, John Trouba and Karen La Croix.
The board entered executive session at 6:12 p.m. to discuss a personnel issue. The board returned to regular session at 6:30 p.m.
Mr. Trouba reported on the Community Surveys for SENDD. La Croix addressed LB307, inquiring why golf carts may be allowed and not all motorized vehicles which include ATV’s.
Action was taken to approve transfer of General and Water Funds to CD’s, shelter license to temporarily house dogs found running at large, heard second reading of Ord. 590 Off-Road Vehicles, rescind motion made last month to purchase $100,000.00 10-year term life insurance policy for Walling, and approved purchase of $50,000.00 10-year term life insurance policy for Walling. A Mead School Championship Team sign was approved for $400.00 with Mead Schools to contribute $150.00 toward the $400.00. Waiving of three readings and adopting of Ord. 590 C & L Water / Sewer Rates took place. Crystal Hass was hired as custodian at $8.50 per hour.
The meeting was adjourned at 7:45 p.m.
COMMUNITY SURVEYS ARE DUE . . .
Thank you to all who have taken the time to complete their Community Survey. It is imperative that all residents complete their survey in a timely fashion as the village is seeking grant funding for various projects if we should qualify. All income questions should be completed honestly as this is the measure by how we would qualify for grant funding. This is your town and any funding available should be applied for to improve our town.
If you have not completed your survey, please contact June at the Village Office, 312S. Vine St. or (402) 624-2495, and you will be provided a new survey. When your survey is completed you may either mail (Box 42, Mead, NE 68041), deposit in the drop box located outside the village office door, or drop off at the village office.

The Mead Community Food Pantry is in need of boxed items such as Mac ‘n Cheese, Hamburger Helper, canned meat and fruit, toilet paper, dish soap, laundry detergent, tooth brushes, peanut butter and jelly. Donations may be made at Alma Lutheran Church.
If you are in need of paper or food products please contact Pastor Alena at Alma, 624-3015 or Jill Dahl, 624-5010. The Food Pantry is a community-wide project to assist those in need.
A note from the Ball Association ….
We would like to thank all the coaches, umpires, concession stand workers, field maintenance and volunteers who helped with the softball and baseball teams this summer. It is nice to be able to support so many teams in Mead. Without you, this would not be possible. If you still have your uniform or any ball association equipment, please make sure it is returned to your coach. Thanks.
Update Equipment Rental Policy
The Rental Agreement for village equipment has been amended. Prior to approval of a rental you must provide a $50.00 payment (per day rate), signed Rental Agreement and your certificate of liability insurance coverage. The equipment will be rented to residents within the jurisdiction of the village and will not be released until all requirements are met.
Please remember that all water / sewer payments are due on the 15th. The latest that payment may be made without a $10.00 late charge is 9:00 a.m. on the 16th. You may deliver the payment to the office, place in drop box by the office front door, deliver to Bank of Mead or mail to Box 46, Mead, NE 68041. If you have an account at the Bank of Mead, sign up at the Village office for automatic withdrawal of your payment on the 15th.

Mead Community Group Healthy Family Tip of the Month
Have a teen new to driving in your household? Check out the following guidelines to keep them and others on the road as safe as possible:
Encourage them to follow the rules (obey the posted speed limits, wear a safety belt, etc. - car crashes are the leading cause of death among 15 - 20 year olds).
Be a good role model (as with everything, the apple doesn’t fall far from the tree).
Practice helps (as difficult as it may be, provide supervised driving sessions with your teens to enhance learning and reinforce proper driving skills).
Be aware of the dangers of passengers at night (chances of teen crashes increase with each additional passenger and most night-time accidents occur between 9:00 pm and midnight).
Teens still need plenty of sleep (shortage of shut-eye affects eye-hand coordination, vision, reaction time and judgment).
Put the cell phones away (talking and texting doesn’t go with driving, it’s actually against the law in Nebraska).

The Mead Planning Commission reorganized at their June 22 Regular Meeting. Elected Chairperson was Steve Mayfield; Vice Chair, Jody Wieble; and Recorder, Melissa Konecky. Additional members on the commission are Dennis Berry, Lowell Divoll, Connie Schliffke, Bill Thorson, and Alternate, Richard Wielage.

VILLAGE OF MEAD BOARD OF TRUSTEES MEET JUNE 9 . . .
The Village of Mead Board of Trustees met Tuesday, June 9 at 6:00 p.m. Answering roll call were Feldhaus, Howell & Raver. Absent were Halbmaier & Swanson. Also present were Clerk/Treasurer Moline, Utilities/Maintenance Supt. Walling & Police Chief Carlson. Guests were Terry & Adam Miller.
Bids were opened for sale of the quonset. Bids being: Rob LaCroix $20,500.01, Harry Falke $20,167.00 & Terry & Adam Miller $20,300.00. The bid of Rob LaCroix for $20,500.01 was accepted by Ord. No. 588, pending representative of Konecky Trust approval. Discussion was held on construction of a maintenance garage.
UTILITY/MAINTENANCE SUPT. REPORT: Walling reported plan to update wellhouse, & schedule to begin drainage project along Elm Street, repair park pavillion & install windows & doors at the Community Bldg. Mead Days Committee requests were reviewed.
Trustee Halbmaier entered the meeting at 6:45 p.m.
Ordinance 587, Deposit Fee for Renters, was tabled until the Sept. 8 meeting.
Action was taken to approve a 25-year lease for Third Street from Vine Street to Cedar Street at a cost of $500.00. Discussion was held on cutting curb at the NE corner of Fifth & Vine Streets, delinquent occupation tax, purchase of street signs, future amendment of C&L Villa utility rates, erection of “State Champion” sign, amending the Off Road Recreation Vehicles Ordinance & illegal dumping in village dumpsters. The Library & Planning Commission meeting minutes were reviewed.
CLERK REPORT: Moline reported sale of dog & cat licenses, need for water fountain at park, flag purchased for park, webpage problems, Mead student volunteer project & accountant scheduled for July 7 to review budget.
POLICE REPORT: Carlson presented the monthly report.
The board entered executive session to discuss park vandalism at 7:45 p.m. The board returned from executive session at 8:30 p.m.
The meeting was adjourned at 8:31 p.m.

