DOG AND CAT VACCINATION AND LICENSE DAY

Green Acre Animal Clinic, Wahoo will be present to administer pet vaccinations and the Village Clerk will be available to issue dog and cat licenses with proof of rabies vaccination. Vaccinations available are rabies, distemper/parvo for dogs and rabies/distemper for cats. Products available to purchase will be Heartgard and Frontline for your pets.If you do not attend the license day on March 28, you may come to the office or send the required paperwork and payment to the office at Box 46 and the Clerk will return the paperwork and license to you. Required is proof of current rabies vaccination and spaying or neutering of the animal. The license cost is $3.00 for altered animals and $5.00 for unaltered animals.All dogs and cats within the village limits are required to be licensed by May 1. If you have any questions please contact the Village Office at 624-2495.

Keith Walling has been hired as the new Utility/Maintenance Superintendent for the Village of Mead. Keith began his duties on February 2. Welcome!
Thank you to Terry Miller for handling the maintenance duties and Gil Frey for handling the water / sewer duties during the interim period. The residents and Trustees sincerely appreciate their dedication to Mead.
RESIDENT REMINDER TO KEEP THE SEWER SYSTEM CLEAR
Please be aware that only toilet tissue is permitted to be disposed into the sewer system.Several items that are not allowed have been found in the system which causes problems for residents. PLEASE TOILET TISSUE ONLY!
Mead Dump begins new seasonal hours on April 1 . .
DUMP HOURS
April 1 - October 31 - Wednesday 5:00 pm - 9:00 pm, Saturday 10:00 am - 2:00 pm
November 1 - March 31 - First Saturday of the Month Only - 10:00 am - 2:00 pm
Tree branches, weeds, leaves and grass clippings are the only items allowed. All items must be unbagged.
The dump is open to Mead residents only, at a charge of $2.00 per load.
VILLAGE OF MEAD BOARD OF TRUSTEES MEET FEBRUARY 10
The Village of Mead Board of Trustees met Tuesday, February 10 at 6:00 p.m. at the Village Office. Present were Chairman Howell, Trustees Feldhaus, Halbmaier, Raver and Swanson. Also present were Clerk/Treasurer Moline, Police Chief Carlson and Utility/Maintenance Supt. Keith Walling.
Action was taken to approve the transfer of $7,500.00 from CD 7561 to General Fund Checking and $5,000.00 from CD 7654 to Sewer Fund Checking. Approval of Resolution 09-03 Liquor License Request 6/19 and 20 and 09-04 Liquor License Request 6/21 and street closings for the parade and car show were granted for Mead Days. Participation in the Early Warning System Joint Purchasing Project and waiving rental fee of the Community Building to $50.00 to the Mead Community Group for a community event were approved.
Discussion was held on DSL for village office, Garage Sale Day set May 2, procedure to collect delinquent accounts for renters who leave Mead with delinquent accounts and resetting the decorative streetlight along Vine St.
UTILITY/MAINTENANCE REPORT: Walling reported work schedule, playground equipment, and street maintenance.
POLICE REPORT: Carlson presented the monthly activity report. Discussion was held on parking concerns, police radio and security camera.
CLERK REPORT: Clerk reported picnic tables, depot taxes and upcoming meetings.
PLANNING COMMISSION REPORT: The minutes of the 1/26 Regular Meeting and two Hearings and 2008 Building Permit Report were reviewed.
The meeting was adjourned at 7:33 p.m.
Two hearings were held February 10 at 6:05 p.m. Action was taken to approve first reading of Ord. 584 which will require fencing around qualifying swimming pools, spas or hot tubs. The One and Six Year Street Plan was approved at the second hearing. The hearings were adjourned at 6:12 p.m.

NEW SEWER USAGE UNITS BILLED ON MARCH UTILITY STATEMENT
New sewer usage units will be averaged on the March water / sewer billing statement. The average is based on each individual household’s water usage during the months of December, January and February. The average usage unit is set for one year.
SURVEYS DUE NOW! The 2008 Residential Cross-Connection Surveys are due to the Village Office. It is mandatory that all surveys are completed and returned. Please return them as soon as possible. If you need another form, let the office know (402) 624-2495.

Snow Emergency RouteSnow Emergency Route within the Village of Mead is defined as Elm Street from Highway 92 to Eighth Street, Vine Street from First Street to Eighth Street, First Street from Elm Street to County Road 10, Fourth Street from Elm Street to County Road 10, and Eighth Street from Oak Street to County Road 10.Signs are posted on the streets indicating they are designated as the Snow Emergency Route. Parking on these streets is not permitted during snow accumulation. “No parking” on side streets is also encouraged to aid in snow removal in a timely manner.
Village Ordinance requires all sidewalks be cleaned 24 hours after the cessation of snow.

BUILDING NEEDS . . .
As the weather changes and you consider building needs, please be aware that village ordinance requires a Building Permit prior to the start of any project. An application for a Building Permit may be obtained from the Village Office. The permit must meet approval by the Planning Commission. The ordinance includes jurisdiction within one mile of Mead boundaries. Sidewalks, driveways, cement patios and concrete slabs on private property and an accessory building less than 150 square feet do not require a permit. All other building requires a permit, including construction needs, fences and destruction or moving of buildings. The Planning Commission meets once a month, the fourth Monday of the month, excluding December.

