New Concession Stand/Restrooms Open at Park
The new concession stand and restrooms at the Mead Park have recently been completed. Thank you to village staff and the volunteers for their many hours of dedicated service to complete the building for the beginning of the softball / baseball season.
Come and support the local baseball and softball teams. A calendar of scheduled games is available at the County Store.
STOP at the stop signs in Mead. They are there for a reason and too many people are ignoring them! Citations may be issued in the future.
LIBRARY OPPORTUNITIES
Have you “checked out” the Mead Library lately? Our village is so blessed to have such a great resource in our community. We have always enjoyed reading and, before moving to Mead, spent probably hundreds of dollars on books of our own. We had so many that one bookshelf literally self destructed when we put on one too many. But no longer. When Dick wants to read the newest Grishom, he’s on the list. The new Khaled Hosseini books about Afghanistan, “The Kite Runner” and “A Thousand Splendid Suns” were available when I asked. Something from the best seller list? If Vera doesn’t have it on hand, she can usually get it on loan from the Wahoo Library. So if you haven’t read a good book lately—CHECK IT OUT!

This event is open to persons residing within the Village of Mead city limits ONLY! Members of the Board of Trustees will be present to check resident identification and check loads prior to disposal. If you are not a resident, you will be turned away! This is your opportunity to dispose of your unwanted items!
All “junk vehicles” are required to be placed out of sight on one’s property from public view or completely tarped. If this is not a possibility, please dispose of the vehicle.
We are asking that all yards be cleaned, as unkept property will be sited by village police. Yards are required to be mowed, weeds removed and no grass clippings are to be spilled onto village streets.
Village of Mead Board of Trustees meet May 13
A regular meeting of the Village of Mead Board of Trustees was held May 13 at 6:00 p.m. Present were Chairman Howell and Trustees Feldhaus, Mongan, Raver & Swanson. Also present were Clerk Moline and Utility/Maintenance Supt. Brabec. Guests present were JEO representatives Jim Jackson and Ray Casey.
Mr. Jackson provided additional information in regard to the drainage project along Elm St. He stated until the state highway improves drainage along Hwy. 92, improvements will not meet expectations if the drainage project were pursued. A letter will be addressed to the NE Highway Dept. as to a timeline when improvements for drainage could be expected along Hwy. 92. Mr. Casey presented a change order from Gen-Mech for additional ground work at the UV Plant. It was decided Brabec would concrete this area.
A Public Hearing was called at 6:25 p.m. Action was taken to approve first reading of Ord. 575 to amend the Zoning Ordinance with the additions to Sections 11-306 B1 and 11– 307 B1 of “Detached accessory garages or carports shall be stick built and constructed of materials customarily used in residential construction, excluding the use of galvanized, corrugated steel. Ribbed colored metal siding or roofing material may be used and shall be consistent in color to the primary residential structure”.
The hearing was adjourned at 6:30 p.m.
An agreement was approved with Terry Miller to place a pop machine at the park and approval of Resolution 08-11 to set rates for garbage service franchises. Discussion was held on interlocal agreements with the City of Wahoo to rent safety equipment and spray mosquitoes, cable line removal, four-wheelers, mowing grass into streets, cleaning of alley west of Oak Street and leveling and reseeding of yards torn up for a water line replacement last year. Approval was granted to purchase a new sampler and sludge pump for the sewer plant.
The meeting was adjourned at 7:15 p.m.

Are check valves approved for use on boiler feed lines?
Most jurisdictions require backflow protection on all boiler feed lines. Some will allow a backflow preventer with intermediate vent as minimum protection for residential boilers. A reduced pressure backflow preventer is generally required on commercial and compound boilers. However, low cost, continuous pressure backflow preventers are now available which will perform with maximum protection; thus check valves are not recommended.
What is the difference between pollution and contamination?
Pollution of the water supply does not constitute an actual health hazard, although the quality of the water is impaired with respect to taste, odor or utility. Contamination of the water supply, however, does constitute an actual health hazard; the consumer being subjected to potentially lethal water borne disease or illness.
What case was reported involving a school?
Most people are familiar with the details of the Holy Cross Football Teams’ “hepatitis” incident, which was later determined to be caused by a backflow of contaminated water. It took close to nine months for officials to determine that a severe fire in nearby Worcester lowered the pressure in the football field area to the point where a back pressure backflow condition was created allowing contaminants from a sunken hose bibb pit to backflow into the field house drinking bubbler.

Summer Reading is here !!!!!!
Registration will begin the week of June 3rd. Calendars will be prepared so that children can be kept abreast of the events planned. Remember you must have a current library card and have taken care of overdues and fines.
The library has purchased many new adult titles for your summer enjoyment. We are in the process of cataloguing these titles and they are ready to be checked out. Stop in and see what we have to offer.
Weeding has begun on older and new titles that have had no activity in recent years. We are attempting to keep any that we think has some value to the library’s collection. Stop in and browse these books and maybe you will find one that you had read long ago or can remember having seen this book somewhere.
Summer brings more children using the internet. I again caution parents or guardians to take a minute or two to discuss what are appropriate sites to be browsed. Anyone under 18 must have parent or guardian consent to access the internet. Children like to use the internet together and they sometimes forget that they must all have a consent form signed.
The library will be getting two new computers and some miscellaneous items from a LSTA grant. We have two older computers that will be disposed of. If you think you might be able to use one (or both) of these, please contact the library.