Stephanie Harriman has been working for the Village this summer. Stephanie’s employment is through One Stop Employment Solution Summer Program. Her wages are at no cost to the village. She is working afternoons for Mead Public Schools.
Sara Nicola graciously volunteered to paint the picnic tables and park benches with Stephanie.
Moriah Nygren is caring of the island by the north entrance into town as a Mead High School Ag service project.
Thank you to the helpers who helped muscle loads from vehicles during Mead Days Clean Up.
Helpers were Trustees Ailene Raver and Bobbie Feldhuas and Terry Miller.

COMMUNITY SURVEY
The Village of Mead is asking all residents to complete the Community Survey that was mailed to all residents. The Community Survey is being coordinated by SENDD. ALL INDIVIDUAL SURVEY RESULTS WILL BE KEPT CONFIDENTIAL AND TALLIED BY SENDD REPRESENTATIVES.
The Community Survey will access the needs of the community and seek funding from local, regional, state and federal sources for the projects if we should qualify. In order to qualify the village needs to determine the income eligibility threshold of all residents. Therefore it is vital that all surveys be returned for tabulation with correct information provided. Please be aware that “family households” are related people living in one house. Unrelated people will be required to each complete a separate survey.
THE SURVEY IS VERY IMPORTANT IN HELPING MEAD QUALIFY FOR GRANTS.

The weekend started off with great polka music by Lonnie Piitz, DJ, Tippy Cup Challenge and Beer Pong, Chinese horseshoes and fireworks. Saturday began with the fun run with 69 participants. Continued activities were sand volleyball, horseshoes, parade, kid games, Dog Show, youth tractor pull, Iron Man Competition, Magic Show and a great street dance by Mystic Haze sponsored by the Mead Volunteer Fire Department. When Sunday rolled around we continued activities with mud volleyball and Texas Hold’em poker tournament. Sorry to all of the antique tractor pull lovers that we had to postpone due to rain.
Overall the weekend was a huge success for everyone. Summer time and backyard pools are the place to be when the temperatures heat up! Make sure your kids avoid injury by following some simple safe pool guidelines.
*Keep your pool covered and ladders secured and locked or removed when the pool is not in use.
*Keep rescue equipment by the pool and a portable phone accessible with emergency numbers posted.
*Know CPR just in case.
*If your child is missing, check the pool first!
*Teach kids about the dangers of diving injuries. Never dive into above ground pools, always enter feet first. If you do dive, do it only from the end with the diving board and dive with your hands out in front of you. When sliding, go feet first only!

VILLAGE OF MEAD BOARD OF TRUSTEES MEET JUNE 9 . . .
The Village of Mead Board of Trustees met Tuesday, June 9 at 6:00 p.m. Answering roll call were Feldhaus, Howell & Raver. Absent were Halbmaier & Swanson. Also present were Clerk/Treasurer Moline, Utilities/Maintenance Supt. Walling & Police Chief Carlson. Guests were Terry & Adam Miller.
Bids were opened for sale of the quonset. Bids being: Rob LaCroix $20,500.01, Harry Falke $20,167.00 & Terry & Adam Miller $20,300.00. The bid of Rob LaCroix for $20,500.01 was accepted by Ord. No. 588, pending representative of Konecky Trust approval. Discussion was held on construction of a maintenance garage.
UTILITY/MAINTENANCE SUPT. REPORT: Walling reported plan to update wellhouse, & schedule to begin drainage project along Elm Street, repair park pavillion & install windows & doors at the Community Bldg. Mead Days Committee requests were reviewed.
Trustee Halbmaier entered the meeting at 6:45 p.m.
Ordinance 587, Deposit Fee for Renters, was tabled until the Sept. 8 meeting.
Action was taken to approve a 25-year lease for Third Street from Vine Street to Cedar Street at a cost of $500.00. Discussion was held on cutting curb at the NE corner of Fifth & Vine Streets, delinquent occupation tax, purchase of street signs, future amendment of C&L Villa utility rates, erection of “State Champion” sign, amending the Off Road Recreation Vehicles Ordinance & illegal dumping in village dumpsters. The Library & Planning Commission meeting minutes were reviewed.
CLERK REPORT: Moline reported sale of dog & cat licenses, need for water fountain at park, flag purchased for park, webpage problems, Mead student volunteer project & accountant scheduled for July 7 to review budget.
POLICE REPORT: Carlson presented the monthly report.
The board entered executive session to discuss park vandalism at 7:45 p.m. The board returned from executive session at 8:30 p.m.
The meeting was adjourned at 8:31 p.m.

Stephanie Harriman has been working for the Village this summer. Stephanie’s employment is through One Stop Employment Solution Summer Program. Her wages are at no cost to the village. She is working afternoons for Mead Public Schools.
Sara Nicola graciously volunteered to paint the picnic tables and park benches with Stephanie.
Moriah Nygren is caring of the island by the north entrance into town as a Mead High School Ag service project.
Thank you to the helpers who helped muscle loads from vehicles during Mead Days Clean Up.

COMMUNITY SURVEY
The Village of Mead is asking all residents to complete the Community Survey that was mailed to all residents. The Community Survey is being coordinated by SENDD. ALL INDIVIDUAL SURVEY RESULTS WILL BE KEPT CONFIDENTIAL AND TALLIED BY SENDD REPRESENTATIVES.
The Community Survey will access the needs of the community and seek funding from local, regional, state and federal sources for the projects if we should qualify. In order to qualify the village needs to determine the income eligibility threshold of all residents. Therefore it is vital that all surveys be returned for tabulation with correct information provided. Please be aware that “family households” are related people living in one house. Unrelated people will be required to each complete a separate survey.
THE SURVEY IS VERY IMPORTANT IN HELPING MEAD QUALIFY FOR GRANTS.