MEAD COMMUNITY GROUP NEWS
Attention High School Parents and anyone concerned about the future of our youth!
You are invited to a dynamic musical presentation on Tuesday, March 24th at 7:00 pm at the Mead High School Gymnasium. Keith Becker will present the story of his brother, Todd, who was killed in his senior year in an alcohol-related car crash.
Come hear about the choices Todd made that took him off the narrow path and led to destruction. Find a message of hope in the tragedy. Light refreshments will be served following the program.
The students in grades 9-12 will hear a concert and message by Keith and his band earlier in the day and then they will have a special faith-based presentation for parents and community members in the evening. Your junior and senior high school kids are encouraged to attend with you. Please bear in mind that some of the material may not be appropriate for younger children.
There is no charge for this event brought to you by the Mead Community Group and the High School Student Council with funding by Region V Services.

VILLAGE OF MEAD BOARD OF TRUSTEES
The Village of Mead Board of Trustees met January 13 at the Village Office at 6:00 p.m. Present were Chairman Howell, Trustees Feldhaus, Halbmaier, Raver & Swanson. Also present were Clerk Moline, Police Chief Carlson & Utilities Supervisor Gil Frey. Guests present were Terry & Adam Miller, Julie Ogden, Vern Taylor & Mary Laughlin.
GUESTS: Vern Taylor reported on projected enrollment for 2009 baseball & softball & maintenance of the ballfields.
Julie Ogden reviewed the One & Six Year Street Plan & discussed drainage concern along N. Elm St. Terry Miller presented three proposals for maintenance. Proposals being parks, streets & property.
REPORTS: Frey presented the monthly utility report. The Planning Commission Report & Library Reports were reviewed. Chief Carlson presented the monthly police report & filing of final report regarding village breakin. Clerk reported delinquent accounts, tree removal request, scheduled Post Christmas Party, Pet Clinic scheduled for March 28 & vacation.
UNFINISHED BUSINESS: Third reading & approval of Ord. No. 579 Service Deposit for Water Services & Ord. No. 580 Service Deposit for Sewer Services took place.
NEW BUSINESS: A bid for snow removal services during the interim was presented by Miller Properties, approval was granted to Rucila Gonzales to rent the Community Bldg. for an overnight child’s birthday party, & amended the Rental Agreement for tables & chairs.
The board entered executive session at 7:37 p.m. & returned to regular session at 8:00 p.m.
Action was taken to approve a $1.00 per hour wage increase to Clerk Moline & $.50 per hour wage increase to Librarian Kuhr.
A special meeting was set for January 22 to interview candidates for the position of Utility / Maintenance Superintendent.
The meeting was adjourned at 8:02 p.m.

SNOW NEWS -
Following snow fall accumulation, please remove your vehicles from the streets to allow for snow removal in a timely manner. All residents are also required to remove snow from their sidewalks 24 hours following snowfall. Tickets may be issued to residents not following ordinances.
A NOTE FROM THE POST OFFICE
Please be aware that vandalism must stop at the Mead Post Office. If not, the post office will be closed other than during normal business hours. This will become a challenge for residents who are not capable of picking up their mail during normal business hours. The Post Office would no longer be open 24 hours per day for mail pick up.
TABLE AND CHAIR USE AMENDED . . .
The Village of Mead Board of Trustees has amended the use / rental of tables and chairs from the Mead Community Building. Only Village residents or local businesses may borrow or rent the tables and chairs. An agreement must be completed at the village office prior to removal of tables and chairs. Persons permitted to release the tables and chairs upon completion of the required paperwork shall be the Village Maintenance Superintendent, Village Clerk or Trustee Raver. Village staff will not deliver or pick up tables and chairs.
IMPORTANT NOTE: If a table or chair is lost or damaged, a charge of $25. 00 per chair and $50.00 per table will be incurred.

NEWS FROM THE MEAD COMMUNITY GROUP
The Mead Community Group’s main goal is to promote healthy behaviors in our area’s youth.
One simple thing families can do each day is to plan to eat a meal together. It does not matter which meal it is, be it breakfast, lunch, or dinner, or even if it is home cooked. The main focus is for the family to gather and take time to communicate.
Kids that eat regular meals with their parents have a reduced likelihood that they will start drinking or smoking in their teen years and eating together provides an opportunity for adults to model healthy eating habits according to an article from Science Daily 11/04 by Dianne Neumark-Sztainer, Ph.D., M.P.H.R.D. In addition, “the importance, structure and atmosphere of family meals may help steer adolescent girls from eating disorders.”
Make eating one meal a day together as a family a priority this month, and check back next month for more ideas from MCG on how you can promote healthy behaviors in your children.