Village of Mead Board of Trustees
The Village of Mead Board of Trustees met April 8 at 6:00 p.m. Present were Chairman Howell and Trustees Feldhaus, Raver and Swanson. Absent was Trustee Mongan. Also present were Clerk Moline, Utilities/Maintenance Supt. Brabec and Police Chief Carlson. Guests present were Don Anderson, Jim Jackson and Jaron Bromm.
Don Anderson requested a Special Designated Liquor License for the Mead High School Alumni Party on June 21 to be held at the Community Bldg.
Jim Jackson, JEO, presented the projected outline and cost of the drainage project along Elm St.
Jaron Bromm sought community interest in Viaero Wireless constructing a tower east of Mead to serve Yutan and Mead. The board supported the construction.
Action was taken to approve Resolution 08-09 Interlocal Agreement for a Mutual Finance Organization; approved lease of the volleyball court to Wahoo Parks & Rec for summer volleyball leagues at a cost of $100.00 per season; approved closure of streets for a parade and car show during Mead Days on June 21; and wage increase of $650.00 per year to Police Chief Carlson.
Discussion was held on liquor license request by the Mead High School Alumni Committee and maintenance of First St. from Co Rd 10 to Spruce St. and Spruce St. from Fourth St. to Sixth St.
The meeting was adjourned at 8:31 p.m.

NOTICE TO DOG AND CAT OWNERS –
All dogs and cats living within village limits are to be licensed by May 1st. If dogs are caught running at large, a first time warning will be provided to the owner. If the animal is caught a second time, it will be taken to Green Acre Animal Clinic. The owner shall pay an impoundment fee to the Village of Mead and license the animal prior to the animal being released by Green Acre. The owner is also responsible for all boarding fees while the animal is housed at Green Acre.
Please keep your dogs contained on your property or leashed while off property.

Mead Library News April 2008 by Vera Kuhr, Librarian
The library met on Monday April 14th after being postponed twice. Spring is a busy time!! These meetings are open to the public and minutes are kept at the library.
Summer Reading is Coming!!!!
The library could use some help with summer reading programs. If any Junior or Senior High student needs any community service hours, this would be a fun way to attain these hours. Please contact the library if you are interested. Summer Reading would start the first week in June and end the third week in July.
Bake Sale – Our annual bake and book sale will be May 3rd at the library. Any donations of food will be welcome. You may leave them at the library after 7:30 Saturday morning.
Foundation Meeting – The Friends/Foundation met on April 7th. Some items for discussion were continued improvement of library services and investigating if there is community interest to have a place for memorabilia from the town of Mead and surrounding area – as the NOP plant. If you have any ideas, please contact the Friends/Foundation Board. These meetings are open to the public and the minutes and other documents will be kept at the library for the public to read.
Fines Left in Drop Box – If you leave fines in the drop box, please put your name on the envelope as it is hard to match up fines and books when there are different ones overdue.
We received a $100.00 donation in memory of Ruth Killingsworth by her daughters. This money is greatly appreciated and will be used to purchase children’s books at the Scholastic Book Sale in May. The money will be doubled as far as the amount of materials that can be purchased. Children’s books have a long shelf life and will be used by children for many years.
The library received a grant to purchase new computers and software and other miscellaneous items. This is sorely needed as the two computers are older and in need of repair. When they are installed, we should have two newer computers for public use with the highspeed internet connection. One that is being replaced will be set up as the card catalog. When this is all installed, we should also have a link on the Mead Village website to access our card catalog on line. Watch for further notices when this is accomplished.

VILLAGE OF MEAD STORM WARNING PROCEDURES
The Wahoo Sheriff’s office will set off the firemen’s pagers if they receive a watch for this area. The fire siren will go up and down a few times. This is only to alert the fire department to be on the watch. It is also a good idea to keep tuned to a local TV channel / radio station if we are in a watch area.
If a funnel is actually spotted, they will blow a steady blast on the siren. This is your signal to take cover at once. For those residents or businesses without basements, go to the Alma Lutheran Church basement, 219 West 5th Street. A fireman will have the doors open if we are in a storm warning.

Realizing that I am playing for fun, recreation, and personal betterment, I hereby for myself, my heirs, personal representatives and assigns, waive and release any and all claim for injuries or damages of any kind of nature which I may have against the City of Wahoo, any manager, referee or assistant thereto, anyone who prepares a playing field for any practice session or any formal game, chaperones, sponsors or anyone who organizes or causes this program to operate, their agents, representatives and assigns as a result of any practice session or game or any participating in said sports program and indemnify the City of Wahoo, and all parties named herein against such claim or damages arising from such claims.
I hereby agree that managers, referees, their assistants or anyone who prepares a playing field shall not be liable for my injury or death as a participant in said Wahoo Parks and Recreation program which results from the negligence of any of the above listed individuals.

VBS—Mark your calendars!
Vacation Bible School will be held May 19—23 from 5—8 pm at Mead Covenant Church, 1540 Co Rd 10. Alma Lutheran Church and Mead Covenant Church are co-sponsoring VBS. Dinner will be served nightly from 5 - 6 pm.
This year’s theme is “Jerusalem Marketplace”, a program similar to last years. VBS is for the entire family Adults are encouraged to join us as well. If anyone is in need of a ride, meet at Alma by 4:50 pm.