The weekend started off with great polka music by Lonnie Piitz, DJ, Tippy Cup Challenge and Beer Pong, Chinese horseshoes and fireworks. Saturday began with the fun run with 69 participants. Continued activities were sand volleyball, horseshoes, parade, kid games, Dog Show, youth tractor pull, Iron Man Competition, Magic Show and a great street dance by Mystic Haze sponsored by the Mead Volunteer Fire Department. When Sunday rolled around we continued activities with mud volleyball and Texas Hold’em poker tournament. Sorry to all of the antique tractor pull lovers that we had to postpone due to rain.
Overall the weekend was a huge success for everyone. The Mead Days Committee, Mead Ball Association, Mead Athletic Boosters and Mead Volunteer Fire Department would like to thank everyone for participating. Village Board of Trustees Meet -
A Regular Meeting of the Village of Mead Board of Trustees was held May 12, 2009 at 6:00 pm at the Village Office. Present were Chairman Howell & Trustees Halbmaier, Raver & Swanson. Absent was Feldhaus. Also present were Clerk Moline & Utilities/Maintenance Supt. Walling.
Guests present were Steve Mayfield, Jody Weible, Connie Schliffke, Melissa Konecky, Williams & Judy McEvoy & Mary Vogt.
Mayfield, Chair of the Mead Planning Commission, discussed the commission’s duties.
The McEvoy’s presented a home inspection concern.
Action taken was second reading of Ord. 587, Water/Sewer Deposit Fee for Renters; appoint Bill Thorson to the Planning Commission; reappoint Lowell Divoll & Richard Wielage to the Planning Commission & approved conducting a Community Survey through SENDD. WARA was granted permission to rent the volleyball court for summer leagues at a cost of $100.00. Word was received that Mead Public School students plan to paint “2009 Boys State Basketball Champions” on the street intersection of 4th & Vine; approved employment of a part-time student for the summer through One Stop Solutions Summer Program; heard custodial requests; bridge requirements & resident complaints of Post Office vandalism, uncut grass & mowing grass clippings into the streets.
Walling reported need to submit plan on repair of the old well house to the state by 6/22; maintenance needs at the wellhouse & wastewater plant; plan to repair the park pavilion & future projects. Projects being installation of playground equipment, replacement of culverts, door & window replacement at the Community Bldg, street grading & resident maintenance requests.
Police & Planning Commission reports were reviewed.
The board entered executive session at 7:37 p.m. for custodian’s review. The board returned to regular session at 7:47 p.m. The meeting was adjourned at 7:47 p.m.

NEW PLAYGROUND READY TO ENJOY!
On Saturday, May 16, the new playground equipment was erected at the park. Thank you to the volunteers for helping with the project: Keith Walling, Brad Osterloh, Cameron Walling, June Moline, Jim Halbmaier and Mike Coyle.
We hope the children enjoy many fun filled years on the equipment. The next park project is the painting of the park benches and picnic tables. If anyone is interested in volunteering to help with this project please let Keith or June know.
RECYCLING IS NOW EASIER THAN EVER
Effective immediately, you will not need to sort out your recycling items. All your recyclable items (paper products including newspaper, magazines/catalogs and phone books, plastics #1 - #7, cardboard, aluminum and tin - NO GLASS) can be put together in the recycling containers provided to the Village of Mead. Separation is no longer required. Waste Connections

SWIMMING POOL, SPA OR HOT TUB REQUIREMENTS
A reminder that if you plan to erect a pool, spa or hot tub containing 24” of water, a locked fence is required. Please stop by the village office to obtain an application for a Building Permit. The application must be approved by the Mead Planning Commission prior to erection of the pool, spa or hot tub. The next Planning Commission meeting will be held on June 22.

Another school year is over and that means that everyone will have time now to pick up a good book. Many children’s titles have been added to complement our Summer Reading program. It has been a busy time getting areas weeded to make room for new titles.
CAUTION: The library has added new DVD’s for checkout. Please see that you handle these with care as they are more fragile than a VCR tape. Patrons will be charged for the cost of the DVD if they come back cracked or missing. The cost for most of them will be at least $20.00 or more. We are trying to make sure we check these when we check them out and when they are returned. If you check out a DVD that is damaged, please notify us AT ONCE.
SUMMER READING: Please read the flyer in this newsletter regarding Summer Reading. Participants must have a current library card from Saunders County and also be current with fines and overdue materials. If you would like to volunteer some time, please call the library. This would not take up too much time and is really a lot of fun.
FINES AND OVERDUES: The Library Board of Trustees will be working on a new policy for collection of fines and charges for materials not returned. Materials returned in the drop box that are overdue have accumulated fines. If you have four books or other materials checked out and they are over due, you will owe $1.00 per piece or $4.00. If you have materials overdue or fines due at this library, you will not be able to check out at another library in Saunders County.
PLEASE keep your record up to date. Out library is more lenient than most with assessing fines. A telephone call will renew materials to stop fines from accumulating.
We have added many new titles and are starting to add new DVD’s to our collection. The Adult Fiction section has been weeded and we hope this will be easier to see titles of interest.
FUTURE SURVEY TO BE CONDUCTED . . .
In the near future the Village of Mead Board of Trustees will be conducting a Community Survey through SENDD. Forms will be distributed, returned to the office and forwarded to SENDD for tallying. It is imperitive that all surveys be completed to the best of the resident’s knowledge and returned.
The survey is being conducted in hopes that the village will qualify for grant funding for future projects.
Again, it is imperitive that surveys be returned with honest responses. All responses shall be kept confidential and will be handled by SENDD (Southeast Nebraska Development District).
Summer Reading
When: June 4, 2009 to July 16, 2009
Where: Mead Public Library
Who For: All children through 6th grade
The program will be divided into two sections:
Crafts: Children 2nd through 6th on Thursday afternoon from 2:30 to 3:30 and for
Children preschool through 1st grade on Saturday morning from 10:00 to 11:00
Reading: All ages through the 6th grade.
Incentives will be handed out when children visit the library and check out reading materials.
Stop in at the library to register. You may register for both programs or for only one.
We encourage all ages (adults included) to read at least one book during the summer vacation.
The library has added many new titles for all ages to entice readers.
We are looking for volunteers to read a short story on Saturday Mornings.