Save Money: Come in and get a library card—free for village residents and $10.00 for rural residents. This card enables you to access all of the services offered in the libraries in Saunders County. The Mead Library has over 10,000 catalogued items for check out. Also, by using the libraries you will ensure that these services will continue to be offered for Saunders County.
Summer Reading: We will be finalizing a reading program. If you have any ideas or would like to help in any way, please contact the library at 624-6605.
Spaghetti Feed: The Mead Library Board of Trustees (Lesha Quinn, Brenda Halbmaier, Virgene Schutt, Jenny Carritt and Fran Hughes), along with Director Vera Kuhr would like to thank the following:
Our deepest appreciation to Mead Public Schools, Mr. Scheuler and the members of the Student Council for cookies and bars, Maybelle Tweedy for her great kitchen help, Pat Miller, Sandy Winkelman, Judy Ramus, and Mead Friends Foundation Board. MEAD BALL ASSOCIATION NEWS
Mead Ball Association January meeting was held January 7, 2009 at the Mead Community Building. Officers for the 2009 year are: President Vern Taylor, Vice President Jim Halbmaier, Secretary Kristi Kavan and Treasurer Dalene Selko. Registration for baseball and softball is underway. Sign up now. If you need a form, stop by the Bank of Mead or Village office. We are hoping to have teams for all age groups. We are short on a few categories, so we will need to be making a decision soon. We also need a head coach for the Age 5/6 Boys. Our next scheduled meeting is February 18, 2009 at 7:30 p.m. at the Community Building. Mead Days, June 19-21, is quickly approaching and donation letters will be going out soon. If you would like to donate, please send your donation to Mead Days/Mead Ball Association, c/o Dalene Selko, PO Box 155, Mead NE 68041. We are hoping to plan a great weekend of activities for the whole family.
Mark your calendars for the Mead Alumni Basketball and Volleyball Games. The volleyball is scheduled for March 28. The basketball is scheduled for April 3 and 4. You do not have to be an alumni to play. If enough players sign up, we will again have a girls game. More information will be forthcoming.

NEWS FROM THE MEAD COMMUNITY GROUP
The Mead Community Group’s main goal is to promote healthy behaviors in our area’s youth.
One simple thing families can do each day is to plan to eat a meal together. It does not matter which meal it is, be it breakfast, lunch, or dinner, or even if it is home cooked. The main focus is for the family to gather and take time to communicate.
Kids that eat regular meals with their parents have a reduced likelihood that they will start drinking or smoking in their teen years and eating together provides an opportunity for adults to model healthy eating habits according to an article from Science Daily 11/04 by Dianne Neumark-Sztainer, Ph.D., M.P.H.R.D. In addition, “the importance, structure and atmosphere of family meals may help steer adolescent girls from eating disorders.”
Make eating one meal a day together as a family a priority this month, and check back next month for more ideas from MCG on how you can promote healthy behaviors in your children.

Save Money: Come in and get a library card—free for village residents and $10.00 for rural residents. This card enables you to access all of the services offered in the libraries in Saunders County. The Mead Library has over 10,000 catalogued items for check out. Also, by using the libraries you will ensure that these services will continue to be offered for Saunders County.
Summer Reading: We will be finalizing a reading program. If you have any ideas or would like to help in any way, please contact the library at 624-6605.

MEAD BALL ASSOCIATION NEWS
Mead Ball Association January meeting was held January 7, 2009 at the Mead Community Building. Officers for the 2009 year are: President Vern Taylor, Vice President Jim Halbmaier, Secretary Kristi Kavan and Treasurer Dalene Selko. Registration for baseball and softball is underway. Sign up now. If you need a form, stop by the Bank of Mead or Village office. We are hoping to have teams for all age groups. We are short on a few categories, so we will need to be making a decision soon. We also need a head coach for the Age 5/6 Boys. Our next scheduled meeting is February 18, 2009 at 7:30 p.m. at the Community Building. Mead Days, June 19-21, is quickly approaching and donation letters will be going out soon. If you would like to donate, please send your donation to Mead Days/Mead Ball Association, c/o Dalene Selko, PO Box 155, Mead NE 68041. We are hoping to plan a great weekend of activities for the whole family.
Mark your calendars for the Mead Alumni Basketball and Volleyball Games. The volleyball is scheduled for March 28. The basketball is scheduled for April 3 and 4. You do not have to be an alumni to play. If enough players sign up, we will again have a girls game. More information will be forthcoming.