Please be aware that if you are planning construction in the future, you MUST obtain approval of a Building Permit from the Mead Planning Commission. Items excluded are concrete and accessory buildings less than 150 sq. ft.
Water and sewer bills are due in the Village Office by 9:00 am on the 16th day of the month. If the bill is not paid to the Clerk by this time, the account will be accessed a $10.00 late fee. If you have an account with the Bank of Mead and wish to have your payment set up for automatic withdrawal on the 15th day of the month, please contact the Village Office.

Village of Mead Board of Trustees
The Village of Mead Board of Trustees met April 8 at 6:00 p.m. Present were Chairman Howell and Trustees Feldhaus, Raver and Swanson. Absent was Trustee Mongan. Also present were Clerk Moline, Utilities/Maintenance Supt. Brabec and Police Chief Carlson. Guests present were Don Anderson, Jim Jackson and Jaron Bromm.
Don Anderson requested a Special Designated Liquor License for the Mead High School Alumni Party on June 21 to be held at the Community Bldg.
Jim Jackson, JEO, presented the projected outline and cost of the drainage project along Elm St.
Jaron Bromm sought community interest in Viaero Wireless constructing a tower east of Mead to serve Yutan and Mead. The board supported the construction.
Action was taken to approve Resolution 08-09 Interlocal Agreement for a Mutual Finance Organization; approved lease of the volleyball court to Wahoo Parks & Rec for summer volleyball leagues at a cost of $100.00 per season; approved closure of streets for a parade and car show during Mead Days on June 21; and wage increase of $650.00 per year to Police Chief Carlson.
Discussion was held on liquor license request by the Mead High School Alumni Committee and maintenance of First St. from Co Rd 10 to Spruce St. and Spruce St. from Fourth St. to Sixth St.
The meeting was adjourned at 8:31 p.m.

This event is open to persons residing within the Village of Mead city limits ONLY! Members of the Board of Trustees will be present to check resident identification and check loads prior to disposal. If you are not a resident, you will be turned away! This is your opportunity to dispose of your unwanted items!
All “junk vehicles” are required to be placed out of sight on one’s property from public view or completely tarped. If this is not a possibility, please dispose of the vehicle.
We are asking that all yards be cleaned, as unkept property will be sited by village police. Yards are required to be mowed, weeds removed and no grass clippings are to be spilled onto village streets.
NOTICE TO DOG AND CAT OWNERS –
All dogs and cats living within village limits are to be licensed by May 1st. If dogs are caught running at large, a first time warning will be provided to the owner. If the animal is caught a second time, it will be taken to Green Acre Animal Clinic. The owner shall pay an impoundment fee to the Village of Mead and license the animal prior to the animal being released by Green Acre. The owner is also responsible for all boarding fees while the animal is housed at Green Acre.
Please keep your dogs contained on your property or leashed while off property.

Mead Library News April 2008 by Vera Kuhr, Librarian
The library met on Monday April 14th after being postponed twice. Spring is a busy time!! These meetings are open to the public and minutes are kept at the library.
Summer Reading is Coming!!!!
The library could use some help with summer reading programs. If any Junior or Senior High student needs any community service hours, this would be a fun way to attain these hours. Please contact the library if you are interested. Summer Reading would start the first week in June and end the third week in July.
Bake Sale – Our annual bake and book sale will be May 3rd at the library. Any donations of food will be welcome. You may leave them at the library after 7:30 Saturday morning.
Foundation Meeting – The Friends/Foundation met on April 7th. Some items for discussion were continued improvement of library services and investigating if there is community interest to have a place for memorabilia from the town of Mead and surrounding area – as the NOP plant. If you have any ideas, please contact the Friends/Foundation Board. These meetings are open to the public and the minutes and other documents will be kept at the library for the public to read.
Fines Left in Drop Box – If you leave fines in the drop box, please put your name on the envelope as it is hard to match up fines and books when there are different ones overdue.
We received a $100.00 donation in memory of Ruth Killingsworth by her daughters. This money is greatly appreciated and will be used to purchase children’s books at the Scholastic Book Sale in May. The money will be doubled as far as the amount of materials that can be purchased. Children’s books have a long shelf life and will be used by children for many years.
The library received a grant to purchase new computers and software and other miscellaneous items. This is sorely needed as the two computers are older and in need of repair. When they are installed, we should have two newer computers for public use with the highspeed internet connection. One that is being replaced will be set up as the card catalog. When this is all installed, we should also have a link on the Mead Village website to access our card catalog on line. Watch for further notices when this is accomplished.

VILLAGE OF MEAD STORM WARNING PROCEDURES
The Wahoo Sheriff’s office will set off the firemen’s pagers if they receive a watch for this area. The fire siren will go up and down a few times. This is only to alert the fire department to be on the watch. It is also a good idea to keep tuned to a local TV channel / radio station if we are in a watch area.
If a funnel is actually spotted, they will blow a steady blast on the siren. This is your signal to take cover at once. For those residents or businesses without basements, go to the Alma Lutheran Church basement, 219 West 5th Street. A fireman will have the doors open if we are in a storm warning.