SWIMMING POOL, SPA OR HOT TUB REQUIREMENTS
A reminder that if you plan to erect a pool, spa or hot tub containing 24” of water, a locked fence is required. Please stop by the village office to obtain an application for a Building Permit. The application must be approved by the Mead Planning Commission prior to erection of the pool, spa or hot tub. The next Planning Commission meeting will be held on June 22.

Another school year is over and that means that everyone will have time now to pick up a good book. Many children’s titles have been added to complement our Summer Reading program. It has been a busy time getting areas weeded to make room for new titles.
CAUTION: The library has added new DVD’s for checkout. Please see that you handle these with care as they are more fragile than a VCR tape. Patrons will be charged for the cost of the DVD if they come back cracked or missing. The cost for most of them will be at least $20.00 or more. We are trying to make sure we check these when we check them out and when they are returned. If you check out a DVD that is damaged, please notify us AT ONCE.
SUMMER READING: Please read the flyer in this newsletter regarding Summer Reading. Participants must have a current library card from Saunders County and also be current with fines and overdue materials. If you would like to volunteer some time, please call the library. This would not take up too much time and is really a lot of fun.
FINES AND OVERDUES: The Library Board of Trustees will be working on a new policy for collection of fines and charges for materials not returned. Materials returned in the drop box that are overdue have accumulated fines. If you have four books or other materials checked out and they are over due, you will owe $1.00 per piece or $4.00. If you have materials overdue or fines due at this library, you will not be able to check out at another library in Saunders County.
PLEASE keep your record up to date. Out library is more lenient than most with assessing fines. A telephone call will renew materials to stop fines from accumulating.
We have added many new titles and are starting to add new DVD’s to our collection. The Adult Fiction section has been weeded and we hope this will be easier to see titles of interest.
FUTURE SURVEY TO BE CONDUCTED . . .
In the near future the Village of Mead Board of Trustees will be conducting a Community Survey through SENDD. Forms will be distributed, returned to the office and forwarded to SENDD for tallying. It is imperitive that all surveys be completed to the best of the resident’s knowledge and returned.
The survey is being conducted in hopes that the village will qualify for grant funding for future projects.
Again, it is imperitive that surveys be returned with honest responses. All responses shall be kept confidential and will be handled by SENDD (Southeast Nebraska Development District).

The program will be divided into two sections:
Crafts: Children 2nd through 6th on Thursday afternoon from 2:30 to 3:30 and for

Reading: All ages through the 6th grade.
Incentives will be handed out when children visit the library and check out reading materials.
Stop in at the library to register. You may register for both programs or for only one.
We encourage all ages (adults included) to read at least one book during the summer vacation.
The library has added many new titles for all ages to entice readers.
We are looking for volunteers to read a short story on Saturday Mornings.

Village of Mead Board of Trustees
The Village of Mead Board of Trustees met April 14 at 6:00 p.m. at the Village Office. Present were Chairman Howell & Trustees Feldhaus, Halbmaier, Raver & Swanson. Also present were Clerk/Treasurer Moline, Utilities/Maintenance Supt. Walling & Police Chief Carlson. Guests present were Nick Raver, Mike Coyle, Andy & Jenny Carritt, Burneil Ecklund & Brenda Halbmaier.
SCHEDULED GUESTS: Raver & Coyle stated they were present to represent the Mead Fire Dept. & were interested in hearing the discussion of the new building.
The Carritts’ discussed a drainage concern & right-of-way to use the alley.
Halbmaier, representing the Library Board, presented a list of maintenance concerns at the library.
Ecklund presented a request to complete dirt work along the north boundary line of the dump to allow better drainage on his property. He was permitted to do so at his cost.
Reports were presented by the Police, Clerk & Utilities/Maintenance Departments.
OLD BUSINESS: Third reading and adoption of Ord. 584, Fence Requirements for Qualifying Swimming Pools, Spas & Hot Tubs took place.
NEW BUSINESS: Action was taken to approve new doors & windows at the Community Bldg.; Res. 09-07 Intended Sale of Quonset; Res. 09-08 Loan from the Bank of Mead for $7,500.00 for Playground Equipment; waived three readings & adopted Ord. 585 & 586 Franchise Agreements for Garbage Removal with Quality Disposal & Waste Connections & approved first reading of Ord. 587 Water & Sewer Deposits for Renters. Two delinquent accounts were approved to be written off the books; approved 50% shared cost with Mead Public Schools for a new tennis net; waved rental fee to $50.00 to Roberta Havelka for the Sladek Fundraiser & waived demolition fee & late fee to David Deerson for demolition of buildings. Agreement was reached to have “2009 Boys State Basketball Champions” painted at the intersection of Fourth & Vine Streets.
The board entered executive session at 8:00 p.m. for evaluation of Police Chief.
The board returned to regular session at 8:08 p.m.
The board approved a $500.00 savings bond for Police Chief Carlson in-lieu of wage increase.
The meeting was adjourned at 8:20 p.m.

Action was taken to approve Intent to Sell Personal Property Guidelines for the quonset.

VILLAGE OF MEAD STORM WARNING PROCEDURES
The Wahoo Sheriff’s office will set off the firemen’s pagers if they receive a watch for this area. The fire siren will go up and down a few times. This is only to alert the fire department to be on the watch. It is also a good idea to keep tuned to a local TV channel / radio station if we are in a watch area.
If a funnel is actually spotted, they will blow a steady blast on the siren. This is your signal to take cover at once. For those residents or businesses without basements, go to the Alma Lutheran Church basement, 219 West 5th Street. A fireman will have the doors open if we are in a storm warning.
Notice to Dog and Cat Owners
All dogs and cats are to be licensed by May 1. This applies to homeowners residing within village limits. A warning will be issued to the owner for a first offense if their dog is caught running at large. A second offense will force impoundment of the dog at Green Acre Animal Clinic.
Please keep all dogs on your property and on leash while off property. You are also required to clean up pet waste while walking your pet off of your personal property.