BOARD OF TRUSTEES MEET NOVEMBER 11
The Village of Mead Board of Trustees met November 11 at 6:00 pm at the Village Office. Present were Chairman Howell; Trustees Feldhaus, Mongan, Raver and Swanson. Also present were Clerk Moline, Utility/Maintenance Supt. Brabec and guests Jim Halbmaier and Ed Schroeder.
Mr. Schroeder presented the 10/01/07-09/30/08 Audit Report.
Action was taken to transfer $10,000.00 from Debt Service checking to a CD with the Bank of Mead, approved the Audit Report, amended the Common Facility Agreement with Mead Public Schools and approved a Cooperative Agreement for Sanding Unit with Mead Public Schools. First Reading was heard for Ordinance 579 Service Deposit for Water Services and Ordinance 580 Service Deposit for Sewer Services. First and Second readings were waived and Ordinance 581 Re-connection Fee was approved. Resolution 08-17 to amend the Employee Handbook and write off $14.86 on a delinquent account was approved.
The Planning Commission Report, Library Report and Police Report were accepted as written.
CLERK REPORT: Moline reported delinquent utility accounts, completion and distribution of the updated Planning Commission Manuals and vacation request. The Christmas Dinner was discussed.
MAINTENANCE REPORT: Brabec requested information as to future water and sewer needs for reports and number of “Notice to Peddler” signs to purchase. He reported delivery of the salt/sand spreader. Procedure for turning off delinquent accounts was reviewed. Request was made to Brabec as to timeline for street pothole repairs, engraving of tools and completion of tool and equipment inventory.
The meeting was adjourned at 7:50 p.m.

Purpose of the hearing was to amend the zoning ordinance regarding signs.
Waiving First and second reading and adoption of Ordinance 578 Amend Signs was approved.
The hearing was adjourned at 6:15 p.m.

Santa Claus will be making his annual stop in Mead on Thursday, December 18. He will stop at Mead Elementary School at 9:30 a.m. From there he will come to the Mead Library to greet youngsters from 10:30 a.m. until 11:30 a.m.

Summer Reading - The library is looking for input from parents as to what to include in the summer reading program for the coming year. We have not had a good reception especially at the end of the program. Please stop at the library or call (624-6605) with your suggestions.

Flu Shots - Flu shots will be given on Wednesday, November 26 from 9:00 am to 2:00 pm at the library. Please bring your Medicare card.
New Materials - The library received a donation of newer paper backs that have all been catalogued. New titles for adult fiction: “A Good Woman” by Danielle Steel; “The Brass Verdict” by Michael Connelly; “Izzy & Lenore” by Jon Katz (this is about a dog); “The Longest Trip Home” by John Grogan (who wrote Marley and Me); “Sunset” by Karen Kingsbury (the last one in this series); “The Jewel of Gresham Green” by Lawana Blackwell; “A Time to Gather and A time to Mend” by Sally John and Gary Smalley (a new author); “Real Life” by Dr. Phil; “Charley’s Web” by Joy Fielding; “Harvest” by Tess Gerritsen; and “The Gods of Newport” by John Jakes.
Juvenile—The library has all four titles by Stephanie Meyer and many titles were added during the summer for elementary readers.

Snow Emergency Route within the Village of Mead is defined as Elm Street from Highway 92 to Eighth Street, Vine Street from First Street to Eighth Street, First Street from Elm Street to County Road 10, Fourth Street from Elm Street to County Road 10, and Eighth Street from Oak Street to County Road 10.
Signs are posted on the streets indicating they are designated as the Snow Emergency Route. Parking on these streets is not permitted during snow accumulation. “No parking” on side streets is also encouraged to aid in snow removal in a timely manner.
Village Ordinance requires that all sidewalks within Village limits be
cleared 24 hours following the cessation of snow.
Reminder . . .
Please do not rake your leaves into the streets. Future problems may occur with plugged drainage systems if done so.
BASKETBALL BEGINS
Good luck to Mead Jr.-Sr. High School basketball teams as they begin their seasons. Varsity and Junior Varsity games begin Friday, December 5 at Johnson County. The High School teams play their first home games on Friday, December 12. The Junior High boys began their season on Tuesday, November 18 against Omaha Christian Academy. The Junior High girls have their first game at Prague on Thursday, January 8. GOOD LUCK!

VILLAGE OF MEAD BOARD OF TRUSTEES MEET DECEMBER 9
The Village of Mead Board of Trustees met December 9, 2008 at 6:00 p.m. at the Village Office. Present were Chairman Howell and Trustees Feldhaus, Halbmaier, Raver and Swanson. Also present were Clerk Moline and Utilities/Maintenance Superintendent Brabec. Guests present were Burneil Ecklund and Dale Wilson.
The Oath of Office was administered to Raver and Halbmaier. Reorganization of the board took place, with Howell elected as Chair. Appointments were: Police Chief-Carlson; Clerk/Treasurer-Moline; Librarian-Kuhr; Attorney-Curt Bromm; Street Supt./Engineer-JEO; Accountant-Ed Schroeder; Official Depository-Bank of Mead; Insurance Carrier-Inspro; Official Newspaper-Wahoo Newspaper; 401k Administrator-Ameritas. The official posting of board meetings was approved. Howell appointed Feldhaus and Halbmaier to serve on the Common Facility Board.
Burneil Ecklund presented a request to remove trees and an old fence north of the dump to allow for better flow of water from his property. The board indicated that this project may be a future budgeted item.
Action was taken to approve a two year retainer with Edstrom, Bromm, Lindahl and Freeman-Caddy law firm; heard 2nd reading of Ord. 579 Service Deposit for Water Services and 2nd reading of Ord. 580 Service Deposit for Sewer Services; introduced, waived 3 readings and adopted Ord. 582 Participation in National Flood Insurance Program; and accepted the resignation of Utilities/Maintenance Superintendent Brabec.
CLERK REPORT: Moline reported election results, carpet cleaning and arrangements to attain future water/sewer rate study from Nebraska Rural Water.
MAINTENANCE REPORT: Brabec reported completion of concrete work on Elm St., sanding of streets, completion of placing Christmas decorations on street lights and engraving of tools.
The Christmas Party was set for January 25 at Woodcliff.
The meeting was adjourned at 7:25 p.m.