Village of Mead Board of Trustees
The Village of Mead Board of Trustees met March 11 at 6:00 p.m. at the Village Office. Present were Chair Howell, Trustees Feldhaus, Mongan, Raver & Swanson. Also present were Clerk Moline, Utilities Supt. Brabec & Police Chief Carlson. Guests present were Ron Bottorff & Dale Freeman.
Bottorff reported on future purchase of an additional blower for the wastewater plant, bids received for UV Disinfection Facility, DEQ inspection of the wastewater plant and water concerns. The bid of Gen-Mech Contractors for $91,040.00 was accepted to construct the UV Disinfection Facility.
A Board of Adjustments Hearing was held at 6:30 p.m. Freeman requested a variance from 11-306 B1 to place steel siding on the exterior of a pigeon accessory building. Res. 08-08 was approved authorizing the variance from zoning regulation on a 3-2 vote.
The board returned to regular session at 6:40 p.m.
Action was taken to approve Res. 08-06 NCIP Participation 2008, Res. 08-07 amend Res. 08-02 to seek a loan from the Bank of Mead for $95,000.00 for the UV Disinfection Facility and $.50 per hour increase to $8.50 per hour to Justin Johnson for summer maintenance.
Denise Patocka was granted permission to chair the Annual Easter Egg Hunt on March 22 at 11:00 a.m. and Mead High School was granted use of the risers for Prom.
The meeting was adjourned at 7:28 p.m.

DOG AND CAT LICENSES DUE MAY 1
All dogs and cats within the Village of Mead village limits are required by ordinance to be licensed annually by MAY 1. Please provide paperwork for current rabies vaccination and altering of pet.
Come to the office during regular business hours or send the money and required paperwork to Box 46. The license and paperwork will be returned to you via mail.
Cost is $5.00 for unaltered animal and $3.00 for each altered animal.
Saturday, May 31 has been set as the Annual Mead Clean-up Day for residents of the Village of Mead. Dumpsters will be placed in front of the village office from 9:00 am until 1:00 p.m. Disposal of items will be limited to MEAD RESIDENTS ONLY and will be checked on-site by members of the Board of Trustees.
STOP SIGNS HAVE A PURPOSE . . .
Please be reminded that ALL VEHICLES are required to STOP at stop signs. Numerous vehicles have been ignoring and driving or rolling through the signs. Stop signs are mounted for a reason. Please drive responsibly!!!
VILLAGE OF MEAD STORM WARNING PROCEDURES
The Wahoo Sheriff’s office will set off the firemen’s pagers if they receive a watch for this area. The fire siren will go up and down a few times. This is only to alert the fire department to be on the watch. It is also a good idea to keep tuned to a local TV channel / radio station if we are in a watch area.
If a funnel is actually spotted, they will blow a steady blast on the siren. This is your signal to take cover at once. For those residents or businesses without basements, go to the Alma Lutheran Church basement, 219 West 5th Street. A fireman will have the doors open if we are in a storm warning.
SAUNDERS COUNTY RECYCLING
The following information will aid you in using the recycling container:

Rinse and if possible remove labels and smash.
NO paint, aerosol, rusty or burnt cans.

Congratulations to the Mead boys and girls basketball teams on their successful year. A special thanks to the coaches for their dedication and hard work. Now it’s time to cheer on the track, baseball and golf teams.
Athletic Banquet is scheduled for May 13th at 6:30 p.m. The Mead Boosters will be providing fried chicken and side dishes for the evening. We are requesting freshmen through juniors bring desserts. If you would like to help with decorating for the event, please call Dalene Selko at 624-2255.

As a parent or community member of Mead are you concerned about the culture that the youth and families in our community live in? The Mead Community Group has organized some grass-roots efforts to focus on making Mead a healthier community for all. Everyone in the community is encouraged to attend and participate in this effort to address substance abuse concerns including underage drinking and other at-risk behaviors such as premature sexual activity.
The meetings are scheduled for the 2nd Tuesday of each month at 1:00 p.m. at the Elementary School. Please join us at the next meeting on April 8th. See you there!
W.A.I.T. program comes to Saunders County
A sexual abstinence education program is being held for parents and other community members on Monday, April 7th at 6:30 p.m., at the Wahoo Union Bank. W.A.I.T., an acronym for “Why Am I Tempted”, is a relationship-based character education curriculum that needs not only to be taught and enforced at the school, but by parents, clergy, youth leaders, and the community.
The WAIT program is endorsed by the Nebraska Abstinence Education Program through the Nebraska Department of Health and Human Services. The program is being sponsored by a grant through Three Rivers District Health Department. Please join us in this positive environment to help our youth.

Mead Days is just around the corner. The proceeds from Mead Days go to the Mead Ball Association. We are accepting cash donations or bingo prizes. If you would like to donate, you can drop off your donation at the Bank of Mead. This year we have added a few new events. Mark your calendars June 20, 21 and 22 for a full filled weekend.

We are excited to host an alcohol free Post Prom event April 12, 2008. This year the students will be going to Thunder Alley in Elkhorn and will be enjoying a fun night of activities. If you would like to donate, please make your donation payable to Mead High School Post Prom or you can drop off your donation at the high school.

Congratulations to the Mead boys and girls basketball teams on their successful year. A special thanks to the coaches for their dedication and hard work. Now it’s time to cheer on the track, baseball and golf teams.
Athletic Banquet is scheduled for May 13th at 6:30 p.m. The Mead Boosters will be providing fried chicken and side dishes for the evening. We are requesting freshmen through juniors bring desserts. If you would like to help with decorating for the event, please call Dalene Selko at 624-2255.