Continued Education Regarding Cross Connections . . .
What case was reported involving a commercial building?
Much to the surprise of the customers of a bank in Atlanta, Georgia they saw yellow water flowing from drinking fountains and green ice rolling out of cafeteria dispensing machines.
It was later reported that a pump, used for the air conditioning system, burned out; and a maintenance man, unaware of the danger, connected the system to another pump used for potable water. The result caused large doses of bichromate of soda to be forced into the potable water supply, causing the dramatic appearance of yellow water and colored ice cubes.
Are there any cases involving outside processing activities?
Yes, a case occurred in a gravel pit operation in Illinois. A pump was used in the processing operation supplying 100 lbs. of pressure. Contaminated water was forced back through an unprotected “prime line” overcoming the city water pressure of 45 lbs. The contaminated water entered the city main and was channeled into a nearby bottling plant. This probably would have gone undetected except that personnel in the bottling plant noticed that the water was not only dirty but was warm. City officials were immediately called which led to the discovery of the reverse flow from the gravel pit operation.

The Village of Mead is looking for volunteers to help paint the park benches and picnic tables. Youth, if you are interested in Community Service hours, this is a great opportunity. Please contact the village office or a Trustee.
BUILDING GUIDELINES for Village and one-mile extraterritorial residents . . .
Prior to beginning a construction or fencing project, please be aware that an APPLICATION FOR A BUILDING PERMIT must be approved by the Mead Planning Commission. The Planning Commission meets at 7:30 p.m. on the fourth Monday of the month, excluding December.
Construction items excluded are accessory buildings less than 150 sq. ft., residential sidewalks and driveways. An application must also be approved by the Commission if you are planning to relocate or demolish a building.
If action is taken prior to the approval of the Building Permit, the fee will be doubled.
You are also required to contact Digger’s Hotline prior to disturbing soil. The telephone number is 800-331-5666 or 811. A timeline must be followed to allow utilities to be located.
NEW RESTRICTIONS FOR SWIMMING POOLS, SPAS OR HOT TUBS
Please be aware that Ord. No. 584 was adopted by the Board of Trustees on April 14.
11-408 SWIMMING POOLS. The perimeter of all pools, spas, or hot tubs containing at least twenty-four (24”) inches of water, constructed within the zoning jurisdiction of the Village of Mead, Nebraska, shall be constructed in compliance with the Uniform Building Code as adopted by the Village of Mead. In addition, the above-mentioned pools, spas, or hot tubs must be enclosed at ground level by a fence with a minimum height of four (4’) feet and a maximum height of six (6’) feet. There shall be no opening in the fence that permits passage of an object four (4”) inches in diameter or larger. All gates must have locking hardware to prevent access when not in use. Draining of said swimming pools, spas, or hot tubs must not be onto adjoining property. There shall be no draining of said swimming pools, spas, or hot tubs into the sanitary sewer of the Village. Drainage may be permitted into the storm sewer provided the chemicals contained in the said swimming pools, spas, or hot tubs are first diluted. All chemicals for said swimming pools, spas, or hot tubs must be stored in a secure area.
Therefore, if you plan to erect a pool, spa, or hot tub containing twenty-four (24”) inches of water please do accordingly as you must erect a fence. Fences must be approved by the Mead Planning Commission. The Planning Commission meets the fourth Monday of the month. The May meeting will be held May 18th as the 25th is a holiday. You need to complete an Application for a Building Permit prior to having the item placed on the agenda.
MEAD PARK GETTING NEW PLAYGROUND EQUIPMENT
Keith has been busy digging the footings for the new playground equipment. We are hoping to have the equipment installed by the middle of May. The equipment is designed for ages toddler through age 12.
We hope the children will find many years of enjoyment on the new equipment.

Who's the Party For?
It's time to celebrate! Kids are graduating and that is a perfect reason for a party! As you plan your graduation celebration, think about this... Will you be serving alcoholic beverages? What message is this sending to our kids that aren't of legal age yet? Do we always need alcohol to have a good time and toast our accomplishments? .....a difficult question, but one we need to ask ourselves.
In addition, it is against the law. In the state of Nebraska, any person who knowingly allows consumption of alcohol on their property by minors can be held criminally liable to hosting, even if they did not provide the alcohol. There is no "safe" place for minors to consume alcohol, including your own home.
Call the MIP Hotline 1-866-393-4445 (anonymous) if you know of a party where minors will be drinking alcohol, have the names of people who provide drugs or alcohol to minors, or know of stores that sell tobacco or alcohol to underage youth.

We had a beautiful day to celebrate our Annual Village Easter-Egg Hunt on April 11th 2009. Despite having to postpone by one week due to the weather, we still had over 100 kids attend. Everyone left with candy in their baskets and prize in their hand and a smile on their face!

Two delinquent accounts were approved to be written off the books; approved 50% shared cost with Mead Public Schools for a new tennis net; waved rental fee to $50.00 to Roberta Havelka for the Sladek Fundraiser & waived demolition fee & late fee to David Deerson for demolition of buildings. Agreement was reached to have “2009 Boys State Basketball Champions” painted at the intersection of Fourth & Vine Streets.
The board entered executive session at 8:00 p.m. for evaluation of Police Chief.
The board returned to regular session at 8:08 p.m.
The board approved a $500.00 savings bond for Police Chief Carlson in-lieu of wage increase.