The Village of Mead is taking applications for a Utility / Maintenance Superintendent. Applicants should have or be willing to attain certification as water operator and sanitary sewer certification.

That poem came to me as I was doing this newsletter and watching it snow. It was one of many that we had to memorize in country school.
Spaghetti Feed: Our annual fundraiser will be held January 9th at the Mead High School commons during the Mead/Yutan basketball game. Again we will have the much appreciated help of the members of Mead Student Council. All members of the Library Board of Trustees and the Friends/Foundation members are asked to bring a pan of bars and help as needed. We have had a great response from the residents of Mead for this event and proceeds will go toward library improvements.
SANTA CLAUS: Santa will have been here and gone to deliver all of the toys to children everywhere and our thanks to all that participated. It is worth all of the effort to watch the young ones with their wide open eyes and sometimes tears.
Summer Reading: If you are interested in helping (or organizing) the summer reading program, please stop at the library and take a look at the tremendous amount of ideas that are in the BIG book we get from the Nebraska Library Commission. If any resident is in need of community service, this would be an excellent venue to accomplish this need. It is not a time consuming project and would only last the month of June and maybe into July. Please let me know as soon as possible as we have a meeting the end of February where we share ideas for the coming year.
Internet Use: As the days are colder and there is less activity outdoors, the use of the computers has risen. Anyone under 18 must have a permit signed by a parent or guardian to access the internet. Parents are asked to be vigilant in monitoring their children’s usage of the internet and please read the rules for computer and internet use.

The Village of Mead Board of Trustees met December 9, 2008 at 6:00 p.m. at the Village Office. Present were Chairman Howell and Trustees Feldhaus, Halbmaier, Raver and Swanson. Also present were Clerk Moline and Utilities/Maintenance Superintendent Brabec. Guests present were Burneil Ecklund and Dale Wilson.
The Oath of Office was administered to Raver and Halbmaier. Reorganization of the board took place, with Howell elected as Chair. Appointments were: Police Chief-Carlson; Clerk/Treasurer-Moline; Librarian-Kuhr; Attorney-Curt Bromm; Street Supt./Engineer-JEO; Accountant-Ed Schroeder; Official Depository-Bank of Mead; Insurance Carrier-Inspro; Official Newspaper-Wahoo Newspaper; 401k Administrator-Ameritas. The official posting of board meetings was approved. Howell appointed Feldhaus and Halbmaier to serve on the Common Facility Board.
Burneil Ecklund presented a request to remove trees and an old fence north of the dump to allow for better flow of water from his property. The board indicated that this project may be a future budgeted item.
Action was taken to approve a two year retainer with Edstrom, Bromm, Lindahl and Freeman-Caddy law firm; heard 2nd reading of Ord. 579 Service Deposit for Water Services and 2nd reading of Ord. 580 Service Deposit for Sewer Services; introduced, waived 3 readings and adopted Ord. 582 Participation in National Flood Insurance Program; and accepted the resignation of Utilities/Maintenance Superintendent Brabec.
CLERK REPORT: Moline reported election results, carpet cleaning and arrangements to attain future water/sewer rate study from Nebraska Rural Water.
MAINTENANCE REPORT: Brabec reported completion of concrete work on Elm St., sanding of streets, completion of placing Christmas decorations on street lights and engraving of tools.
The Christmas Party was set for January 25 at Woodcliff.
The meeting was adjourned at 7:25 p.m.

Merry Christmas and Happy New Year!!!

That poem came to me as I was doing this newsletter and watching it snow. It was one of many that we had to memorize in country school.
Spaghetti Feed: Our annual fundraiser will be held January 9th at the Mead High School commons during the Mead/Yutan basketball game. Again we will have the much appreciated help of the members of Mead Student Council. All members of the Library Board of Trustees and the Friends/Foundation members are asked to bring a pan of bars and help as needed. We have had a great response from the residents of Mead for this event and proceeds will go toward library improvements.
SANTA CLAUS: Santa will have been here and gone to deliver all of the toys to children everywhere and our thanks to all that participated. It is worth all of the effort to watch the young ones with their wide open eyes and sometimes tears.
Summer Reading: If you are interested in helping (or organizing) the summer reading program, please stop at the library and take a look at the tremendous amount of ideas that are in the BIG book we get from the Nebraska Library Commission. If any resident is in need of community service, this would be an excellent venue to accomplish this need. It is not a time consuming project and would only last the month of June and maybe into July. Please let me know as soon as possible as we have a meeting the end of February where we share ideas for the coming year.
Internet Use: As the days are colder and there is less activity outdoors, the use of the computers has risen. Anyone under 18 must have a permit signed by a parent or guardian to access the internet. Parents are asked to be vigilant in monitoring their children’s usage of the internet and please read the rules for computer and internet use.