As a parent or community member of Mead are you concerned about the culture that the youth and families in our community live in? The Mead Community Group has organized some grass-roots efforts to focus on making Mead a healthier community for all. Everyone in the community is encouraged to attend and participate in this effort to address substance abuse concerns including underage drinking and other at-risk behaviors such as premature sexual activity.
The meetings are scheduled for the 2nd Tuesday of each month at 1:00 p.m. at the Elementary School. Please join us at the next meeting on April 8th. See you there!
W.A.I.T. program comes to Saunders County
A sexual abstinence education program is being held for parents and other community members on Monday, April 7th at 6:30 p.m., at the Wahoo Union Bank. W.A.I.T., an acronym for “Why Am I Tempted”, is a relationship-based character education curriculum that needs not only to be taught and enforced at the school, but by parents, clergy, youth leaders, and the community.
The WAIT program is endorsed by the Nebraska Abstinence Education Program through the Nebraska Department of Health and Human Services. The program is being sponsored by a grant through Three Rivers District Health Department. Please join us in this positive environment to help our youth.

Village of Mead Board of Trustees
A Public Hearing was held on February 12 at 6:15 p.m. at the Village Office. Present were Trustees Feldhaus, Mongan, Raver and Swanson. Absent was Chairman Howell. Also present was Clerk/Treasurer Moline. Action was taken to approve Ord. 574 to rezone 2.51 acres of land owned by Adam Miller and described as Lot 1 and Lot 2, Moore’s Addition from Single Family Residential to Suburban Residential and Resolution 08-03 to subdivide 4.06 acres of land for AWS. The hearing was adjourned at 6:35 p.m.
A regular meeting of the Board of Trustees was held February 13 at 6:00 p.m. at the Village Office. Present were Chairman Howell, Trustees Feldhaus, Mongan and Raver. Absent was Swanson. Also present were Clerk/Treasurer Moline and Police Chief Carlson. Guest present was Dave Henke.
Dave Henke, JEO Consulting, presented the plan for bidding for the UV Disinfection Facility. Approval was given for the bidding process.
Action was taken to approve Resolution 08-04 Special Designated Liquor License to Mead Fire Dept. on June 20 and 21, Resolution 08-05 Special Designated Liquor License to Mead Fire Dept. on June 22, hired Wendy Harrington as custodian at $8.50 per hour and Steve Mayfield as alternate member of the Planning Commission.
The board entered executive session at 6:58 p.m. to discuss personnel. The board returned to regular session at 7:16 p.m.
The meeting was adjourned at 7:17 p.m.

BUILDING NEEDS . . . As the weather changes and you consider building needs, please be aware that village ordinance requires a Building Permit prior to the start of any project. An application for a Building Permit may be obtained from the Village Office. The permit must meet approval by the Planning Commission. The ordinance includes jurisdiction within one mile of Mead boundaries.
Sidewalks, driveways, cement patios and concrete slabs on private property and an accessory building less than 150 square feet do not require a permit. All other building requires a permit, including construction needs, fences and destruction or moving of buildings.
The Planning Commission meets once a month, the fourth Monday of the month, excluding December.
Water Hydrants will be flushed Wednesday, March 12, 9:00 am - 12:00 noon, weather permitting. Please plan accordingly.

Green Acre Animal Clinic, Wahoo, will be present to administer pet vaccinations and the Village Clerk will be available to issue dog and cat licenses with proof of rabies vaccination. Available on the 22nd will be vaccinations of rabies, distemper/parvo for dogs and rabies/distemper for cats. Products available to purchase will be Heartgard and Frontline for your pets.
All dogs and cats within the village limits are required to be licensed by May 1. Licensing fee is $5.00 for unaltered animal and $3.00 for altered animal. If you have any questions please contact the Village Office at 624-2495.

Another month and it is still cold. The only consolation is browsing the seed catalogs. I have a few at the library for patron use.
SUMMER READING IS COMING!!!!!!!
Thanks to all for the great turnout for the Spaghetti feed. We are looking to use a portion of this money for summer reading and maybe some more die for the Accu-Cut machine. As always, the Mead High School, the students and kitchen help were an indisposable help in this endeavor.
Weeded materials are still available in the front hall. We would like to have these materials disposed of by the bake sale in May to make room for more weeded materials to put on the book sale. A variety of fiction is available plus numerous magazines. These will be passed on to another agency by April 1st.
The grant for new computers is still up in the air. Cross your fingers!!!!!
A summer reading workshop will be held on Feb 22 in Fremont and I and Brenda Halbmaier plan on attending. If anyone has any good ideas to get children interested in reading for the summer, please let us know. I can’t stress enough the advantage of keeping up with reading skills for adults as well as children.
The Saunders County Library Cooperative has reorganized and in doing so, the monies collected have been used to prepay some expenses with the Destiny Software and the remaining dispersed to the libraries. It was decided to purchase books as a group to get a discount. I am asking for the Golden Sower Books and, if needed, some more Christian fiction. The money collected now from rural card holders will go to the individual libraries with the card being “good” in all six libraries. A great bargain for the new amount of $20.00 per family (for patrons living in the rural area and a village that is a non-taxing entity). I have about 10,000 materials catalogued (with a lot to do yet) with copy machine, fax machine, Accu-Cut machine, laminating machine and computers available for patron use. Multiply this by 6 libraries (adding on for increase in size of the library) and Saunders County residents have a huge amount of materials at their disposal. I have not met a librarian yet that doesn’t know how to stretch a dollar and always on the look out for something “free”.

