The Village of Mead Board of Trustees met August 12, 2014 at 6:00 p.m. at the Village Office. Answering roll call were Chairman Guyle; Trustees Havelka, Miller, Wielage and Wimer. Also present were Clerk Moline, Utility/Maintenance Supt. Raver and Police Chief Carlson. Guests were Rick Miller, Steve Kadavy, Jody Weible, Ed Schroeder and Ben Day.
A BUDGET WORKSHOP was held at 6:08 p.m. Review of the proposed October 1, 2014 through September 30, 2015 Budget was held. The Workshop was adjourned at 7:00 p.m.
A PUBLIC HEARING was called at 7:00 p.m. Discussion was held to amend Chapter 9; Article 2, Building Permits. Action was taken, with waiving of three readings, to adopt Ord. No. 652 to amend Chapter 9; Article 2, Building Permits with the deletion to charge double the permit fee if a project if started prior to permit approval. The Hearing was adjourned at 7:05 p.m.
SCHEDULED GUEST: Ben Day, Engineer with Olsson Assoc., updated the board on finalization of the Sewer Lagoon Project, activity of the Water Project and process to update the Zoning Map.
REPORTS:
Planning Commission: The July 28 Regular Meeting minutes and Permits were approved. Permits being: 14-10, Frontier Coop to demolish a garage on the former Hogg property and 14-11, Frontier Coop to demolish concrete grain elevator. Discussion was held on zoning regulations of a property.
Utility / Maintenance: Raver reported maintenance along First St., east of Spruce St. to Co. Rd 10. A culvert that the village recently replaced will not be reset and cleaning of the ditch will proceed as directed.
Police: Carlson presented the Monthly Police Report.
Clerk: Moline reported meter maintenance concerns, 2014 umpire fees and suggested repairs of the decorative lights along Vine St. Moline reported the NE National Guard and Reserve completed a Project Day for the village on August 9. Projects were repairing the fence at the baseball field, staining the backstop and dugouts at the baseball field, and painting picnic tables and benches and staining the serving stand at the park.
Library: The minutes of the July 16 Library Board Meeting were reviewed.
UNFINISHED BUSINESS: Ord. No. 650 to amend Chapter 3; Articles 3-103, 3-105, 3-203 and 3-205, Water and Sewer Consumer Application and Contracts to increase the Water Deposit from $37.50 to $75.00 and the Sewer Deposit from $37.50 to $75.00 was adopted. Mead Public Schools was approved to use the Skid Loader if they add the village to their liability as an additional insured and notice provided prior to use if possible.
NEW BUSINESS: Clerk is to contact John Trecek with Ameritas to attend the September 9 Regular Meeting to discuss funding for the land dispute. Handling of an account shut-off was discussed.
The meeting was adjourned at 8:30 p.m.

INFORMATION REGARDING METER READING -
Water meters are generally read the last week of the month. The bills are then MAILED to account holders. Please watch for your invoice. If you do not receive yours, please give the Village Office a call to 402-624-2495 and a new invoice will be mailed or stop by and a new invoice will be issued.
Payments may be made by mail to Box 46, Mead, NE 68041-0046, deliver to the Village Office, placing your payment in the drop box located outdoors by the front office door, or delivering to the Bank of Mead. If you have an account with the Bank of Mead, arrangements can be made to have your payment automatically withdrawn on the 15th of the month. Paperwork to do so shall be completed at the Village Office.
Payments are due the 15th of the month (no later than 9:00a.m. the following day). At that time a $10.00 late fee will be assessed and a letter mailed to the account holder. Following the 10 day allotted timeframe, all unpaid accounts shall be considered delinquent and a shut-off fee assessed.

CONSIDER RUNNING FOR PUBLIC OFFICE ~
There are three vacancies for the Village Board of Trustees to be filled with the November General Election. Currently two incumbents have applied for the positions as of the filing deadline. To file as a write-in candidate, please make application at the Saunders County Clerk’s office in Wahoo. The filing deadline for write-in candidates is October 24.
GUARDMEN COMPLETE VOLUNTEER PROJECT FOR MEAD
Thank you to WOCS Class 14-001 of the 2nd BN 209th RTI of the Nebraska National Guard for completing a Project Day for the Village of Mead on Saturday, August 9. The Guards repaired the fence surrounding the baseball field, stained the backstop and dugouts at the baseball field, painted picnic tables and park benches and stained the serving stand at the park.
Thank you for your willingness to complete your project for the Village of Mead and your service to our country.

Mead Community Group Healthy Family Tip of the Month
Inspiring Your Teens to Accomplish Goals
Tried communicating with your teen lately? Frustrated? Bobbi DePorter in her book, “The Seven Biggest Teen Problems and How to Turn them into Strengths (An Insider's Look at What Works With Teens)” offers some suggestions on improving motivation and building confidence. DePorter suggests we listen more and talk less. When the silence is deafening try a simple, “Tell me more” and then pause. Your teen will perceive this as true interest in what is going on with them.
Take steps to acknowledge effort, not just the results like grades and successes. Try to be as specific as possible, as opposed to “Good job!”
When there has been a disappointment, take time to ask, “How do you feel?” and then “How do you choose to feel?” The choice is the big deal. “There are internal and external consequences. Your friend told you they were going to go to the movies with you, and then they told you a lie and went out with other groups. All of a sudden, you're just devastated. That's all external. But what's the internal consequence? That I'm angry, I'm resentful, I'm sad. And then knowing that you have a choice. It's how you think about it. And really getting them to flip it or reframe it.”