VILLAGE OF MEAD BOARD OF TRUSTEES
The Village of Mead Board of Trustees met October 14 at 6:00 p.m. Present were Chairman Howell; Trustees Feldhaus, Mongan, Raver and Swanson. Also present were Clerk Moline, Utility/Maintenance Supt. Brabec and Police Chief Carlson. Guests present were Jim Jackson and Gary Guyle.
Mr. Jackson addressed the board regarding the drainage project along Elm Street. He stated that without the St. Dept. of Roads agreeing to maintain the ditches south of Hwy. 92 there would be no benefit to the pursuing the project.
Action was taken to approve Lowell Divoll as a member of the Planning Commission, purchase salt/sand spreader and fire hydrant, and approved Resolution 08-15 for a Designated Liquor License to the Mead Fire Dept. for a February 21 Wild Game Feed. Police Chief Carlson is to purchase a security camera for the village office. The swimming pool ordinance will be passed to the Planning Commission for their review and future recommendation to the Board of Trustees.
Maintenance Report - Brabec reported table and chair count, roof leak and door roof at the Community Bldg. It was agreed that no further use of Community Bldg. tables and chairs will be allowed. The board authorized purchase of a motion light for the exterior of the maintenance garage and concrete repairs of Elm St. Future replacement of meters located at the schools and sewer plant alarm were discussed.
Clerk Report - Moline reported request by the Mead Ball Assoc. to address the board at the 11/11 meeting. The trustees requested that they be placed on the 12/9 agenda instead. It was noted that a committee shall be formed with the Mead Public School committee to monitor the Interlocal Agreement for the baseball field/restrooms.
Police Report - The monthly activity report and investigation of recent theft were reported.
The meeting was adjourned at 8:30 p.m.
NOTICE REGARDING PUBLIC USE OF TABLES & CHAIRS
Upon discussion of the Board of Trustees, a decision was reached that NO tables and chairs are to leave the Community Building. Prior to the decision, residents were given the opportunity to borrow the tables and chairs free of charge. The decision was reached due to loss of these items. Please note that the Community Building is available to rent for use for your events.
NO picnic tables are to be removed from the Mead Park at any time or for any reason. This rule has been in place for a number of years.
The Village of Mead office will be closed Thursday, November 27 and Friday,
November 28.

SNOW REMOVAL GUIDELINES
As winter weather approaches, Village Ord. 5-311 requires that following a snowfall of 2" or more, it shall be unlawful to park or stand any vehicle on any street within the congested district (Vine St. from 3rd St. to 5th St. and 4th St. from the alley adjacent to Blocks 24 and 33 to Vine St. and from alley adjacent to Blocks 25 and 32 to Vine St and including such other public streets as the board shall designate by resolution from time to time), between the hours of 11:00 P.M. and 7:00 A.M. of the following day.
On all other streets, parking shall be restricted to the north and west sides of the streets on even numbered days of the month and the south and east sides of the streets on odd numbered days of the month until the streets have been cleaned.
Village ordinance also designates that all sidewalks shall be cleaned within 24 hours after the cessation of snow.
The Mead Community Group is a local organization that is interested in promoting healthy safe behaviors for area youth.
Who can join? - Anyone with an interest in helping to improve our community.
When does the group meet? - 2nd Tuesday of each month, 1:00 pm at the elementary school principal’s office.

Village of Mead Board of Trustees
A regular meeting of the Village of Mead Board of Trustees was held Sept. 9, 2008 at 6:00 p.m. at the Village Office. Present were Chairman Howell; Trustees Feldhaus, Mongan, Raver and Swanson. Also present were Clerk Moline, Utilities/Maintenance Supt. Brabec, Police Chief Carlson and guest, Joan Swanson.
Action was taken to reduce rental of the Community Bldg. to $50.00 to the Mead Covenant Church for a mission fundraiser on Oct. 18, accepted the resignation of Arlyn Hankes from the Planning Commission, approved Resolution 08-13, Loan Schedule with the Bank of Mead for the UV Facility and wrote off two delinquent utility accounts.
A Budget Hearing was called at 6:14 p.m. Action was taken to approve the 10/1/08 - 9/30/09 budget, additional 1% increase and Resolution 08-14, Final Tax Levy of $.229553. The hearing was adjourned at 6:16 p.m.
REPORTS:
Police - Carlson reported monthly activities, dogs running at large & reefer on commercial property.
Maintenance - Brabec presented a report of streets requiring maintenance and UV plant facility testing results. Directive was given to seek price of a salt spreader (to be a shared cost with Mead Public Schools), preorder water products for next budget year, discontinue of mosquito spraying this year and vacation time.
Clerk - Moline reported receipt of letters from JEO regarding the drainage project, DEQ acknowledging receipt of village letter stating purchase of safety equipment, Environmental Protection Agency reporting clean up guideline of former Ordinance Plant and City of Wahoo for Hazardous Waste Collection Day.
Discussion was held on erection of a sign by Insulfoam, removal of turf from the baseball field & park rental on October 19.
The board entered executive session at 7:17 p.m. for employee evaluation for Brabec.
The meeting was adjourned at 7:43 p.m