Village of Mead Board of Trustees
A Regular Meeting of the Village of Mead Board of Trustees was held January 8, 2008 at 6:00 p.m. Present were Chairman Howell, Trustees Feldhaus, Mongan, Raver and Swanson. Also present were Clerk/Treasurer Moline, Utility Supt. Brabec and Police Chief Carlson. Also present was George Robertson.
Robertson, Mead Public Schools Superintendent, requested a meeting of the Board of Education, Village Board of Trustees and Mead Development Corp. to discuss common issues. A meeting was scheduled for January 24 at 6:30 p.m. at Mead Public Schools Jr. - Sr. High Commons.
Action was taken to approve Resolution 08-02, Construction Loan with the Bank of Mead for $75,000.00 to fund the ultra-violet project and upgrade the wastewater facility, Steve Mayfield as alternate on the Planning Commission, obtain estimate from JEO to engineer the drainage improvement project and $1.00 per hour wage increase to Clerk Moline.
The meeting was adjourned at 6:56 p.m.

Please be aware that Village ordinance requires that all sidewalks be cleaned within 24 hours after the cessation of snow. Several sidewalks have not been cleaned this year. Please think safety and convenience by cleaning your walks.
No parking is allowed on streets marked with SNOW EMERGENCY ROUTE to allow quick removal of snow from the streets.
On all other streets, parking is restricted to the north and west sides of the streets on even numbered days of the month and the south and east sides of the streets on odd numbered days of the month until the streets have been cleaned.

A GOOD NEW YEAR’S RESOLUTION TO LIVE BY -
The Wooden Bowl
A frail old man went to live with his son, daughter-in-law, and four-year old grandson. The old man’s hands trembled, his eyesight was blurred, and his step faltered. The family ate together at the table.
But the elderly grandfather’s shaky hands and failing sight made eating difficult. Peas rolled off his spoon onto the floor. When he grasped the glass, milk spilled on the tablecloth.
The son and daughter-in-law became irritated with the mess. “We must do something about father,” said the son. “I’ve had enough of his spilled milk, noisy eating, and food on the floor.”
So the husband and wife set a small table in the corner. There, Grandfather ate alone while the rest of the family enjoyed dinner. Since Grandfather had broken a dish or two, his food was served in a wooden bowl.
When the family glanced in Grandfather’s direction, sometime he had a tear in his eye as he sat alone. Still, the only words the couple had for him were sharp admonitions when he dropped a fork or spilled food.
The four-year-old watched it all in silence. One evening before supper, the father noticed his son playing with wood scraps on the floor. He asked the child sweetly, “What are you making?” Just as sweetly, the boy responded, “Oh, I am making a little bowl for you and mama to eat your food in when I grow up.” The four-year-old smiled and went back to work.
The words so struck the parents that they were speechless. Then tears started to stream down their cheeks. Though no word was spoken, both knew what must be done. That evening the husband took Grandfather’s hand and gently led him back to the family table.
For the remainder of his days he ate every meal with the family. And for some reason, neither husband nor wife seemed to care any longer when a fork was dropped, milk spilled, or the tablecloth soiled.
On a positive note, I’ve learned that, no matter what happens, how bad it seems today, life does go on, and it will be better tomorrow.
I’ve learned that you can tell a lot about a person by the way he/she handles four things: a rainy day, the elderly, lost luggage, and tangled Christmas tree lights.
I’ve learned that, regardless of your relationship with your parents, you’ll miss them when they’re gone from your life.
I’ve learned that making a “living” is not the same thing as making a life.
I’ve learned that life sometimes gives you a second chance.
I’ve learned that you shouldn’t go through life with a catcher’s mitt on both hands. You need to be able to throw something back.
I’ve learned that if you pursue happiness, it will elude you. But if you focus on your family, your friends, the needs of others, your work and doing the very best you can, happiness will find you.
I’ve learned that whenever I decide something with an open heart, I usually make the right decision.
I’ve learned that even when I have pains, I don’t have to be one.
I’ve learned that every day, you should reach out and touch someone.
I’ve learned I still have a lot to learn!!!

Story Hour – Due to winter weather, we have had smaller attendance but have appreciated day care providers and parents for taking the time to bring the children to the library. We had a great turnout for Santa’s visit and already planning for next year.
SUMMER READING IS COMING!!
The new fine policy went into effect Jan 1st. Please check your “book case” for any materials that you may have that are overdue.
The Spaghetti Feed will be over by the time you get this newsletter and big “THANKS” in advance to all that participated.
We have weeded materials to make room for new items and have placed these in the entrance hall for the public. They will be there for a month (or more) and then will be passed on to another library, etc. If you are interested some titles are: Woman’s Day, Family Circle, Family Fun, Your Big Backyard, Turtle, Kids Nation Geographic, Nebraskaland, Smithsonian and many more. Also, we have adult and juvenile books to give to the public, as we will have more when we weed the adult fiction.
We have rearranged the library as in the winter it gets quite cold to the front. If we are lucky, we will be getting new computers from a grant that was applied for through the LSTA (a federal organization that awards grants for technology to schools and libraries).

A mother and her young son returned from the grocery store and began putting away the groceries.. The boy opened the box of animal crackers and spread them all over the table. “What are you dong?” his mother asked. “The box says you can’t eat them if the seal is broken,” the boy explained. “I’m looking for the seal.”
A grandmother was surprised by her seven year old grandson one morning. He had made her coffee. She drank what was the worst cup of coffee in her life. When she got to the bottom, there were three of those little green army men in the cup. She said, “Honey, what are the army men doing in my coffee?” Her grandson said, “Grandma, it says on TV - ‘The best part of waking up is soldiers in your cup’!”