VILLAGE OF MEAD STORM WARNING PROCEDURES
The Wahoo Sheriff’s office will set off the firemen’s pagers if they receive a watch for this area. The fire siren will go up and down a few times. This is only to alert the fire department to be on the watch. It is also a good idea to keep tuned to a local TV channel / radio station if we are in a watch area.
If a funnel is actually spotted, they will blow a steady blast on the siren. This is your signal to take cover at once. For those residents or businesses without basements, go to the Alma Lutheran Church basement, 219 West 5th Street. A fireman will have the doors open if we are in a storm warning.
Notice to Dog and Cat Owners
All dogs and cats are to be licensed by May 1. This applies to homeowners residing within village limits. A warning will be issued to the owner for a first offense if their dog is caught running at large. A second offense will force impoundment of the dog at Green Acre Animal Clinic.
Please keep all dogs on your property and on leash while off property. You are also required to clean up pet waste while walking your pet off of your personal property.

Continued Education Regarding Cross Connections . . .
What case was reported involving a commercial building?
Much to the surprise of the customers of a bank in Atlanta, Georgia they saw yellow water flowing from drinking fountains and green ice rolling out of cafeteria dispensing machines.
It was later reported that a pump, used for the air conditioning system, burned out; and a maintenance man, unaware of the danger, connected the system to another pump used for potable water. The result caused large doses of bichromate of soda to be forced into the potable water supply, causing the dramatic appearance of yellow water and colored ice cubes.
Are there any cases involving outside processing activities?
Yes, a case occurred in a gravel pit operation in Illinois. A pump was used in the processing operation supplying 100 lbs. of pressure. Contaminated water was forced back through an unprotected “prime line” overcoming the city water pressure of 45 lbs. The contaminated water entered the city main and was channeled into a nearby bottling plant. This probably would have gone undetected except that personnel in the bottling plant noticed that the water was not only dirty but was warm. City officials were immediately called which led to the discovery of the reverse flow from the gravel pit operation.

BUILDING GUIDELINES for Village and one-mile extraterritorial residents . . .
Prior to beginning a construction or fencing project, please be aware that an APPLICATION FOR A BUILDING PERMIT must be approved by the Mead Planning Commission. The Planning Commission meets at 7:30 p.m. on the fourth Monday of the month, excluding December.
Construction items excluded are accessory buildings less than 150 sq. ft., residential sidewalks and driveways. An application must also be approved by the Commission if you are planning to relocate or demolish a building.
If action is taken prior to the approval of the Building Permit, the fee will be doubled.
You are also required to contact Digger’s Hotline prior to disturbing soil. The telephone number is 800-331-5666 or 811. A timeline must be followed to allow utilities to be located.
NEW RESTRICTIONS FOR SWIMMING POOLS, SPAS OR HOT TUBS
Please be aware that Ord. No. 584 was adopted by the Board of Trustees on April 14.
11-408 SWIMMING POOLS. The perimeter of all pools, spas, or hot tubs containing at least twenty-four (24”) inches of water, constructed within the zoning jurisdiction of the Village of Mead, Nebraska, shall be constructed in compliance with the Uniform Building Code as adopted by the Village of Mead. In addition, the above-mentioned pools, spas, or hot tubs must be enclosed at ground level by a fence with a minimum height of four (4’) feet and a maximum height of six (6’) feet. There shall be no opening in the fence that permits passage of an object four (4”) inches in diameter or larger. All gates must have locking hardware to prevent access when not in use. Draining of said swimming pools, spas, or hot tubs must not be onto adjoining property. There shall be no draining of said swimming pools, spas, or hot tubs into the sanitary sewer of the Village. Drainage may be permitted into the storm sewer provided the chemicals contained in the said swimming pools, spas, or hot tubs are first diluted. All chemicals for said swimming pools, spas, or hot tubs must be stored in a secure area.
Therefore, if you plan to erect a pool, spa, or hot tub containing twenty-four (24”) inches of water please do accordingly as you must erect a fence. Fences must be approved by the Mead Planning Commission. The Planning Commission meets the fourth Monday of the month. The May meeting will be held May 18th as the 25th is a holiday. You need to complete an Application for a Building Permit prior to having the item placed on the agenda.
MEAD PARK GETTING NEW PLAYGROUND EQUIPMENT
Keith has been busy digging the footings for the new playground equipment. We are hoping to have the equipment installed by the middle of May. The equipment is designed for ages toddler through age 12.
We hope the children will find many years of enjoyment on the new equipment.

It's time to celebrate! Kids are graduating and that is a perfect reason for a party! As you plan your graduation celebration, think about this... Will you be serving alcoholic beverages? What message is this sending to our kids that aren't of legal age yet? Do we always need alcohol to have a good time and toast our accomplishments? .....a difficult question, but one we need to ask ourselves.
In addition, it is against the law. In the state of Nebraska, any person who knowingly allows consumption of alcohol on their property by minors can be held criminally liable to hosting, even if they did not provide the alcohol. There is no "safe" place for minors to consume alcohol, including your own home.

We are asking that all yards be cleaned as unkept property will be sited by village police. Yards are required to be mowed, weeds removed and no grass clippings are to be spilled onto village streets.

We had a beautiful day to celebrate our Annual Village Easter-Egg Hunt on April 11th 2009. Despite having to postpone by one week due to the weather, we still had over 100 kids attend. Everyone left with candy in their baskets and prize in their hand and a smile on their face!

Mead Community Group tip for Healthy Families
The invention of the computer and internet has created a whole new world in which parents have to teach their children about staying safe. Here are a few ideas that will help you in talking to your kids about smart online behaviors:
*Personal information stays personal - never give out information about yourself or your family.
*Make sure your child doesn't spend all of his/her time on the computer.
*People, not computers, should be their best friends and companions.
*Keep the computer in a family, kitchen or living room; not in your child's bedroom. This way parents can monitor what is happening when your child is online. Knowing you are watching, kids are less likely to put themselves in risky situations.
*Make sure your child is comfortable coming to you with questions. This should apply to all situations including the computer.
*Keep kids out of chatrooms, unless they are monitored.
*Get to know your child's "online friends" just as you get to know all of their other friends.
*Warn your child that people may not be what they seem. I can say I 'm a 12 year old boy named Billy, but I'm not. Predators often pose as children to gain our children's trust. Information from wiredkids.org