DUMP HOURS TO CHANGE FOR WINTER MONTHS!
The Mead Dump will begin winter hours on November 1. Winter hours are the first Saturday of the month ONLY from 10:00 a.m. until 2:00 p.m. These hours will be in effect from November 1 through March 31.
Please be reminded that the only items permitted to be dumped are tree branches, weeds, leaves and grass clippings. All items must be UNBAGGED.
The dump is available to Mead residents ONLY! A dumping charge of $2.00 per load is payable to the dump master prior to dumping.

Fall is finally here and it is time to spend more time indoors and a good book. The library has received numerous donated materials by Carla Neggers, Jordan Dane, Lisa Gardner, Brenda Novak and Karen Roberts and many others in addition to the following titles:
Adult: Christian Fiction by Wanda Brunstetter; Kim Vogel Sawyer and Karen Kingsbury. “Tailspin” by Catherine Coulter; “Fearless Fourteen” by Janet Evanovich; “Tribute” by Nora Roberts; “Say Goodbye” by Lisa Gardner; “Fast Track” by Fern Michaels; and “Last Kiss” by Luanne Rice.
Juvenile: We purchased new materials over the summer that are too numerous to mention.
We experienced internet outage and our software was down for some time that put us behind in getting all of the materials we received catalogued and on the shelf. Things are getting better and we are about caught up.
The materials that are in the front hall of the library will be donated to other organizations at the end of the month. If you are interested in fiction and non fiction, magazines and other miscellaneous materials, please stop in to browse.
The library has two new computers placed in the library for public use. We also have one set up as the card catalog. We do not at this time have a link to the library on-line catalog but will do so in the near future. Anyone with an internet connection will be able to access the data base of the Mead Library from their home. If you would like to have some instruction in accessing this data base, please stop in at the library or call first so we could have a computer available for instruction.
DO YOU HAVE BOOKS OUT? Please check your shelves for library books. Notices will be sent or you will get a telephone call. With the increase in postage, it does not pay to send notices for a small amount of fines. I again remind you that you owe fines if they are more than two weeks overdue. If you put them in the drop box, please include fine money. Fines are 10 cents per day that the library is open. This means you pay fines for 4 days a week (Tuesday, Wednesday, Thursday and Saturday) or 40 cents a week the material is overdue. Please contact me if you have concerns with your fine due. The overdue record follows you to the other Saunders County Libraries. Your account must be in good standing in order to use the services of the libraries in Saunders County.
Did you know?
Take your bananas apart when you get home from the store. If you leave them connected at the stem, they ripen faster.
Store your opened chucks of cheese in aluminum foil. It will stay fresh much longer and not mold.
Peppers with three bumps on the bottom are sweeter and better for eating. Peppers with four bumps on the bottom are firmer and better for cooking.
Add a teaspoon of water when frying ground beef. It will help pull the grease away from the meat while cooking.
For a cool brownie treat, make brownies as directed. Melt Andes mints in a double broiler and pour over warm brownies. Let set for a wonderful minty frosting.
Add garlic immediately to a recipe if you want a light taste of garlic and at the end of the recipe if you want a stronger taste of garlic.
Heat up leftover pizza in a nonstick skillet on top of the stove, set heat to med-low and heat until warm. This keeps the crust crispy. No more soggy microwave pizza.
Leftover Snickers bars from Halloween make a delicious dessert. Simply chop them up with the food chopper. Peel, core and slice a few apples. Place them in a baking dish and sprinkle the chopped candy bars over the apples. Bake at 350ยบ for 15 minutes. Serve alone or with vanilla ice cream. Yummm!

The Village of Mead Board of Trustees met at the Village Office on Tuesday, August 12, 2008 at 6:00 pm. Present were Chairman Howell, Trustees Feldhaus, Mongan, Raver and Swanson. Also present were Clerk Moline, Utilities Supt. Brabec and Police Chief Carlson. Guests were Ed Schroeder and Steve Mayfield. Action was taken to approve a project by Custom Edges Enterprises for $1.860.20 to landscape at the Community Building and purchase of Halloween treat bags for the Mead Elementary students. Moline reported final cost for the underground safety equipment from General Fire and Safety is $4,302.00. Discussion of the golf cart ordinance has been tabled for six months. New zoning books will be published for members of the Planning Commission.
REPORTS:
Police - Carlson reported on truck reefers running issue and dog concerns.
Maintenance - Brabec reported scheduled arrival and demonstration of underground safety equipment on August 15, street repairs and maintenance work at the dump area. Mosquito spraying dates were noted. Budget requests, monitoring of the wastewater plant following rainfall and shutting off delinquent accounts when due were discussed.
Clerk - Moline reported a request by Prague Insurance Co. to bid the village insurance in the future, delivery charge and employee PTO.The meeting adjourned at 8:32 pm.
A Budget Workshop was held August 12, 2008 at 6:07 pm. Discussion of the 10/1/08 - 9/30/09 budget took place.The workshop was adjourned at 6:55 pm.