MEAD MESSENGER
The Village of Mead Board of Trustees met Wednesday, December 12 at 6:00 p.m. Present were Chairman Mongan, Trustees Feldhaus, Howell, Raver and Swanson. Present were Clerk Moline, Utility/Maintenance Supt. Brabec and Police Chief Carlson. Also in attendance were Gil Frey, Dave Henke, Steve Mayfield and Burneil Ecklund.
Reorganization of the Board took place. Howell was elected Chairperson. The following appointments were approved: Police Chief - Jerry Carlson, Clerk/Treasurer - June Moline, Utility / Maintenance Supt. - Terral Brabec, Librarian - Vera Kuhr, Attorney - Edstrom, Bromm, Lindahl, Freeman-Caddy, Street Supt. - JEO, Accountant - Ed Schroeder, Official Depository - Bank of Mead, 401k Administrator - Ameritas, Official Newspaper - Wahoo Newspaper.
Dave Henke reviewed the process for the Ultraviolet Disinfection Facility project. Gil Frey discussed maintenance needs at the wastewater facility. Burneil Ecklund requested cutting of trees at the dump. Steve Mayfield spoke on water concern.
The following action was taken: Waive second reading and approve third reading of Ord. 573 to amend the Board of Trustees regular board meeting time to 6:00 p.m., approved Res. 07-18 to amend the Employee Handbook—Vacation Time Allowed, discussed pedestrian crossing at the UP Railroad tracks, and authorized advertising for a vacancy within the Planning Commission. Six month review of depot lease with Kids Corner Day Care took place. A loan will be sought with the Bank of Mead for Ultraviolet Disinfection Facility. Bids for drainage work along Elm Street will be advertised. Plans to investigate the purchase of a used trailer rather than purchase a new one was agreed upon.
The board entered executive session at 7:55 p.m. for personnel evaluation of Kuhr. The board returned from executive session at 7:57 p.m. A wage increase of $.50 per hour and purchase of a $500 Savings Bond to Kuhr was approved.

SNOW REMOVAL GUIDELINES
As winter weather approaches, Village Ord. 5-311 requires that following a snowfall of 2” or more, it shall be unlawful to park or stand any vehicle on any street within the congested district (Vine St. from 3rd St. to 5th St. and 4th St. from the alley adjacent to Blocks 24 and 33 to Vine St. and from alley adjacent to Blocks 25 and 32 to Vine St and including such other public streets as the board shall designate by resolution from time to time), between the hours of 11:00 P.M. and 7:00 A.M. of the following day.
On all other streets, parking shall be restricted to the north and west sides of the streets on even numbered days of the month and the south and east sides of the streets on odd numbered days of the month until the streets have been cleaned.
Village ordinance also designates that all sidewalks shall be cleaned within 24 hours after the cessation of snow.

Signs are posted on the streets indicating they are designated as the Snow Emergency Route. Parking on these streets is not permitted during snow accumulation. No parking on side streets is also requested to aid in snow removal.

The Mead Community Group is organizing efforts to focus on making Mead a safer community for all. Everyone in the community is welcome to attend and participate in the effort to address substance abuse concerns, underage drinking, and other at-risk behaviors such as the choking game, gambling, sexual activity, inhalants, and bullying. Please join us at the meeting on January 11, 2008, at 1:30 pm, at the Mead Elementary School. This is a community driven effort and everyone is invited to attend and get involved. The Village of Mead Board of Trustees met Wednesday, December 12 at 6:00 p.m. Present were Chairman Mongan, Trustees Feldhaus, Howell, Raver and Swanson. Present were Clerk Moline, Utility/Maintenance Supt. Brabec and Police Chief Carlson. Also in attendance were Gil Frey, Dave Henke, Steve Mayfield and Burneil Ecklund.
Reorganization of the Board took place. Howell was elected Chairperson. The following appointments were approved: Police Chief - Jerry Carlson, Clerk/Treasurer - June Moline, Utility / Maintenance Supt. - Terral Brabec, Librarian - Vera Kuhr, Attorney - Edstrom, Bromm, Lindahl, Freeman-Caddy, Street Supt. - JEO, Accountant - Ed Schroeder, Official Depository - Bank of Mead, 401k Administrator - Ameritas, Official Newspaper - Wahoo Newspaper.
Dave Henke reviewed the process for the Ultraviolet Disinfection Facility project. Gil Frey discussed maintenance needs at the wastewater facility. Burneil Ecklund requested cutting of trees at the dump. Steve Mayfield spoke on water concern.