VILLAGE OF MEAD BOARD OF TRUSTEES—MARCH 10 MEETING
The Mead Board of Trustees met March 10, 2009 at 6:00 p.m. Answering roll call were Chairman Howell, Trustees Feldhaus, Halbmaier, Raver and Swanson. Also present were Clerk/Treasurer Moline, Utility/Maintenance Supt. Walling and Police Chief Carlson.
GUESTS: Les Giddons, representing Crouch Recreational Design, presented playground equipment proposals. Denise Patocka acknowledged receipt of village support of the Easter Egg Hunt. Jeff and Tara Frahm requested a Special Designated Liquor License for a graduation party on May 9.
Action was taken to approve the purchase of playground equipment for $10,592.00; Resolution 09-06, Special Designated Liquor License for a graduation party to the Frahm’s; and second reading of Ord. 584, Fence requirements for qualifying swimming pools, spas and hot tubs. The Identity Theft Prevention Program; Resolution 09-05, Interlocal Agreement for a Mutual Finance Organization; and Interlocal Agreement with the City of Wahoo to spray mosquitoes at a rate of $280.00 per application were approved. Delinquent accounts were approved to write off the books. The resignation of Margaret Mc Carver from the Planning Commission was accepted. Discussion items were legal process to collect delinquent accounts, non-renewal of a 25-year lease agreement with UPRR, June 13 set for Clean Up Day, future budget request for diamond resurface product from the Mead Ball Assoc., door replacement at the Community Bldg., and custodian salary and duties.
UTILITY / MAINTENANCE REPORT: Walling reported on pumps at the wastewater plant, request to purchase new cutter blades for the snowplow and required maintenance on the park pavilion.
POLICE REPORT: Carlson noted no need for mobile radio and future purchase of a security camera.
CLERK REPORT: Moline reported repairs to the meter reader, child support regulations, Public Funding Workshop and Clerk Academy.

Wow!!! What an exciting week end. Congratulations to all the sports teams and to the track, golf, baseball and softball stars coming up this spring. This was an exciting year for Mead and the winning of the D1 Championship in boys basketball was icing on the cake. It takes the effort and support of a lot of people to win a championship. Again, thank you to all the Mead students for a year of great participation in sports, music, drama, art and academics and numerous other endeavors. I know the community is proud and will be “smiling” for a long time.
SUMMER READING: We are revamping summer reading and would appreciate input from readers and parents. We want to make this user friendly as summer is short and full of activities.
OVERDUE BOOKS: Do you have books over due???????
BAKE SALE: May 2nd is our annual bake sale on garage sale days. We would like contributions of home baked items and buyers. Coffee will be served. If the weather does not cooperate, we will have all items inside. The funds will be supplemented by Thrivent Insurance. If you have Thrivent Insurance, we would like to know when you bring items or buy. This has been a good fundraiser and does not take a lot of time.
MATERIALS: We have replaced two Sephanie Meyer books and all of her books will be kept behind the desk. Please ask for them if you want to check them out. We also ordered a new one by this author.
NEW MATERIALS: Adult – Picoult, Jodi – Handle with Care; John, Grisham – The Associate; Lowell, Elizabeth – The Wrong Hostage and new titles are being ordered.
JUVENILE OR TEEN: Rowling, J. K. –The Tales of Beedle the Bard; Hunter, Erin – The Warriors Book 1 and 2 – Into the Wild and Fire and Ice; Birdsall, Jeanne – The Penderwicks; Martin, Ann M.- The Doll People; Gutman, Dan – Coach Hyatt is a Riot! and many titles of donated books that are newer titles. If your little ones watch Little Bear, we have books that follow the TV stories – really cute. I picked up some titles by Ronald Dahl that we didn’t have in our collection.
We are running out of shelf room and are weeding older titles that will be put in the front hall. These will be there for a month or so and then passed on – if you want any, please come in soon.
According to the Library Association, children’s books with publishing dates of 1985 or older should be removed. This item will be taken up by the library board at our next meeting on April 4th at 9:00.
DOG AND CAT VACCINATION AND LICENSE DAY

Green Acre Animal Clinic, Wahoo will be present to administer pet vaccinations and the Village Clerk will be available to issue dog and cat licenses with proof of rabies vaccination. Vaccinations available are rabies, distemper/parvo for dogs and rabies/distemper for cats. Products available to purchase will be Heartgard and Frontline for your pets.
If you do not attend the license day on March 28, you may come to the office or send the required paperwork and payment to the office at Box 46 and the Clerk will return the paperwork and license to you. Required is proof of current rabies vaccination and spaying or neutering of the animal. The license cost is $3.00 for altered animals and $5.00 for unaltered animals.

Mead Community Group tip for Healthy Families
The invention of the computer and internet has created a whole new world in which parents have to teach their children about staying safe. Here are a few ideas that will help you in talking to your kids about smart online behaviors:
*Personal information stays personal - never give out information about yourself or your family.
*Make sure your child doesn't spend all of his/her time on the computer.
*People, not computers, should be their best friends and companions.
*Keep the computer in a family, kitchen or living room; not in your child's bedroom. This way parents can monitor what is happening when your child is online. Knowing you are watching, kids are less likely to put themselves in risky situations.
*Make sure your child is comfortable coming to you with questions. This should apply to all situations including the computer.
*Keep kids out of chatrooms, unless they are monitored.
*Get to know your child's "online friends" just as you get to know all of their other friends.
*Warn your child that people may not be what they seem. I can say I 'm a 12 year old boy named Billy, but I'm not. Predators often pose as children to gain our children's trust. Information from wiredkids.org

MEAD RAIDERS 2009 STATE BOYS CLASS D1 STATE BASKETBALL CHAMPIONS!!!!
CONGRATULATIONS to the Mead Boys Basketball team and coaches on their STATE CLASS D1 BOYS BASKETBALL CHAMPIONSHIP. It was fun! Thank you to current students, parents, teachers, patrons, alumni, family and friends for their support during the three day event. Mead has a lot to be proud of.
A Community Dinner will be held in the coaches and team’s honor on Sunday, April 5 at 5:00 pm at Mead High School. Meat, tableware and drinks are furnished. Please provide a covered dish.