Safety Concerns
With the start of a new school year, please use extra caution for children riding their bicycles and crossing at intersections.
Many residents walk or take their dogs out for daily walks. Please watch for these folks also. Please remember to observe the posted speed limits in Mead. Also, STOP at all stop signs - they are mounted for a purpose. Slowing down and rolling through the stop sign is not considered a stop. If these are not observed, you run the risk of being presented a ticket!
PARENTS: Please educate your children on walking and bicycle safety. Several complaints have been expressed regarding children playing and/or riding their bicycles in blindspots on the streets of Mead.
BOOSTERS DRIVE
Join Mead Athletic Boosters today. You can join by dropping off $10 at the Bank of Mead or Mead High School. When joining you are then eligible for discount gate tickets for all home games.
The Mead Athletic Boosters is an organization that helps raise funds to support our Mead Athletic programs. Funds are generated through sales from concessions as well as memberships. The funds then are used to purchase uniforms, equipment and supplies for the athletes.

Come and support High School sports! The Yutan-Mead Softball team begins play on August 28 against Logan View at Yutan, Volleyball plays a triangular at Cedar Bluffs on September 4, Girl’s Cross Country’s first race begins at the Johnson Co. Central Invite on September 5 and Football begins their season at home against Lyons-Decatur N.E. on September 5. Junior Varsity start dates are as follows: Softball begins August 28 at Yutan, Volleyball on September 4 at Cedar Bluffs and Football September 8 at Omaha Christian Academy.

PLANNING COMMISSION MEETING INFORMATION Please be aware that the Mead Planning Commission meets at 7:30 p.m. the fourth Monday of each month, excluding December. If you are planning construction jobs, please note that you must obtain an application for a building permit and submit to the village office the Thursday prior to the meeting. You must also request to have your application placed on the agenda prior to the meeting.

The Village of Mead Board of Trustees met at the Village Office on Tuesday, August 12, 2008 at 6:00 pm. Present were Chairman Howell, Trustees Feldhaus, Mongan, Raver and Swanson. Also present were Clerk Moline, Utilities Supt. Brabec and Police Chief Carlson. Guests were Ed Schroeder and Steve Mayfield. Action was taken to approve a project by Custom Edges Enterprises for $1.860.20 to landscape at the Community Building and purchase of Halloween treat bags for the Mead Elementary students. Moline reported final cost for the underground safety equipment from General Fire and Safety is $4,302.00. Discussion of the golf cart ordinance has been tabled for six months. New zoning books will be published for members of the Planning Commission.
REPORTS:
Police - Carlson reported on truck reefers running issue and dog concerns.
Maintenance - Brabec reported scheduled arrival and demonstration of underground safety equipment on August 15, street repairs and maintenance work at the dump area. Mosquito spraying dates were noted. Budget requests, monitoring of the wastewater plant following rainfall and shutting off delinquent accounts when due were discussed.
Clerk - Moline reported a request by Prague Insurance Co. to bid the village insurance in the future, delivery charge and employee PTO.The meeting adjourned at 8:32 pm.
A Budget Workshop was held August 12, 2008 at 6:07 pm. Discussion of the 10/1/08 - 9/30/09 budget took place.The workshop was adjourned at 6:55 pm.
A Budget Hearing is scheduled for 6:10 p.m. on Tuesday, September 9 at the Village Office
The Village Office will be closed Monday, September 1 to observe Labor Day.

Safety Concerns
With the start of a new school year, please use extra caution for children riding their bicycles and crossing at intersections.
Many residents walk or take their dogs out for daily walks. Please watch for these folks also. Please remember to observe the posted speed limits in Mead. Also, STOP at all stop signs - they are mounted for a purpose. Slowing down and rolling through the stop sign is not considered a stop. If these are not observed, you run the risk of being presented a ticket!
PARENTS: Please educate your children on walking and bicycle safety. Several complaints have been expressed regarding children playing and/or riding their bicycles in blindspots on the streets of Mead.
BOOSTERS DRIVE
Join Mead Athletic Boosters today. You can join by dropping off $10 at the Bank of Mead or Mead High School. When joining you are then eligible for discount gate tickets for all home games.
The Mead Athletic Boosters is an organization that helps raise funds to support our Mead Athletic programs. Funds are generated through sales from concessions as well as memberships. The funds then are used to purchase uniforms, equipment and supplies for the athletes.

Come and support High School sports! The Yutan-Mead Softball team begins play on August 28 against Logan View at Yutan, Volleyball plays a triangular at Cedar Bluffs on September 4, Girl’s Cross Country’s first race begins at the Johnson Co. Central Invite on September 5 and Football begins their season at home against Lyons-Decatur N.E. on September 5. Junior Varsity start dates are as follows: Softball begins August 28 at Yutan, Volleyball on September 4 at Cedar Bluffs and Football September 8 at Omaha Christian Academy.