VILLAGE OF MEAD BOARD OF TRUSTEES
A Regular Meeting of the Village of Mead Board of Trustees was held Oct. 9 at 7:00 p.m. Present were Chairman Mongan and Trustees Feldhaus, Howell, Raver and Swanson. Also present were Clerk Moline, Utility/Maintenance Supt. Brabec, Police Chief Carlson and Librarian Kuhr. Guest present was Mike Coyle.
Kuhr discussed the library budgets for the past and current years. Coyle requested placement of two wells on his property for a thermo-heat pump.
Action was taken to allow Coyle permission to place two wells on his property, approved Resolution 07-16 - Loan for $10,370.00 with the Bank of Mead for repairs at North Oak Street, approved participation in a Hazard Mitigation Planning/Project Grant Funding with the Lower Platte North Natural Resources District and changing the December meeting to December 12 at 6:00 p.m.
Clerk is to place item on the November agenda which would amend the start time for Board of Trustees meetings from 7:00 p.m. to 6:00 p.m.
The meeting was adjourned at 8:30 p.m.
A Message from the Village of Mead Board of Trustees -
Water meters are read the last week of the month, with bills being sent to residents prior to the first day of the month. The only time meter reading may vary is during holidays or vacation days.
Water and sewer payments are due on the 15th day of every month. A late fee of $10.00 will be added to your account at 9:01 a.m. on the 16th. If after seven business days the bill is still not paid, the account will be turned off. To request the Utility Superintendent to reconnect your meter, a $50.00 charge shall be made, $65.00 during off-hours, holidays or weekends, in addition to payment of the delinquent account.
Payment of water and sewer bills may be made directly to the village office, placed in the drop box located outside by the village office front door, mail to Box 46, Mead, NE 68041 or pay at the Bank of Mead. Another option is automatic payment from your account with the Bank of Mead, with withdrawal taking place on the 15th day of the month. You must have an account at the Bank of Mead for automatic withdrawal. Forms must be completed at the village office prior to setting up automatic withdrawal.
If you are charged a $10.00 late fee or have your water disconnected, please be aware that all charges to the account will remain unless approval is granted by the Board of Trustees to remove the charges. If you feel you have been incorrectly charged a late fee or disconnection fee, you must ask to be placed on the agenda of the next regular board meeting. You are then expected to attend and address your concern to the Village of Mead Board of Trustees. Village Personnel do not have the authority to amend late charges if payment is received after the due date.

Yesterday I went to the doctor for my yearly physical.
My blood pressure was high, my cholesterol was high,
I’d gained some weight, and I didn't feel so hot.
My doctor said eating right doesn’t have to
be complicated and it would solve my physical problems.
He said just think in colors…

VOLUNTEERS HELP COMPLETE CONCESSION STAND
Thank you to volunteers for assisting in completing the exterior of the new Concession Stand / Restrooms at the Mead Park.
Completion of the interior will be completed in the near future. Plans are that the building will be available for the 2008 baseball/ softball season.

Story Hour: We have 14 registered in story hour. A Halloween party is scheduled for Oct. 25th. The children are asked to come in costume and we will go “trick or treating” - weather permitting. All children three years of age are invited to participate in this program.
The Mead Library Friends Foundation will meet on Nov. 5th at 6:30. This meeting is open to the public and input as to the future of the library is welcomed.
The Trustees of the Mead Public Library will meet on Nov. 3rd at 9:30.
Computer use: Patrons must have an active library card from a Saunders County Library to have access to the computers. Please check at the front desk before using the computer.
Overdue materials: Do you have materials overdue? As the cost of postage has gone up and it is hard to reach patrons by phone, please check for any overdue materials.

VILLAGE OF MEAD BOARD OF TRUSTEES
A Regular Meeting of the Village of Mead Board of Trustees was held Oct. 9 at 7:00 p.m. Present were Chairman Mongan and Trustees Feldhaus, Howell, Raver and Swanson. Also present were Clerk Moline, Utility/Maintenance Supt. Brabec, Police Chief Carlson and Librarian Kuhr. Guest present was Mike Coyle.
Kuhr discussed the library budgets for the past and current years. Coyle requested placement of two wells on his property for a thermo-heat pump.
Action was taken to allow Coyle permission to place two wells on his property, approved Resolution 07-16 - Loan for $10,370.00 with the Bank of Mead for repairs at North Oak Street, approved participation in a Hazard Mitigation Planning/Project Grant Funding with the Lower Platte North Natural Resources District and changing the December meeting to December 12 at 6:00 p.m.
Clerk is to place item on the November agenda which would amend the start time for Board of Trustees meetings from 7:00 p.m. to 6:00 p.m.
The meeting was adjourned at 8:30 p.m.
A Message from the Village of Mead Board of Trustees -
Water meters are read the last week of the month, with bills being sent to residents prior to the first day of the month. The only time meter reading may vary is during holidays or vacation days.
Water and sewer payments are due on the 15th day of every month. A late fee of $10.00 will be added to your account at 9:01 a.m. on the 16th. If after seven business days the bill is still not paid, the account will be turned off. To request the Utility Superintendent to reconnect your meter, a $50.00 charge shall be made, $65.00 during off-hours, holidays or weekends, in addition to payment of the delinquent account.
Payment of water and sewer bills may be made directly to the village office, placed in the drop box located outside by the village office front door, mail to Box 46, Mead, NE 68041 or pay at the Bank of Mead. Another option is automatic payment from your account with the Bank of Mead, with withdrawal taking place on the 15th day of the month. You must have an account at the Bank of Mead for automatic withdrawal. Forms must be completed at the village office prior to setting up automatic withdrawal.
If you are charged a $10.00 late fee or have your water disconnected, please be aware that all charges to the account will remain unless approval is granted by the Board of Trustees to remove the charges. If you feel you have been incorrectly charged a late fee or disconnection fee, you must ask to be placed on the agenda of the next regular board meeting. You are then expected to attend and address your concern to the Village of Mead Board of Trustees. Village Personnel do not have the authority to amend late charges if payment is received after the due date.
The Village Office will be closed November 22 & 23
to observe Thanksgiving.