Mead Dump begins new seasonal hours on April 1st
DUMP HOURS
April 1 - October 31 Wednesday 5:00 pm - 9:00 pm
Saturday 10:00 am - 2:00 pm
November 1 - March 31 First Saturday of the Month Only
10:00 am - 2:00 pm
Tree branches, weeds, leaves and grass clippings are the only items allowed. All items must be unbagged. The dump is open to Mead residents only, at a charge of $2.00 per load.
VILLAGE OF MEAD BOARD OF TRUSTEES—MARCH 10 MEETING
The Mead Board of Trustees met March 10, 2009 at 6:00 p.m. Answering roll call were Chairman Howell, Trustees Feldhaus, Halbmaier, Raver and Swanson. Also present were Clerk/Treasurer Moline, Utility/Maintenance Supt. Walling and Police Chief Carlson.
GUESTS: Les Giddons, representing Crouch Recreational Design, presented playground equipment proposals. Denise Patocka acknowledged receipt of village support of the Easter Egg Hunt. Jeff and Tara Frahm requested a Special Designated Liquor License for a graduation party on May 9.
Action was taken to approve the purchase of playground equipment for $10,592.00; Resolution 09-06, Special Designated Liquor License for a graduation party to the Frahm’s; and second reading of Ord. 584, Fence requirements for qualifying swimming pools, spas and hot tubs. The Identity Theft Prevention Program; Resolution 09-05, Interlocal Agreement for a Mutual Finance Organization; and Interlocal Agreement with the City of Wahoo to spray mosquitoes at a rate of $280.00 per application were approved. Delinquent accounts were approved to write off the books. The resignation of Margaret Mc Carver from the Planning Commission was accepted. Discussion items were legal process to collect delinquent accounts, non-renewal of a 25-year lease agreement with UPRR, June 13 set for Clean Up Day, future budget request for diamond resurface product from the Mead Ball Assoc., door replacement at the Community Bldg., and custodian salary and duties.
UTILITY / MAINTENANCE REPORT: Walling reported on pumps at the wastewater plant, request to purchase new cutter blades for the snowplow and required maintenance on the park pavilion.
POLICE REPORT: Carlson noted no need for mobile radio and future purchase of a security camera.
CLERK REPORT: Moline reported repairs to the meter reader, child support regulations, Public Funding Workshop and Clerk Academy.
The meeting was adjourned at 8:15 p.m.

MEAD LIBRARY NEWS - MARCH 2009

Wow!!! What an exciting week end. Congratulations to all the sports teams and to the track, golf, baseball and softball stars coming up this spring. This was an exciting year for Mead and the winning of the D1 Championship in boys basketball was icing on the cake. It takes the effort and support of a lot of people to win a championship. Again, thank you to all the Mead students for a year of great participation in sports, music, drama, art and academics and numerous other endeavors. I know the community is proud and will be “smiling” for a long time.
SUMMER READING: We are revamping summer reading and would appreciate input from readers and parents. We want to make this user friendly as summer is short and full of activities.
OVERDUE BOOKS: Do you have books over due???????
BAKE SALE: May 2nd is our annual bake sale on garage sale days. We would like contributions of home baked items and buyers. Coffee will be served. If the weather does not cooperate, we will have all items inside. The funds will be supplemented by Thrivent Insurance. If you have Thrivent Insurance, we would like to know when you bring items or buy. This has been a good fundraiser and does not take a lot of time.
MATERIALS: We have replaced two Sephanie Meyer books and all of her books will be kept behind the desk. Please ask for them if you want to check them out. We also ordered a new one by this author.
NEW MATERIALS: Adult – Picoult, Jodi – Handle with Care; John, Grisham – The Associate; Lowell, Elizabeth – The Wrong Hostage and new titles are being ordered.
JUVENILE OR TEEN: Rowling, J. K. –The Tales of Beedle the Bard; Hunter, Erin – The Warriors Book 1 and 2 – Into the Wild and Fire and Ice; Birdsall, Jeanne – The Penderwicks; Martin, Ann M.- The Doll People; Gutman, Dan – Coach Hyatt is a Riot! and many titles of donated books that are newer titles. If your little ones watch Little Bear, we have books that follow the TV stories – really cute. I picked up some titles by Ronald Dahl that we didn’t have in our collection.
We are running out of shelf room and are weeding older titles that will be put in the front hall. These will be there for a month or so and then passed on – if you want any, please come in soon.
According to the Library Association, children’s books with publishing dates of 1985 or older should be removed. This item will be taken up by the library board at our next meeting on April 4th at 9:00.
DOG AND CAT VACCINATION AND LICENSE DAY

Green Acre Animal Clinic, Wahoo will be present to administer pet vaccinations and the Village Clerk will be available to issue dog and cat licenses with proof of rabies vaccination. Vaccinations available are rabies, distemper/parvo for dogs and rabies/distemper for cats. Products available to purchase will be Heartgard and Frontline for your pets.
If you do not attend the license day on March 28, you may come to the office or send the required paperwork and payment to the office at Box 46 and the Clerk will return the paperwork and license to you. Required is proof of current rabies vaccination and spaying or neutering of the animal. The license cost is $3.00 for altered animals and $5.00 for unaltered animals.
All dogs and cats within the village limits are required to be licensed by May 1. If you have any questions please contact the Village Office at 624-2495.
VILLAGE OF MEAD STORM WARNING PROCEDURES
The Wahoo Sheriff’s office will set off the firemen’s pagers if they receive a watch for this area. The fire siren will go up and down a few times. This is only to alert the fire department to be on the watch. It is also a good idea to keep tuned to a local TV channel / radio station if we are in a watch area.
If a funnel is actually spotted, they will blow a steady blast on the siren. This is your signal to take cover at once. For those residents or businesses without basements, go to the Alma Lutheran Church basement, 219 West 5th Street. A fireman will have the doors open if we are in a storm warning.
